The project was developed by the Swiss architectural bureau "Herzog and de Meuron". It was tentatively scheduled for commissioning in 2010, however, due to numerous delays, the building was commissioned only in January 2017. The price of construction at the same time increased from the preliminary 241 to 789 million euros. The first performance was a concert by the North German Radio Symphony Orchestra "Zum Raum wird hier die Zeit".
