To those who, due to COVID-19, cannot continue your work (working visa holders) or continue your study (student visa holders),

Rough translation of the Announcement from the Immigration dated 1 May 2020

If you (working visa holders) do not work or you (student visa holders) do not study for 3 months or more, your visa might be cancelled. With just reasons, however, the immigration does not cancel your visa.

The immigration considers the following cases as “just reasons” caused by COVID-19.

(working visa holders)
① your employer decided to stop their business temporarily due to slow business or voluntary closing
② you left your company, and you have been doing job hunting via Internet or have difficulty to have interviews with new employers

(student visa holders)
③ your classes have been called off
④ your school has been closed and you cannot get enrolled in a new school
⑤ you got infected with COVID-19, have been hospitalized for a long time, and have been absent from school

To working visa holders who, due to COVID-19,
have been dismissed, or
have got your employment contract cancelled/terminated, or
have been ordered to stay home (not to work, stand-by).

Rough translation of the Announcement from the Immigration dated 30 April 2020

① You can stay in Japan with your current visa if:
(1) you want to do job hunting after being dismissed
(2) you want to resume your current work after stand-by period
(3) you want to continue your work although you work shorter hours
(4) you are in similar situation as (1) to (3)
You can also get arubaito permit (valid for up to 6 months or till your current visa expiry date). You need to submit a document that you cannot work as usual due to your employer’s situations.
Note you need your employer’s agreement for cases (2) and (3) to get arubaito permit.

② If your visa expires before your work gets back to normal, you could get “designated activity visa for job hunting.”
You need to submit a document that you cannot work as usual due to your employer’s situations. While staying with this visa, you can get arubaito permit (valid for up to 6 months or till your current visa expiry date). You could extend this visa if the situations stay the same.
When you resume your work or find a new employer, you need to change your visa to working visa from designated activity visa.

Update for benefit money for companies/sole proprietorship suffering from sales decrease due to COVID-19 (3)

We have received many inquiries regarding the benefit money for companies/sole proprietorship suffering from sales decrease due to COVID-19: Jizokuka Kyufukin

When you think of applying, please read the following carefully. Sorry, it is quite long, but I think it very important.

1. You will be asked to submit basic information about your business
It includes corporate number, date of establishment, kessan month (account closing month), copy of kessan/kakuteishikoku documents, sales amount of last year, bank account information, names of representative, etc.

2. You shall declare that you meet all the requirements, saying
(1) you meet all the requirements
(2) your supporting documents and the information you supply are true and correct
(3) you are not one of the organizations specified as ineligible
(4) you will return the money plus some penalty if they find out you received the money illegally
(5) you have no relation to boryoku dan
(6) you shall follow the regulations set for this benefit

3. Once the office in charge finds something suspicious about your application, they will make very thorough investigation. If they determine that you received the money illegally, the following happens:
① you must return (a) all the benefit money you received, (b) delinquency charges calculated by annual 3% starting from the date you received the benefit money to the date you repay, and (c) penalty of 20 % of the total of (a) and (b). (it's going to be quite a lot of money)
② your name and your company/business name shall be made public
③ they shall file a criminal complaint with you depending on what you did illegally.

4. Note also that:
1) You, as business owners, are supposed to keep all the accounting records as specified by the tax laws. Refer to section “5. Structure of Final Return Forms for Corporation Tax”

Sole proprietorships must keep the same documents if they use blue return.

2) You do not have to submit the copy of sales records for 2019. But they may ask you to submit them later. If you cannot show them when requested, they might consider you received the benefit money illegally.

3) If your name is made public as illegal receiver of the benefit money, the immigration will easily find it on the list, and might cancel your visa or refuse to extend your visa.

Please think again that you are eligible and ready to apply.

Grab the chance to continue to stay in Japan and receive training with a new employer, if you wish to pass the skill test necessary for “Specified Skilled Visa (SSW).”
If all the requirements met, the immigration would grant “Designated Activity (with work permit)” visa for up to 1 year. The government/local governments/organizations would assist you to find a new employer which would support you to pass the SSW skill test.

Benefit for house rent 住居確保給付金(Jukyo Kakuho Kyuhukin)

If your income decreases due to COVID-19 and if you are under certain conditions, local governments would pay your rent to your landlord for you. You don’t have to pay it back.

The below is just a plan at the point. Requirements are likely to change.
The details will be announced during the week starting 19th of April.

Examples of conditions:
1. Your household income decreased or is expected to decrease due to COVID-19, and you cannot pay your rent by any means.
2. You have registered at Hello Work for job hunting.

The requirements are complex. You need to consult with 自立相談支援機関 (Jiritsu Sodan Shien Kikan) at the city hall to find out if you are eligible.
