Travel Advisory for International Passengers Entering the Philippines. Updated as of January 28, 2022; 7PM

Effective February 1, 2022, fully vaccinated arriving Filipino citizens, Balikbayan under RA6768 and foreign nationals with valid and existing visas regardless of origin shall be allowed to enter the Philippines and shall no longer be required to observe mandatory facility-based quarantine as long as they are able to present a negative result of an RT-PCR test taken forty-eight (48) hours before arrival.

Effective February 10, 2022, fully vaccinated foreign nationals from visa-free countries, traveling for leisure, will be accepted, and will also no longer be required to undergo quarantine as long as they are able to present a negative result of an RT-PCR test taken forty-eight (48) hours before arrival.

Visa-free countries include the following Cebu Pacific stations:
• Australia
• Brunei
• Indonesia
• Japan
• Malaysia
• Singapore
• South Korea
• Thailand
• United Arab Emirates
• Vietnam

The following are allowed to enter the Philippines without a visa for a stay not exceeding fourteen (14) days:
1. Holders of Hong Kong Special Administrative (SAR) passports
2. Holders of Macau Special Administrative Region (SAR) passports

The following are allowed to enter the Philippines without a visa for a stay not exceeding seven (7) days:
1. Holders of Macau-Portuguese passports
2. Holders of Hong Kong British passports

Effective February 16, 2022, other foreign nationals from all other countries will also be allowed to enter the Philippines with additional guideline and requirements, including full vaccination.

REVISED TRAVEL PROTOCOLS:
- New Arrival Rules for Filipinos & Eligible Foreign Nationals (from Feb 1)
- Foreign Nationals from Visa Free Countries may visit PH (from Feb 10)

Dear PAL Passenger:

We are pleased to share upcoming changes in travel protocols that will help improve the convenience of traveling to the Philippines, both for Filipinos and non-Filipino travelers.

A. NEW ENTRY, TESTING & QUARANTINE PROTOCOLS for entry to the Philippines, effective from 01 February 2022:

1). FULLY-VACCINATED ARRIVING FILIPINOS AND ELIGIBLE FOREIGNERS, regardless of country of origin:

■ Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
■ Shall no longer be required to observe mandatory facility-based quarantine upon arrival; but shall self-monitor for any sign or symptom of covid for 7 days, with the first day being the day of arrival; and shall be required to report to the local government unit of destination should any symptoms manifest.
■ Must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:

a. World Health Organization International Certificate of Vaccination;
b. VaxCertPH certification; or
c. National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF

2). UNVACCINATED AND PARTIALLY-VACCINATED TRAVELERS, AS WELL AS THOSE WHOSE VACCINATION STATUS CANNOT BE VALIDATED:

■Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
■ Shall also be required to undergo facility-based quarantine until the release of negative RT-PCR test results to be taken on the 5th day of quarantine.
■ Shall observe home quarantine until the 14th day from the day of arrival.

Their home quarantine will be monitored by the LGU of destination and their Barangay Health Emergency Response Teams.

3.) NOTE for UNVACCINATED CHILDREN:

Children under 12 years of age who cannot be vaccinated shall follow the quarantine protocols of the parent/s or the accompanying adult/guardian traveling with them.

B. VISITS OF FOREIGN NATIONALS NOW ALLOWED UNDER CERTAIN CONDITIONS, effective from 10 February 2022:

Starting from 10 February 2022, FULLY-VACCINATED NATIONALS OF “NON-VISA REQUIRED COUNTRIES” shall be allowed to enter the Philippines, provided that:

■ Their passports are valid for 6 months from time of arrival, and they hold return tickets to their country of origin or to their next destination;
■ They must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:

a. World Health Organization International Certificate of Vaccination;
b. VaxCertPH certification; or
c. National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF

NO MORE RT-PCR TEST FOR TRAVELERS ENTERING DAVAO CITY

All travelers entering Davao City by land and all arriving domestic travelers by sea and air shall no longer be required to present their 24-72 hours negative RT-PCR test results.

No document shall be required for entry into Davao City, except for security checks that may be required by the AFP and PNP personnel, for the purposes of anti-crime, anti- illegal drugs, and anti-terrorism operations.

PAL WELCOMES EASING OF DOMESTIC TRAVEL RESTRICTIONS

Philippine Airlines expressed optimism that more Local Government Units (LGUs) will ease travel restrictions as the government ramps up the nationwide vaccination drive and allows point to point travel for all ages, provided seniors, pregnant women and persons with identified health risks are fully vaccinated.

The new guidelines from the Inter-Agency Task Force (IATF) allow point-to-point interzonal travel (including leisure travel) from the National Capital Region (NCR) to areas under General Community Quarantine (GCQ) and/or Modified General Community Quarantine (MGCQ) for: (a) Individuals below 18 years of age); (b) Fully vaccinated individuals over 65 years of age; (c) Fully vaccinated individuals with immunodeficiencies, comorbidities or other health risks; and (d) Fully vaccinated pregnant women. Additionally, individuals ages 18 to 65, regardless of vaccination status, continue to be allowed to travel. All these travelers are subject to the regulations and protocols set by the Local Government Unit (LGU) of the destination city or province and the guidelines of the Department of Tourism.

"We welcome the latest moves by key LGUs to relax travel protocols, including those for travel to Cebu, Iloilo, Butuan, Dipolog, Tacloban, Dumaguete, Cagayan de Oro, Palawan and other areas. We are hopeful that more LGUs will follow suit in easing travel protocols. The government's intensified vaccination drive across various provinces is an important factor in these decisions to make travel more convenient while ensuring the safety of everyone," said PAL Senior Vice President for Strategy and Planning, Mr. Dexter C. Lee.

As of October 13, 2021, domestic destinations which have relaxed their travel requirements and provided special considerations for fully vaccinated travelers include:

BUTUAN -- Fully-vaccinated travelers may present their Vaccination Cards in lieu of taking RT-PCR tests.

CAGAYAN DE ORO -- No COVID-19 test required for all travelers.

CATARMAN -- No COVID-19 test required for all travelers.

CORON -- Fully-vaccinated travelers with negative RT-PCR/Saliva test result are now allowed to travel to Coron. (Unvaccinated or partially vaccinated travelers are however not allowed).

CULION -- Fully-vaccinated travelers with negative RT-PCR test result are now allowed. (Unvaccinated or partially vaccinated travelers are however not allowed).

CEBU PROVINCE (other than Cebu City, Mandaue, Lapu-Lapu City) -- Travelers may present a Medical Certificate secured 24 hours before flight.

CEBU CITY -- Fully-vaccinated travelers may take a Saliva Test (within 48 hours of departure) instead of RT-PCR or Antigen tests.

Cebu-bound tourists whose final destination is Mactan island must comply with Lapu-Lapu City’s travel requirements. Currently, Lapu-Lapu City requires a negative RT-PCR/Antigen test result prior to departure.

DIPOLOG -- Fully-vaccinated APOR travelers under official business whose stay in Dipolog does not exceed 48 hours may present their vaccination cards instead of a negative RT-PCR result.

GUIMARAS -- Fully-vaccinated travelers may present their Vaccination Cards in lieu of taking RT-PCR tests.

ILOILO CITY -- Returning Residents and ROFs no longer need to present their RT-PCR test result.

MAGUINDANAO PROVINCE (except Cotabato) - Fully-vaccinated travelers going to Maguindanao may present their Vaccination Cards/records in lieu of taking the RT-PCR Test.

NEGROS ORIENTAL -- Fully-vaccinated travelers traveling to Dumaguete and in Negros Oriental may take an Antigen test with a negative result (valid up to 48 hours upon release of result) instead of an RT-PCR test and present their Vaccination Cards/Records.

NEGROS OCCIDENTAL (except Bacolod City) – Fully-vaccinated travelers traveling to Negros Occidental may present their Vaccination Cards/records in lieu of taking the RT-PCR Test.

OZAMIZ – Fully-vaccinated travelers may present their vaccination card and negative Antigen Test Result (taken within 72 hours of departure) in lieu of taking the RT-PCR test.

PUERTO PRINCESA -- Fully-vaccinated APOR travelers who intend to stay in the city for a maximum of 3 days only may present their vaccination cards/records to be exempted from the mandatory 10-day quarantine.

PAGADIAN CITY -- No COVID-19 test required for all travelers.

TACLOBAN -- Fully-vaccinated travelers may present their Vaccination Cards in lieu of taking RT-PCR tests.

The flag carrier urges the flying public to take advantage of their fully vaccinated status when traveling to domestic destinations.

"PAL continues to airlift essential vaccines to various parts of the country, in partnership with the Philippine government. To date, PAL has carried 8.7 million vaccine doses from Manila to provinces in Luzon, Visayas and Mindanao. This comprises 45% of the total number of vaccine doses flown domestically since March this year," added Mr. Lee.

Additionally, the IATF announced that, beginning Oct. 16, the alert level status in Metro Manila will be downgraded to Alert Level 3, which has more relaxed restrictions and allows for reopening of more businesses, vs. the current Level 4.

With this announcement, PAL expects an uptake in domestic travel in the next few months especially in tourist destinations such as Boracay. Travelers are reminded to comply with Boracay’s tourist travel requirements:

· Negative RT-PCR Test Result (accredited DOH Labs) or Saliva-based test result (PH Red Cross only) with 72 hours validity from date of travel

· Confirmed booking from DOT-accredited establishments

· Approved S-Pass

· Registration as tourist at aklan.gov.ph or touristboracay.com

Other tourist destinations may have similar travel requirements. PAL strongly encourages travelers to check with their destination LGU for the latest rules and requirements, which are subject to change by the issuing local government authority and are issued for passengers’ and the public’s safety. COVID TESTS REQUIRED FOR DOMESTIC TRAVEL TO CEBU

Effective from August 19, 2021, all domestic travelers flying to Cebu are now required to present either:

1. A negative RT-PCR test result taken within 72 hours prior to the scheduled arrival in Cebu;
OR
2. A negative Antigen test result taken within 48 hours prior to the scheduled arrival in Cebu.

(Note: A negative Antigen test taken within 72 hours prior to arrival will be allowed for travelers destined for points in the Province of Cebu; but NOT if they are destined for Cebu City, Lapu-Lapu City and/or Mandaue City, which strictly enforce the 48-hour maximum for Antigen tests.)

The above rules are mandated by new directives issued respectively by the Governor of the Province of Cebu (“Regulating the Entry of All Persons Entering the Province of Cebu through All Airports”), as well as by the local governments of Cebu City, Mandaue City and Lapu-Lapu City.

Airlines are not allowed to accept for boarding any passengers who are unable to present either a valid negative RT-PCR test result or a negative Antigen test result. (The test results must not expire during transit.)

ADJUSTMENTS TO CERTAIN SAUDI ARABIA FLIGHTS
DUE TO ONGOING RESTRICTIONS

Restrictions imposed by Saudi local authorities are continuing over the next two weeks, and thus we are compelled to make adjustments to our flights to and from Riyadh and Dammam in Saudi Arabia, as follows:

• Cancellation of the following Manila-Riyadh-Manila flights: August 13, 14, 16, 20, 21, 27, 28 and 30

• Cancellation of the following Manila-Dammam-Manila flights: August 16, 17, 22, 23, 24, 30 and 31

• Regular operation of our other Dammam and Riyadh flights during the period August 13 to 31, but with available seats reduced to just 186 passengers per flight on the Dammam-Philippines and Riyadh-Philippines sectors to comply with limitations on the number of passengers we are allowed to carry on certain flights.
(Note: We are allowed to carry a full load of passengers on the Manila-Dammam and Manila-Riyadh sectors, so the flights outbound from Manila are not affected.)

To reiterate, these cancellations and adjustments are beyond PAL's control and prevent us from serving the urgent travel needs of our OFWs and other passengers.

Thus, we reiterate our urgent appeal to the Saudi and Philippine authorities to work towards resolving the issue on flight and capacity restrictions so that we may again be able to operate our full schedule of flights to and from Riyadh and Dammam, and make use of all our seats on board each flight, for the best interests of our passengers.

We do our best to notify affected passengers via e-mail and call/text message, if your contact details are in our system. However, we are unable to reach a number of passengers in certain cases, e.g., possibly due to erroneous contact details or transmission problems. INTERNATIONAL TRAVELERS TO MANILA, DAVAO, and LAOAG MUST REGISTER ON ONE HEALTH PASS

ATTENTION: ALL PASSENGERS TRAVELING TO THE PHILIPPINES

The Philippine Bureau of Quarantine (BOQ) strictly requires all arriving travelers to present their ONE HEALTH PASS QR CODE prior to boarding their flights to Manila, Laoag or Davao.

To get the QR code, you will have to accomplish the One Health Pass Declaration Form (e-HDC) which will require you to submit personal information, health status and travel history. The forms should be filled out individually.
(Note: Each child must have his/her own form.)

This a 2-STEP REGISTRATION PROCESS:

Step 1 – to be accomplished at any time on or before your departure date: Register through https://www.onehealthpass.com.ph/e-HDC and completely fill out all required fields. Upon filling out the form, please ensure to save a copy of your unique transaction number, which you will need when you are at the airport to accomplish Step 2 below to complete your e-HDC registration.

Step 2: to be accomplished at the airport, prior to boarding your flight to the Philippines: Before boarding your flight, answer the e-HDC at https://www.onehealthpass.com.ph/e-HDC by entering your unique transaction number to retrieve your record. Upon completing all the information, you will receive your unique QR code which you need to present before boarding and upon arrival.

All information shared in the One Health Pass is collected and processed solely by the Bureau of Quarantine. The One Health Pass website is independent of PAL and PAL has no control over said website.

CLARK ARRIVAL FOR MIDDLE EAST FLIGHTS ON JANUARY 15 to 19

UPDATE as of Jan. 15: Additional flights from Qatar and Saudi Arabia will also be re-routed to CLARK on Jan. 18 and 19.

Attention: Passengers departing from:
• Riyadh (PR 5655) on January 15, 16, 18 and 19
• Dammam (PR 5683) on January 16, 18 and 19
• Doha (PR 685) on January 18

Your flights will be re-routed to land in CLARK (Clark International Airport - CRK) instead of in Manila, because of quarantine testing capacity limitations at Manila airport. The re-routing to Clark is necessary to avoid a full cancellation of your flight. More details:

ATTENTION - WHAT TO EXPECT
You will undergo the required COVID testing in Clark rather than in Manila, and quarantine at a Clark hotel accredited by the Philippine health and tourism authorities.

Once you receive a negative test result (usually in 48 hours of the test, although the release timing varies and may be longer or shorter), non-OFWs and foreign nationals may avail of the free shuttle/bus service to NAIA Terminal 2 that PAL will schedule, at no extra charge. The transportation for OFWS will be handled by the Overseas Workers Welfare Administration (OWWA).

Please note that the cost for the COVID tests and the quarantine hotel will be borne by the traveler. (For Overseas Filipino Workers - OFWs, the government will shoulder the cost of tests and accommodation).

Passengers on these PAL flights but originating from certain countries listed under recently imposed travel restrictions must undergo 14-day mandatory quarantine. OFWs shall be accommodated at a facility designated by the government for free. Non-OFWs and eligible non-Filipinos may be accommodated at a government-designated facility, subject to availability; or, can choose an accredited BOQ hotel at their own expense (https://bit.ly/CRKQuarantineHotels).

BOOK YOUR HOTEL IN ADVANCE (for non-OFWs)

We suggest that you book your hotel for at least two (2) nights, in line with the expected 48 hours processing time to receive the COVID test results. Please show a copy of your hotel reservation as you check in for your PAL flight to the Philippines.

The hotel or quarantine accommodation for OFWs is arranged by OWWA upon arrival in Clark.

PREPARE REGISTRATION DOCUMENTS BEFORE YOUR FLIGHT
All passengers arriving in Clark are required to fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking to be collected upon arrival. Domestic travelers can now avail RT-PCR Test for ₱900

All domestic travelers can now avail of the real-time reverse transcription polymerase chain (RT-PCR) test for only ₱900.

After some local destinations have lifted their travel restrictions due to the COVID-19 pandemic, some cities and provinces would require you to submit a RT-PCR test result prior to entry.

Fret not though because we have everything that you need to know to avail of a cheaper COVID-19 RT-PCR test.

Instead of then ₱1,800, the Department of Tourism (DOT) partnered with the University of the Philippines-Philippine General Hospital (UP-PGH) through the Tourism Promotions Board (TPB) Philippines to subsidize the 50% of the COVID-19 RT-PCR test cost, hence, qualified Filipino tourists will only be paying P900.

How to apply?

1. You must register online at https://www.tpb.gov.ph/rtpcrphtravel/ 5 days before your travel date. You must also indicate a travel destination that is declared open to leisure tourists.

2. You must attach the following supporting documents:

Copy of two (2) valid government-issued IDs
Copy of confirmed hotel booking
Copy of round-trip transportation tickets if applicable (airline/bus/ferry tickets)
3. The Tourism Promotions Board (TPB) shall evaluate the documents and inform you of the status of application within a reasonable time.

4. UP-PGH can only accommodate to conduct 100 COVID-19 RT-PCR tests per day. Thus, applications will be on a first-come, first-served basis.

If your application is approved, you will be receiving an email from UP-PGH with the login credentials for the Client Investigation Form (CIF) (https://cif.pgh.gov.ph) for you to fill-out.
Once your CIF is submitted, UP-PGH will be notifying you of your schedule for swab test.

Note: Walk-in requests shall be strictly denied.
You must be at the testing center of UP-PGH on your confirmed date of swab testing.
Failure to show-up on the scheduled date would forfeit your subsidy.

You will be receiving your RT-PCR test result directly via email within 24 hours.
After having been in lockdown for months, we are all so eager to step out of our comfort zones and travel. However, the fear of the pandemic is still peeping around the corner. Hence, some cities and provinces would require of you to submit a result of your RT-PCR upong entry.

As of today, 21 June, there are 27 airports in the country whose Local Government Units (LGUs) have issued orders categorically supporting the resumption* of commercial airport operations in their areas of jurisdiction.
