Press Statement by the Santa Rosa Village Council ǁ Moruca ǁ Region One

In response to the article published by NEWS ROOM on June 15, 2022 captioned “Santa Rosa woman says village council attempting to seize her land to build guest house”. Ms. Gonsalves first came to Santa Rosa Village in or around the year 2004 seeking permission for her children to go school and was subsequently granted such permission at a Village General Meeting. However, our records do not reveal that Ms. Monique Gonsalves is a resident of Santa Rosa Village and, therefore, cannot legally obtain any portion of Village Lands.
With regards to Ms. Gonsalves’ assertion that she has been upkeeping the land, it is and has always been evident that the land in question has been overgrown by bush.

The photos attached illustrate this:

Relative to Ms. Gonsalves’ claim that she attended to the land in question on May 19, 2022 and discovered contractors on the site, this is far from the truth and misleading to the public. On May 19, 2022 the Santa Rosa Area Councillor recruited three residents to clear the land that was in thick bush. Whilst they were doing so, Ms. Gonsalves stopped them claiming it was her land. At the time the Councillor for that area along with other Councillors were in discussion pertaining to another land issue. Subsequently, Ms. Gonsalves approached the Councillor in a hostile manner on the said matter. The Councillor reportedly informed her that he is unaware that the land belongs to her and she should bring her land document to the Village Office, as he was in possession of documents which show that all rights and interest have been transfered from the legal title holder to Santa Rosa and Islands.
The Deputy Toshao who was acting in the capacity as Toshao along with the area Councillor visited the site and met Ms. Gonsalves’ husband clearing the land. He was informed that he is not a resident of the village and advised to stop until this matter is handled by the Village Council. He then called his wife who came along with the individual who transferred the land to Ms. Gonsalves. The Deputy Toshao held a discussion on the site and advised all party to hold on work until the Village Council intervened. Both parties acknowledged and stopped. However, before the Village Council could convene a meeting, Ms. Gonsalves proceed clearing the land and planting coconut trees showing blatant disregard for the Village Council.
Several days later, the area Councillor instructed the contractor to commence work since the place had been cleared. The Toshao, Mr. Stavros Stanley, who was out on medical leave returned to the Village and further instructed the contractor to halt work until the Village Council further investigates the matter.
On June 4, 2022 a meeting was held at the Village Office, chaired by Toshao Stavros Stanley in the presence of the Santa Rosa and Islands Area Councillor, the area secretary and treasurer, other village councillors Ms. Gonsalves and Mrs. Yvette Rodrigues (previously Williams). The matter was discussed and Ms. Gonsalves was informed that her document was null and void for the following reasons:
Ms. Gonsalves was not a resident of Santa Rosa Village in 2006 when the land was transferred to her;
The land transferred to her is invalid given that the transferor failed to produce a formal document to show that at the time of the transfer, she held title to the land.
The Village Council then issued a letter to the area Councillor, granting permission to construct the guest house on June 4, 2022.
The Santa Rosa Village Council further wishes to state that the transferor, Ms. Yvette Williams, who was living in a house next to the land in question, misrepresented to the Village Council in 2006 that she was the legal owner of land when she transferred the land to Ms. Gonsalves.
The records with the Village Office shows that the land was in the name of Ms. Williams’ mother at the time when it was illegally transferred to Ms. Gonsalves. Ms. Williams’ mother has denied that she gave her daughter consent to transfer the land or that she transferred same to her (Ms. Williams).
In 2021 the legal title holder transferred the land to her grandson who later transfered a portion of the land to the Santa Rosa and Islands area for the purpose of constructing a guest house.
We also wish to state that Ms. Gonsalves was given a plot of land in Mora within the Santa Rosa Village, the plot land measured 130ft north, 400ft south, 352ft east and 125ft west, signed by a previous Toshao in 2018 and one only junior councillor without the consent of the village council at the time. This plot of land can accommodate approximately 10 houses or more. In addition, Ms. Gonsalves currently lives on a plot of land given to a resident named Latoya Jaime, who was allocated the said plot of land by the Village Council. The Village Council served Ms. Gonsalves an eviction letter giving her three-month notice and to date she has refused. She was also served a letter in 2019 by the former Toshao to stop trespassing on the resident land.
The aforementioned would show that Ms. Gonsalves has a history of being involved in land disputes and on each occasion, the Village Council has afforded Ms. Gonsalves with an opportunity to be heard, while balancing the rights of both Ms. Gonsalves and other residents of the Village.

The construction of the guest house for the Santa Rosa and Islands is an income generating project to the amount of $10M and this will benefit the area economically. This will also provide employment for residents of the Village.
On June 8, 2022 the Village Council received a letter from the Honourable Minister of Amerindian Affairs Pauline Sukhai to “placed all action regarding the land in dispute on hold; and to provide within seven (7) days of this letter, a report on the matter, including recommendation made and the reason for same’’. She also indicated that a Ministerial team will be visiting shortly to investigate the matter among other land complaints. The Village Council has since responded in a letter to the Minister in June 13, 2022 referring her to Section 27 (1) – (3) and Section 28 (1) of the Amerindian Act of 2006 as it relates to the functions of the Minister and investigating village matters.

Road Safety for SRPS and SRNS || Yesterday Toshao Stavros Stanley and Secretary Maurice Torres of the Santa Rosa Village Council met with car drivers, ranks from the Acquero Police Station, Head Mistress of the Santa Rosa Primary School and Acting Head Mistress of the Santa Rosa Nursery School to discuss the road safety concern brought up by the PTA of both schools and some other concerned residents.

The issue highlighted was the narrow passage road way that leads from the junction of the San Jose, Paloma and Cabucalli road that leads to both the Santa Rosa Primary and Nursery School. With both schools having together approximately 800 children, most would traverse the road ways to access their school and home. It has now become very dangerous with the increase of cars to enter the school compound even though drivers maybe taking all precautions the children would be moving around the compound before the start of school. Parents and guardians would also take their children to school while some bring or send their children by car. With all of this the road has now become congested during school days. Therefore, as a precautionary measure the Santa Rosa Village Council in consultation with the car drivers/owners, Acquero Police, Santa Rosa Primary School, Santa Rosa Nursery School and the PTA representative decided on the following:

- Vehicles will not be allowed in the school compound during school days except for only emergencies
- The Parish Priest will not be prevented from accessing or exiting the R.C church where he resides
- All vehicles must drop off at the junction where the parents or children will walk or be collected
- An area at the junction has been designated to build a car park or round about for those parents or guardians who would come to collect their children. However, the SRVC and the PTA will seek funding and self help to do same.
- Parents/guardians are asked to equip themselves with rain coat or umbrella especially during this rainy season
- traffic ranks from the Acquero Police Station will be at the junction to start enforcement
- persons will be trained by the Police to assist in monitoring vehicles from entering the compound
- sign board will be placed to inform and remind the public.

The Santa Rosa Village Council is asking all residents and the public at large to cooperate in the best interest and safety of our children.

Parents of both the Santa Rosa Primary School and Santa Rosa Nursery School have been informed of this issue and possible measures by the Chairman and Secretary of both PTA's at previous PTA meetings. They will be further advised at another PTA meeting to be coming up soon.

The Moruca District Council is extending our deepest condolences to the family and friends of Chief Medex Lo**ta Rebeiro of Huradiah, Santa Rosa Village, Moruca Sub-Region, Barima Waini, Region 1. When you talk of a perfect "daughter of the soil of Moruca", always remember Medex Lo**ta Rebeiro.
According to some post Medex Lo**ta was "an athlete in her younger days which continued into her adult years where she enjoyed a good game of volleyball. She was also an ardent fan of football and hinterland sports and never missed the chance to see her beloved Region 1 teams at Heritage Games".

We join her family and friends in mourning her passing.

May her soul Rest In Peace.

We would like to extend condolences to Mrs. Bernadette La Cruz on the passing of her husband Mr. Vasco La Cruz who passed on this morning. The late Vasco was known for skills in building construction in Santa Rosa Village. He is one of the latest pensioner who passed away. We wish to advice all pensioners and beneficiaries of social assistance from Santa Rosa Village (Kamwatta, Parakeese, Wallaba, Karaburi, Mora, Rincon, Kumaka, Cabrora, Santa Rosa and Islands, Koko, Kyrie and Islands, Haimaruni, Huradiah) that persons are deliberately spreading false information that you will be paid pension and public assistance this evening and tomorrow. Please be advised that we have checked with our officers and their head office and this information is false.
Persons are asked to desist from misleading our elders and show some respect to them.
Direct payments were done for those far end villages only that don't have access to a post office. Santa Rosa Village has a post office whereby their residents can collect their pension on a monthly basis. Thank you. Please share.

Mora also known as Moracupha a name arising out of the names Mora, Curiapito and Phasanalie (Mora Cu Pha) has a population of approximately 485 residents. It is a satellite of Santa Rosa Village, Moruca.
In 2020 Mora was granted a presidential grant of $3M and the residents decided they wanted a new Community Center to replace the old wooden building that was deteriorating. This project is completed (see photo below).
In 2021 Mora received their yearly presidential grant to the total of $1.4M and this time the residents was in favor of constructing a public sanitary block since it's closer to the community center and recreational ground. This project is also completed.
Also in 2021 a $4M Hinterland Environmentally Sustainable Agriculture Development (HESAD) project fund was approved for Mora through the Ministry of Agriculture. Residents through an Area General Meeting (AGM) decided that the funds will be used to upgrade their recreational ground by extending it by approximately 450ft.
This $4M HESAD project is estimated to be completed within a one week according to Area Councillor and Vice Toshao Aloysius Daniels who along with Toshao Stavros Stanley, Secretary Maurice Torres, Treasurer Phillip Bess and Councillor Fazia Thomas visited the projects site on Monday March 14, 2022. There would be continuous visits to other area project sites by the executives of Santa Rosa Village Council.

The Mora dam revetment is a regional project and some works are still outstanding. However, due to rainy season the Village Council and the residents of Mora contributed to a self help and did some back filling so that vehicles can once again use the dam (see photo below).
