11/02/2022

ZAMBOANGA CITY LIFTS RT-PCR REQUIREMENT anew for inbound travelers who are FULLY VACCINATED effective February 16, 2022.

In place of the RT-PCR requirement, travelers shall present their vaccination card and S-Pass permit upon entry in any and all borders of the city.

However, fully vaccinated travelers coming in from areas with higher alert level status are required to present negative antigen test results secured from any DOH-accredited laboratory within 24 hours from the time of collection of specimen, together with the S-pas permit.

An individual is considered fully vaccinated 14 days after the 2nd dose, for 2-dose vaccines and single-dose Janssen vaccine.

Unvaccinated travelers must submit negative RT-PCR test result taken from the place of origin within 120 hours (5 days) from specimen collection and S-pass permit.

Please be guided accordingly.

15/01/2022

In view of the nationwide surge in COVID-19 cases driven by the Omicron variant, the Local IATF will impose the negative RT-PCR or Rapid Antigen requirement for all inbound travelers, regardless of vaccination status and the alert level of areas where they come from, effective January 16, 2022.

This, as the NIATF has placed Zamboanga City under Alert Level 3 status effective January 16 to 31, 2022.

The renewed implementation of the RT-PCR requirement will include all children, 0 to 17 years old.

RTPCR tests should be within 120 hours from the day of collection of specimen while the Rapid Antigen Test should be within 24 hours and taken from a DOH-accredited facility.

In addition, travelers will also be subjected to the free random Rapid Antigen Test conducted by the City Health Office at the cityโ€™s entry points โ€“ airport, seaport, Limpapa and Licomo borders.

The World Health Organization considers Omicron as more infectious variant of the coronavirus that has triggered unprecedented surge in cases around the world.

Zamboanga City has recorded a steady increase in cases since the start of the month of January. As of Jan. 13, the cityโ€™s active cases climbed to 394 with 82 new cases, 5 new recoveries and 2 new deaths recorded.

Public support and cooperation is a MUST as reversion to stricter protocols is for the BEST INTEREST OF Zamboanga City and entire Zamboanga Peninsula.

Travel Advisory No. 160
March 22, 2021

PAL TO CARRY ONLY 'ESSENTIAL' TRAVELERS BETWEEN MANILA and DOMESTIC STATIONS

In line with the latest resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) allowing only essential travelers in and out of the National Capital Region from March 22 to April 4, Philippine Airlines will only carry passengers traveling for non-leisure purposes between Manila and domestic stations within the said period.

Domestic leisure travelers affected by these restrictions may avail of any of the following options:
1. Convert your ticket to a Travel Voucher (request until June 30, 2021)
2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge.
3. Refund your ticket without penalties.

You may request any of the options via the myPAL Request Hub at https://mypal.vip/url/RequestHub.

If you are a leisure traveler already in a domestic destination and wish to return home, PAL will endeavor to operate flights to Manila to accommodate returning leisure travelers.

If you are a Returning Overseas Filipino (ROF), Locally Stranded Individual (LSI) or Authorized Person Outside of Residence (APOR), PAL will continue to accept you on flights, provided that you secure all requirements by your Local Government Unit (LGU).

Essential travelers must present valid identification showing proof of residence, on top of other requirements of their respective LGUs. For a guide on these travel rules and requirements, visit https://bit.ly/PALTravelsWithinPH.

This is an evolving situation. Should there be new guidelines from the government on domestic air travel restrictions in and out of Manila, we will keep everyone posted through our PAL page and website www.philippineairlines.com.

Mayor Beng Climaco this afternoon issued Executive Order BC 626-2021 providing guidelines for interzonal and intrazonal movement of persons.

Pursuant to the updated IATF-EID guidelines, medical certificate, travel authority and coordination pass are no longer part of travel requirements to Zamboanga City under the new EO.

However, a negative RT-PCR test result remains a requirement for travelers given the unabated threat on COVID-19.

EO 626 reiterates provisions of EO 625-2021 "insofar as they are applicable to the foregoing sections."

DOT welcomes the approval of IATF uniform travel protocols

The Department of Tourism (DOT) is for the safe reopening of tourist destinations as this allows us to restart our economy and help our tourism workers regain their jobs. The Department therefore welcomes the approval of uniform travel protocols for all local government units (LGUs) by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) to facilitate travel movement and promote local tourism.

The DOT deems the simplification of requirements as vital in encouraging domestic travel and helping in the speedy recovery of Philippine tourism.

The DOT also defers to the decision of LGUs to require tests before travel. For those requiring RT-PCR tests, the subsidized program in partnership with the University of the Philippines-Philippine General Hospital (UP-PGH) and the Philippine Childrenโ€™s Medical Center (PCMC) will help reduce costs and encourage travel.

Meanwhile, the DOT reminds tourists and stakeholders of the need to still strictly ensure minimum health and safety protocols such as wearing of a mask and face shield, physical distancing, hand sanitizing, and booking or operating in DOT-accredited establishments, among others to protect both the tourists, tourism workers and the residents of host communities.

Relatedly, the DOT will continue to develop minimum health and safety guidelines for the tourism sub-sectors to prepare LGUs in the safe reopening of their destinations.

DOT SUPPORTS THE SAFE REOPENING OF NEGROS ORIENTAL

DUMAGUETE CITY -- The Department of Tourism (DOT) commits to assist yet another provincial destination as the local executives of Negros Oriental heralds reopening its sites to more domestic tourists.

Tourism Secretary Bernadette Romulo-Puyat expressed her support at the press conference together with Negros Oriental 2nd District Representative Manuel โ€œChiquitingโ€ Sagarbarria, Dumaguete Mayor Felipe Antonio Remollo, Dauin Mayor Galicano Truita, and other provincial leaders on Thursday, 25 February.

โ€œEveryone is aware that the countryโ€™s tourism industry suffered a major setback last year, which prompted many of our destinations, including Negros Oriental, to put up travel restrictions. I am happy to say, however, that there has been significant progress in our efforts to rebuild tourism here in Negros Oriental,โ€ she said.

Among the commitments of the department include promotional branding campaigns, assistance on the establishment of a hyperbaric chamber, and the provision of the digital platform called Visitor Information and Travel Assistance (VIS.I.T.A.) through its attached agency Tourism Promotions Board (TPB) for an efficient visitor management system.

Puyat, who chairs the Philippine Commission on Sports Scuba Diving (PCSSD), also lauded the reopening of dive tourism in the Municipality of Dauin to domestic tourists on 19 February, adding that more PCSSD workforce will be deployed in the region to strengthen the building capacity and accreditation of dive establishments.

โ€œThis would allow the more efficient processing of the requirements to reopen dive establishments in Negros Oriental. The DOT Region 7 office has also set up several diving activities for the year, including support for a marketing event previously discussed with the Negros Oriental Dive Association,โ€ the tourism chief said.

The DOT also continues to support the provincial government by ensuring the health and safety protocols are implemented in the tourism value chain. As of 15 February, the DOT Region 7 has accredited 962 (AEs) in Central Visayas, 77 of which are in Negros Oriental.

The tourism chief added that the DOT tops up its regional assistance through the Bayanihan 2 cash assistance program for displaced tourism workers together with the Department of Labor and Employment (DOLE). As of 19 February 2021, the DOT Region 7 has endorsed a total of 696 tourism enterprises, tour guide associations/ individuals and community based-tourism associations with 24,588 beneficiaries. 53 of those tourism enterprises, community based-tourism and associations/ individuals are from Negros Oriental with a total of 1,892 beneficiaries amounting to Php 9,460,000.

For its part, the DOLE Region 7 has approved and remitted a total of 877 tourism enterprises, tour guide associations and community based-tourism associations with 12,481 beneficiaries amounting to Php 62,405,000. A total of 886 individuals were approved and remitted amounting to Php 4,430,000. Out of the 1,763 remitted to tourism enterprises, community based-tourism and associations/individuals, 178 are from Negros Oriental.

โ€œMuch can still be done in order to ensure that our displaced tourism workers will be given the proper assistance. This is a platform that is being made available until June 30, 2021, so I encourage everyone now from the tourism industry in Negros Oriental to take hold of this opportunity and apply with the DOLE,โ€ Puyat enthused.

Meanwhile, Puyat graced the launch of the โ€œDumagueteโ€ signage in Rizal Boulevard together with city Mayor Remollo. The DOT Secretary also recommended experiencing budbud or sticky rice wrapped in banana leaves and sikwate or hot tablea drink in the local market for an authentic Dumaguete gustatory experience.

Negros Oriental is the largest province in Central Visayas, logging 283,404 same-day visitor arrivals and 180,857 overnight visitor arrivals in 2020. Among its six cities are Dumaguete, Bais, Tanjay, Guihulngan, Canlaon, and Bayawan.
