Yes. English teachers can get into Vietnam during the pandemic via expert visas.
Ultimately you need:
(1) Invitation letter from the People's Committee
(2) Sponsorship
(3) Travel Insurance
(4) Flight
(5) Quarantine Hotel
(6) Covid PCR Test 5 days before the flight
Here are the options available to achieve this:
1.) Find a school willing to sponsor you, and work out if they are paying the costs or splitting the various costs. This can take months to go through.
2.) Buy-in for a sponsorship with legitimate companies, entering in on a business visa, and have more choices for jobs in person. A business visa can be easily converted to a work permit when in the country. You can get in in a matter of 6 weeks.
