This is the Pallazo Publica in Siena, once the seat of a city republic that rivalled but was eventually conquered by Florence. Unlike its eventual ruler, Siena enjoyed relative stability for over 400 years - all under the Rule of the Nine, an elected chamber of nine men who met in chambers decorated with scenes of civic virtue, to remind them of their duties to fairness, justice and the freedom of the people. In Perth on ashort trip to Scotland. Historically very important in Scotland's virulent religious wars, its centre has these two imposing buildings. St John's Kirk where the Presbyterian rebellions began, and the nuch later, Victorian era Town Hall. Tellingly though, while they are right next to one another, the Town Hall has its back to the Kirk.
