Advisory No. 237

FOR DOMESTIC FLIGHTS: NO VACCINATION, NO FLY (new DEPARTMENT OF TRANSPORTATION, Department Order No. 2022-001)

Effective January 17, 2022, airlines are only allowed to accept fully vaccinated passengers for carriage on our domestic flights to and from Manila.

This requirement was imposed by the Philippine Department of Transportation (DOTr) and is valid for as long as the Metro Manila area (National Capital Region – NCR) remains under Alert Level 3 or higher. The requirement applies to all domestic travel to and from NCR, including the travel of individuals who reside outside NCR but who work inside NCR.

Travelers are considered fully vaccinated if at least two weeks have elapsed after their second dose of a two-dose COVID vaccine, or two weeks after receiving a single-dose COVID vaccine. You are required to present physical or digital copies of a vaccine card issued by your local government unit (LGU), or a vaccine certification issued by the Department of Health (DOH), or any document prescribed by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Disease); as well as a valid government-issued identification card (ID) with your picture and address.

However, PAL can accept unvaccinated individuals, including minors, who can present:

A duly signed medical certification with the doctor's name and contact details that states that their medical condition prevents full COVID-19 vaccination; or
Appropriate proof (e.g., barangay health pass) to support that their travel is to procure essential goods and services (e.g., medicine, medical devices, medical and dental necessities, public utilities, etc).
Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please be ready to present proof of the child’s age if requested.

Departure from the Philippines to Korea (including transit passenger) foreigners, precautions regarding issuing PCR negative certificates

From July 20 (Monday), all foreigners (excluding Koreans, regardless of nationality) who depart from the Philippines and arrive in Korea (including transit passenger) are required to carry the COVID 19 PCR negative certificate issued within 48 hours of the flight departure date.

In this regard, recently, there have been cases where a negative certificate has been issued by a hospital other than the embassy designated hospital and submitted it during departure procedures to be denied boarding.

Therefore, please note that if you submit a negative confirmation to the airline issued by a hospital other than the one designated by the embassy, you will not be able to board.

(Example)
If the Medical city Clark asks Green City Medical to issue and submit a negative certificate, Green City Medical is not a designated hospital, so you cannot board.

Also, according to local media such as CNN Philippines on July 24, there were cases where police caught a photocopier shop selling fake Corona 19 negative certificates for 25 to 30 pesos.

NEW ENTRY MEASURES FOR PASSENGERS ENTERING KOREA FROM THE PHILIPPINES

The Embassy of the Republic of the Philippines in Seoul wishes to inform the public that effective 20 July 2020, the government of the Republic of Korea will impose the following additional measures for all passengers coming from the Philippines:

1. All passengers (Filipinos and foreigners) departing from the PH must submit a "COVID-19 Negative Certificate" (PCR test report) upon entering Korea, including via third countries. The certificate must be issued within 48 hours of the departure date from the PH, and the certificate must be issued by the PCR testing labs designated by the Korean Embassy in the Philippines (the embassy will publish the list of designated laboratories on their webpage). The issued certificate must be presented at the time of ticketing and boarding, and must be submitted to the quarantine authority when entering Korea. Transit passengers are also required to submit the “COVID-19 Negative Certificate” upon boarding.

The submission of the “COVID-19 Negative Certificate” does not exempt the passenger from testing and quarantine upon arrival.

2. The Korean Embassy in Manila will stop accepting new visa applications until further notice, and will stop processing visa applications that have already been received prior to today. The visa issuance will be suspended EXCEPT for diplomatic and official purposes; essential business purposes (investment, technology transfer); spouse and children of Korean nationals and humanitarian reason (for humanitarian reason, it requires the Korean Embassy’s endorsement to get the visa); and shift crews.

Visa issuance for workers and students is suspended until further notice.

3. For the regular flights departing from the Philippines, the number of passengers should not exceed 60% of its capacity. Irregular flights will be suspended.
Thank you.

MIAA: International flights will resume July 8. International operations of other airline carriers, like Cebu Pacific, Qantas Airways and United Airlines will remain suspended.

The Manila International Airport Authority (MIAA) said in a statement on Saturday that passengers and airlines should be aware of terminal assignments to avoid confusion.

Airlines that were actually assigned to Terminal 3 but were relocated to Terminal 1 in March may relocate to Terminal 3 ahead of the resumption of operations at 12:01 a.m. of July 8.

Thus, flights of All Nippon Airways, AirAsia Berhad, Cathay Pacific, Emirates, KLM Royal Dutch Airlines, Qatar Airways, Singapore Airlines and Turkish Airlines will again operate from Terminal 3 starting on July 8.

Meanwhile, the airport’s Terminal 2 will continue to service international arrival flights for Philippine Airlines (PAL). PAL international departures are operating in Terminal 1 at the moment.

Airlines assigned to Terminal 1 will remain in Terminal 1: Air China, Air Niugini, Asiana Airlines, China Airlines, China Eastern, China Southern, Etihad Airways, Eva Air, Ethiopian Airlines, Gulf Air, Hong Kong Airlines, Japan Airlines, Jeju Air, Jetstar Asia, Jetstar Japan, Korean Airlines, Kuwait Airways, Malaysia Airlines, Oman Air, Royal Brunei Airlines, Saudia Airlines, Scoot, Thai Airways and Xiamen Air.

Cebu Pacific, Cebgo, Philippines AirAsia and Air Swift will operate domestic flights from Terminal 3 while Philippine Airlines and PAL Express will operate from Terminal 2.

MIAA said Terminal 4 would remain closed until further notice.

-REPOST-

To those who had to cancel travel plans, we empathize with you. We understand that you were looking foward to spending time with family and friends abroad, trying new food, and experiencing different cultures.

Yes, to put it bluntly, it sucks. Holy Week is peak season for the travel industry, but what sucks more is that there is now zero business for us in this industry.

To those demanding a refund from a travel agency, rest assured we are all trying our best to get your money back.

But in this time of COVID-19, we ask for your patience and empathy. Think before you speak. There is no need to yell, no need to swear, no need to threaten your travel agents with law suits. This is the time for class, not crass.

If you can afford a luxury tour out of the country, we are sure it is not the end of the world if you do not receive a refund today.

Again, we urge you to please think about the plight of others before you complain about why your refund is taking so long.

Think about the thousands who do not have jobs in the travel industry at this time:

1. Travel agents who passionately planned your tour, and the reservations staff, visa processors, etc. who did the legwork

2. Bus, ferry, and train drivers who were supposed to safely drive you, and the mechanics who maintain the transportation

3. Tour guides who were excited to explain the beauty of their country to you

4. Chefs, waiters, and waitresses who were supposed to prepare and serve you new cuisine

5. Hotel staff, from the doorman, bell boy/porters, check-in counter, and cleaning staff who were supposed to ensure your comfort

6. Flight attendants, pilots, and all airline/airport crew who were supposed to get you to your destination

7. Entertainers who were supposed to lively sing and dance for your happiness

8. Shop owners who were preparing to practice their bargaining and discount tactics so that you could bring home a luggage full of souvenirs

The list goes on and on.

So again, our only request is for your patience and understanding.

Think before you speak.
Thank you, and please stay at home, be productive, and may God bless you and your families with good health. 🙂

We look forward to the day we can travel with you again, hopefully sooner, than later.

PH IMMIGRATION TIPS FOR HOMEBASED ONLINE WORKER / SELLER / FREELANCER (FIRST TIME TRAVELLERS)

Immigration Officers are strict in screening people because that’s their job; they want to monitor the people leaving the country, make sure those that are going out for “tourism” won’t TNT or work abroad, and the citizens won’t be involved in Human Trafficking. They are there to check whether your intentions are genuine and to keep you safe.

DOCUMENTS TO PREPARE TO AVOID OFFLOADING:
✅Passport - valid at least 6months
✅Return Ticket – a proof that you’ll come back to the Philippines. Ideal is 3-5 days only
✅Proof that you are on vacation – hotel bookings, attraction bookings
✅Itinerary –evidence that you know where you are going
✅Certificate of Employment or Contract – you can ask this from your employer or client
✅ Transactions or Receipts or Bank Transfers – proof that the client or employer is indeed paying you for your services
✅Conversations (you can screenshot them or open them in your phone or laptop just in case the IO asks for more proof)
✅Bank Statement or Credit Cards – though it’s not vital as you have proven you have a job, it’s better safe than sorry

How to Face the Bureau of Immigration Philippines Officer with Confidence?
👉Wear a decent clothing like a traveler or a tourist.
👉Don’t wear heavy make up (females only).
👉Stay calm. Don’t be fidgety.
👉Behave. Don’t talk loud with your friends. Don’t take a lot of selfies.
👉Speak with good manners like a real educated person.
👉Greet ‘hi’ or ‘good day’ and gave a short but warm smile to the officer.
👉Most of the questions can be answered by a yes or a no. Other questions can be answered directly to the point, short and sweet. No further explanations.
👉Just be honest with your intention to travel.
