PAL to accept OFWs on flights to Saudi Arabia

Effective today, May 29, Philippine Airlines is pleased to accept Overseas Filipino Workers (OFWs) on its flights to Saudi Arabia (Dammam, Riyadh).

This follows the decision of the Department of Labor and Employment lifting the temporary suspension of deployment of overseas Filipino workers to Saudi Arabia.

The Philippine government has received official communication from the government of the Kingdom of Saudi Arabia that foreign employers and agencies will assume the costs of quarantine protocols upon arrival in KSA.

OFWs who were unable to board their flights to Dammam and Riyadh due to the earlier prohibition may rebook their flights with rebooking service fees waived. Affected passengers may call PAL Reservations at +63 8855 8888 for flight rebooking.

Who are APORs?
1. Health and emergency frontline services and uniformed personnel;
2. Government officials and employees on official travel and official business;
3. Duly-authorized humanitarian assistance actors (HAS), especially those transporting medical supplies and laboratory specimens related to COVID-19, and other relief and humanitarian assistance;
4. Persons traveling for medical or humanitarian reasons, such as but not limited to attendance to burial of next of kin, watchers of medical patients, takers of allowed examinations or board examinations, persons accompanying the elderly or those with frail conditions and other similar situations;
5. Persons going to and from the airport;
6. Anyone crossing zones for work or business permitted in the zones of destination, and going back from home and
7. Public utility vehicle operators, as inter and intra-zonal travelers are allowed in the zone of destination and in the city.
SECTION 7. RETURNING RESIDENTS
What to present?
-IDs showing residency or any proof of residency
-Negative RTPCR (72 hrs validity)
SECTION 8. TRAVELERS PASSING THROUGH
-beginning June 1, 2021, travelers passing thru the City and coming from areas, which requires negative RT-PCR for their entry to the same ( e.g. Davao Regions) shall be required also to present their negative RT-PCR taken 72 hours from their entry to the City
-This shall not apply to travelers passing thru from and within provinces, cities and municipalities of Region XII only

Sec 1. Testing Protocols - Those who wish to travel to Bohol will be required to present a negative RT PCRT Test result administered not more than 72hrs before departure.
Upon arrival, the traveler will not be required to undergo quarantine and repeat testing, unless they exhibit Covid19 symptoms.

However, those traveler who previously submitted negative RT PCR Test results, but whose flights or boat trips were canceled due to typhoons or other foreseen reasons will be allowed to board their rescheduled flights or boat trips provided that they present a negative Rapid Antigen Test results taken within 24hrs before from the time of departure along with their previous RT PCR test results swabbed within 7days from the new departure date.

Middle East flights to arrive at NAIA Terminal 1 from May 17

Dear PAL passengers:

All of our PAL flights from the Middle East (from Dammam, Doha, Dubai, and Riyadh) will use NAIA Terminal 1 for arrivals, starting May 17, 2021, Monday (instead of the previously assigned Terminal 2).

To recap terminal assignments at the NAIA, from May 17:

· All PAL international flights from Manila will depart from NAIA Terminal 1.

· PAL arrivals from Saudi Arabia, Qatar and the UAE will be at NAIA Terminal 1.

· All other PAL international flight arrivals will be at NAIA Terminal 2.

🇶🇦Qatar announces stricter COVID-19 restrictions amid rising cases

All the restrictions will be effective from 9 April 2021 (Friday), until further notice.

1. WORKPLACE
50% of employees present in the government and private sector
Meetings to be done remotely or not more than 5 persons.

2. RESTAURANTS & CAFES
Dine-in in restaurants & cafes not allowed
Not to allow restaurants and cafes to serve food and drinks in open or closed places, and to allow them to offer those foods and drinks through external orders or deliver them inside the restaurant or cafe.

3. TRANSPORTATION
20% capacity for metro services; stopped on Fridays & Saturday
20% capacity for public transport services; some lines to be stopped; stopped on Fridays & Saturdays
Continuing the reduction of buses to 50% capacity (for people transported by bus)

4. EDUCATIONAL AND TRAINING CENTERS
Continuing to allow private educational centers and training centers to provide their services through remote communication programs only.
Closing nurseries.
Continuing to allow individual educational sessions to be held in centers designated for people with special needs while adhering to special requirements set by the Ministry of Public Health.
Driving schools continue to be closed.

5. SPORTS
Individual sports such as walking, jogging and cycling are allowed, while still closing playgrounds and sports equipment in parks, beaches and corniche.
Continuing not to allow the training of sports teams, whether indoors or outdoors, with the exception of preparatory training for local and international tournaments approved by the Ministry of Public Health.
Obtaining prior approval from the Ministry of Public Health to organize local and international sporting events.

6. COMMERCIAL ESTABLISHMENTS (BUSINESS & LEISURE)
Closing theaters and cinemas.
Closing beauty salons and barbershops, and stopping all their activities, barring home services provided by some men and women beauty salons.
Amusement parks and all entertainment centers continue to be closed.
The continued closure of health clubs and physical training clubs
The stopping of massage services, saunas, steam rooms, whirlpool bath services, and Moroccan and Turkish baths.
The continued closure of all swimming pools and water parks.
Continuing work with the absorptive capacity of commercial complexes (malls) not exceeding (30%), and not allowing children under (16) years old to enter, and closing all chapels and changing rooms in these complexes, with the continued closure of all food courts within the commercial complexes, and allowing these restaurants by serving external orders or delivering them inside the restaurant.
The traditional souq markets continue to operate with a capacity not exceeding (30%), and children under 16 years old are not allowed to enter, with these markets being closed on Friday and Saturday of every week.
The continued operation of wholesale markets with a capacity not exceeding (30%), and children under 16 years old are not allowed to enter

7. BEACHES & PARKS
Gatherings or sitting are not allowed in public parks, beaches, and the corniche. Individual sports such as walking, jogging and cycling are allowed, while still closing playgrounds and sports equipment in those places.

8. MOSQUES
Continuing to open mosques to perform daily duties and Friday prayers, provided that Tarawih prayers are performed during the blessed month of Ramadan in homes, and children under 12 years old are not allowed to enter, while adhering to the precautionary measures set by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs, with the continued closure of toilets and ablution facilities.

9. SOCIAL GATHERINGS
Preventing social gatherings and visits in closed places in homes and councils, and permitting the presence of a maximum of (5) people in open spaces, including those who have completed doses of the (Covid-19) vaccine.
The continued permission for family members residing in the same house only in winter camps.
Continued failure to hold weddings indoors and outdoors.

10. EVENTS & EXHIBITIONS
Postponing all conferences, exhibitions and events.

11. HEALTHCARE FACILITIES
Continuing to stop providing medical services in private health facilities, except in emergency cases, and allowing any of these facilities to provide some of their medical services that can be provided through modern means of communication.

12. BOATS
The continued suspension of the rental services of boats, tourist yachts, and other boats, with the exception of rental services for family members residing in the same house, and owners of boats and personal yachts are obligated, in the event that they are used, that other than the members of the family residing in the same house are not present on board or the presence of (5) people maximum From non-family members, provided that they have completed the doses of the (Covid-19) vaccine.

13. MUSEUMS & LIBRARIES
Closing public museums and libraries.

14. CLEANING & HOSPITALITY SERVICES
Not to allow cleaning and hospitality companies to provide their services during working hours to the establishments contracting with them, to allow the provision of their services with a full capacity outside the working hours of those facilities, and to allow the provision of their services at home by one person only while adhering to the special requirements set by the Ministry of Public Health in coordination with the Ministry trade and Industry.

15. PRECAUTIONARY MEASURES
Continuing work to compel all citizens and residents on leaving the house for any reason to wear masks, unless the person is alone while driving the vehicle or with his family.

Continued work to oblige all citizens and residents to activate the (EHTERAZ) application on smartphones when leaving the house for any reason.

Continuing work to oblige all citizens and residents when leaving and moving for any reason that no more than four people are in the vehicle, including the driver of the vehicle, with the exception of family members residing in the same house when leaving and moving in vehicles.

✅Compliance:
In this regard, compliance with health requirements, procedures, precautionary measures and controls determined by the Ministry of Public Health should be taken into account.

✅The Ministry of the Interior, the Ministry of Public Health, the Ministry of Commerce and Industry and other government agencies, each in its respective jurisdiction, shall take the necessary measures in this regard, to ensure compliance with health requirements, procedures, and prescribed precautionary measures.

✅Effectivity of new restrictions:
These decisions shall be effective from 9 April 2021 (Friday), until further notice.

✅Education and travel & return policy
The Council noted the measures that have been taken regarding the adoption of the distance education system, the suspension of student attendance in all public and private universities, schools, and kindergartens, and the continuation of the current travel and return policy to the State of Qatar.

We are compelled to cancel and/or re-route some international and domestic flights in the coming weeks to comply with ongoing Philippine government restrictions that: (1) limit the number of international passenger arrivals at Manila airport to 1,500 a day for all airlines combined; (2) suspend inbound travel to Western Visayas (Region 6) from Manila, Cebu and Davao until April 19; and (3) restrict non-essential travel in and out of Manila during the current Modified Enhanced Community Quarantine (MECQ) period.

2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge.

📣Bacolod starts implementing S-PaSS for travelers; CHO stops issuing medical certificates for travel

"Because of the new guidelines under IATF Resolution 101 -eliminating the COVID Shield, the City Health Office (CHO) will no longer issue medical certificates for travel purposes," Bacolod City Emergency Operations Center executive director and City Administrator Em Ang said.

This is to comply with and fully implement the provisions of the National Inter-Agency Task Force for Emerging Infectious Diseases (NIATF-EID) Resolution 101, series of 2021.

The resolution, issued on February 26, approved the uniform travel protocols for land, air, and sea of the Department of the Interior and Local Government (DILG). It provides that the travel authority issued by the Joint Task Force COVID Shield and health certificates shall no longer be required.

In its recently issued memorandum, the Bacolod City Emergency Operations Center said that the non-issuance of medical certificates for travel will allow CHO personnel to tend to direct medical care visits and focus on the city’s COVID-19 vaccination program.

“The Safe, Swift and Smart Passage (S-PaSS) Travel Management System of the Department of Science and Technology (DOST) shall be institutionalized as the one-stop-shop application/communication for travelers... The StaySafe.ph shall be utilized as the primary contact tracing system,” part of the resolution also read.

OIC-City Health Officer Dr. Edwin Miraflor Jr. said that the online transactions for securing medical certificates shall continue only until April 15.

📣READ: An Executive Order was issued by LGU Tacloban this afternoon requiring all travelers to Tacloban City from "high-risk" regions to undergo RT-PCR Test. The swab test will be required from individuals coming from these areas in NCR:

4. Makati

6. Mandaluyong

📣📣RTRs, APORs, Transients bound for Tacloban are still required to register on the www.baliktacloban.tacloban.gov.ph website. Non-Tacloban residents don't need to apply.

📣📣 : Under the new entry protocols for travelers, the local government of Tacloban City requires again tourists, coming from 'high-risk' regions, to submit a negative RT-PCR test result conducted within three (3) days (72 hours) prior to their entry. The counting of days will start from the swab/test date and not from the result release date.

📌Travelers may send the RT-PCR result together with the required documents at www.baliktacloban.tacloban.gov.ph or may contact the following numbers: 0920-900-0911 or 0977-808-0911 for questions and concerns.

Other documentary requirements include:

•For APOR (whether government or private workers)
- Office/Company ID
-Official Travel Order with itinerary in Tacloban City or any equivalent document.

•For RTR
-Government-issued ID (For infants/ children without valid ID: Certificate of Live Birth);
- In case of Returning Overseas Filipino, he must submit the following:
1. Government-issued ID; and
2.Bureau of Quarantine Certification.

•For Transients or Visitors
- Government-issued ID.

To note, within two (2) working days from the submission of the complete requirements enumerated above, an Acceptance Certificate with an imprinted Tacloban City SCAN QR Code shall be issued to the registered traveler, which document shall be presented in the referral booths upon arrival.

Non-Tacloban residents, on the other hand, do not need to submit or apply.
