Beware as the sky’s open for travel .
If you travel by air a lot, beware of over friendly chatty seat neighbours.
The older lady comes and sits next to me inside the plane. She asked me to help her put her bag in the overhead luggage compartment. But a gentleman sitting across quickly came through. (I am not very tall and the overhead luggage compartment is something I try to avoid at all costs.
Immediately she sits down she strikes up a conversation. She was very pleasant and well spoken. So we chatted all through the flight to Dubai.
Suddenly, when the pilot announced that we were now proceeding to begin our descent into DXB, my good friend 'developed' stomach pains. Me with my good heart, I pressed the stewards button, and the stewardess came to find out what the problem was. I told her my seat mate was not feeling well.
And this lady, she suddenly began to address me as 'my daughter'. The stewardess told me that there was nothing they could do except give her some painkillers and wait until we landed. The pilot announced that we had a medical emergency on board and advised us all to stay calm. My new friend was crying and sweating like crazy. And she refused to let go of my hand... everyone assumed we knew each other.
So we landed at DXB and the same gentleman who helped put up her luggage in the overhead compartment removed her luggage. But as he removed the luggage, he advised me to distance myself from this lady and make it clear to the cabin crew that we were NOT travelling together. He was a godsend!
So indeed, the cabin crew came and asked me if we were related, I categorically told them we had met on the plane. I didn't know her at all. So we began to deplane and as I said goodbye she kept begging me to carry her handbag. I was so torn... but the gentleman looked me in the eye and emphatically shook his head. He passed me a note telling me to let the cabin crew handle her.
So I exit the aircraft and leave my 'new friend' to wait for the wheelchair and be handled by the cabin crew feeling very guilty.
As we waited for our luggage to come through, I hear this commotion. My 'new friend' was running, trying to escape the cabin crew, having gotten out of the wheelchair! She left the stewardess with her handbag and just ran towards the exit with the rest of her hand luggage! Luckily the airport police were faster than her. They got hold of her and brought her back in handcuffs.
This lady starts calling out to me.. my daughter... my daughter!.. how could you do this to me..... that's when I caught on. She was carrying drugs and she was trying to implicate me!
Luckily for me, the gentleman who had helped her with her luggage came forward and told the airport police that me and her had just met on the plane. The police took my passport and asked her to reveal my full names if it was true we were travelling together. By God's grace, I had not even told her my first name! I was still asked to follow the police to a little room where I was questioned extensively. Where did I meet her?... where did I board... where did she board. Etc... And my luggage was extensively searched and dusted for fingerprints.
They dusted all her luggage and my fingerprints were not found anywhere on her luggage or on her handbag!
I was let go with advice never ever to touch anyone's luggage either in flight or at the airport. So from that day, I don't care how much luggage you have, you will deal with it yourself. I will not even offer you a trolley to put your luggage on! Your luggage... your problem.... is my policy. And if you can't reach the overhead compartment, and I am the nearest person, please call the cabin crew because all I will do is give you a blank stare and then look away!
A lesson to glean therein for intending air travelers.

NON-FILIPINOS MAY NOW TRAVEL TO THE PHILIPPINES (UNDER CERTAIN GOVERNMENT CONDITIONS)

The Philippine government is now allowing the entry of certain foreign nationals into the Philippines under certain conditions set by previous resolutions of the Government's Inter-Agency Task Force on COVID-19 (IATF).

Effective May 1, foreign nationals may now be carried on PAL flights to the Philippines, provided they:

- Must have a valid and existing visa at the time of entry, unless they qualify for visa-free travel under the Balikbayan Program set by Republic Act No. 6768;

- Must have a pre-booked accommodation for at least seven (7) nights in an accredited quarantine hotel or facility, and they must subject to COVID-19 testing at the quarantine hotel / facility on the sixth (6th) day from the date of arrival;

However, each Philippine airport continues to impose a daily maximum number of allowed international arriving passengers, in line with governmental restrictions.

Also allowed to travel to the Philippines are:

- returning or repatriated OFWs and other Returning Overseas Filipinos (ROFs) returning to their places of residence
- members of the diplomatic community
- duly-authorized humanitarian assistance actors
- persons traveling for medical/humanitarian reasons

If you were unable to take your flight due to travel restrictions or limitations, you may:

1. Convert your ticket to a Travel Voucher (request until June 30, 2021);

2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge;

3. Refund your ticket without penalties.

UPDATE ON PH GOVERNMENT RESTRICTIONS – ALL FILIPINOS ALLOWED TO ENTER PHILIPPINES

The Philippine government is now allowing ALL FILIPINOS to enter the Philippines, but is suspending the entry of most Foreign Nationals effective 12:01 AM of March 22 to 11:59 PM of April 21 (please see specific conditions and exemptions below). This supersedes previous announcements on entry restrictions.

However, the maximum number of passenger arrivals from international flights will continue to be limited to 1,500 a day for all airlines combined into Manila for the period beginning 8:00 AM of March 18 up to 8:00 AM of April 19.

The restrictions are part of a series of pandemic control measures announced by the authorities.

RESTRICTIONS ON ENTRY OF FOREIGN NATIONALS:

Effective 12:01 March 22 to 11:59PM April 21, the entry of Foreign Nationals into the Philippines shall be temporarily suspended, EXCEPT for the following:

6.Emergency, humanitarian and other cases approved by the National Task Force on Covid-19 provided foreign nationals have valid visas at the time of entry.

OPTIONS FOR AFFECTED PASSENGERS:

If you are covered by these flight cancellations and/or travel restrictions within this period, you have the following options:

1. Convert your ticket to a travel voucher with 10% bonus and valid for up to 2 years, which must be requested on or before June 30, 2021.

2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge.

3. Refund your ticket without penalties.

NEW PROTOCOLS ON TESTING AND QUARANTINE FOR ARRIVING PASSENGERS (eff. FEB1)

In line with the latest resolution of the Inter-Agency Task Force for Emerging and Infectious Diseases (IATF-EID), passengers arriving in the Philippines starting Feb.1, 2021 shall undergo RT-PCR testing on Day 6 of quarantine at a facility/hotel accredited by tourism and health agencies of the government.

Allowed for travel to the Philippines, subject to the presentation of required travel documents are:
- Filipino citizens
- Eligible foreign nationals*
- Diplomats and dignitaries
- Persons with medical emergency cases, including medical escorts

Philippine Airlines is reminding arriving passengers to observe the following revised arrival and quarantine protocols:

1. BEFORE YOU FLY
- Register on the Electronic Case Investigation Form (e-CIF) as early as 3 days before your flight to Manila.

e-CIF for land-based OFWs: https://bit.ly/MNLRedCrossPHeCIF

e-CIF for sea-based OFWs: https://ecif.firstaide.ph

e-CIF for all non-OFW passengers (including Returning Overseas Filipinos, authorized foreign nationals, etc.) arriving in Manila: https://bit.ly/MNLPALeCIF

- For non-OFWs: Pre-book a hotel accredited by Tourism and Health Agencies for a 7-night accommodation.

2. DURING CHECK-IN FOR YOUR FLIGHT TO MANILA
- Present your QR code, Affidavit of Undertaking and the Traze App;

- Sign the declaration and waiver form indicating that you are healthy and fit to travel.

3. WHEN YOU ARRIVE
- Accomplish the Health Declaration Form, Arrival Card and Bureau of Customs Form;

- Listen to the briefing of the Philippine Coast Guard and Philippine Airlines;

- Upon deplaning, submit the Health Declaration Form;

- For non-OFWs:
Hotel verifiers will confirm your quarantine hotel booking;

Proceed to the validation and verification desk where Detoxicare staff will confirm your e-CIF data and pre-pay the RT-PCR test (PHP 4,000). Payments can be made via cash, card, AliPay, WeChat Pay, PayPal and Gcash;

(Note: For passengers with no pre-booked hotel, they must choose from the list of accredited hotels suitable for mandatory or stringent quarantine. Cost to be shouldered by the passenger.)

- For OFWs:
Proceed to the OWWA or MARINA Desk for quarantine hotel assignments.

For sea-based OFWs: Proceed to the validation and verification desk where personnel shall confirm your registration;

- Before exiting the terminal, submit the Affidavit of Undertaking to the Philippine Coast Guard and the Bureau of Customs (BOC) form to the BOC Officer;

All arriving passengers must then proceed to their respective transport vehicles for transfer to their quarantine facilities/hotels.

4. AT THE QUARANTINE FACILITY/HOTEL
- Check in for your quarantine stay;

- On Day 3, non-OFWs shall receive an e-mail requesting them to fill up a health check questionnaire;

- Day 6: RT-PCR Testing will be administered;
Non-OFWs shall present their QR code, passport, and payment receipt and shall undergo RT-PCR testing to be given by Detoxicare Medical and Diagnostics Laboratory;

OFWs shall undergo RT-PCR testng to be administered by the Philippine Coast Guard/Philippine Red Cross.

At any point from day of arrival to Day 5, passengers showing symptoms shall inform their hotel of their condition. The hotel shall inform the DOH and BOQ for assessment, medical management and testing.

5. TEST RESULTS

- If a passenger tests positive, an assessment will be made by the health/quarantine officer to determine the approriate next steps.

- A passenger who tests negative may obtain the Bureau of Quarantine (BOQ) medical certificate via quarantinecertificate.com and by emailing the BOQ at [email protected];

- Present your test result and BOQ medical certificate for clearance.

6. CHECKING OUT / GOING HOME

- Once cleared, you may call up your relatives or Local Government Unit to pick you up or you may arrange for your own transportation. OFWs may contact OWWA or their Local Manning Agencies

Please complete your 14-day quarantine/ self-isolation under the monitoring of your Local Government Unit (LGU) or Barangay Health Emergency Response Team.

For international passengers arriving in the Philippines:
Passengers arriving at Manila airport are required to register at least three (3) days prior to their date of departure to arrange for the mandated COVID-19 swab test (RT-PCR) to be administered upon arrival.

Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
The online portal is open for registration for flights starting November 12, 2020.
Exempted from accomplishing the online PPHD form are travelers bound for the United States, Canada and Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for Singapore are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING CENTER
For passengers departing on PAL international and domestic flights from Manila:

Starting November 11, you may undergo RT-PCR testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila.

Our Department of Health-accredited laboratory partner Detoxicare Molecular Diagnostics provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP4,500. Results are released within 24 hours.

Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay.

Upon entering the PAL Learning Center for your RT-PCR testing, please present your ID, plane ticket and QR code indicating that you have successfully registered the passenger profile and health declaration online.

GUIDELINES FOR AFFECTED PASSENGERS:

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center (see above information on "NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING CENTER").

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.

Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.
