As of January 08, 2024, the PH Bureau of Customs' Baggage Declaration Form and the Currency Declaration Form are now integrated into the E-Travel System, along with the Bureau of Quarantine's Health Declaration Form and the Bureau of Immigration's Departure and Arrival Cards. This development aligns with the Philippine government's aim to digitize all CIQ (Customs, Immigration, and Quarantine) paper forms into one electronic platform.

eARRIVAL CARD to replace One Health Pass in PH

Attention: Passengers traveling to the Philippines

A new electronic ARRIVAL CARD (“eARRIVAL CARD”) has officially replaced the One Health Pass (OHP) as the mandatory entry requirement for arrival in the Philippines.

This new eARRIVAL CARD is easier to fill out and requires less information, in line with a decision by Philippine health authorities to simplify the arrival process.

To avoid long lines at the airport, we highly encourage you to fill out the eARRIVAL CARD within 72 hours prior to departure from your country of origin.

If you are unable to do so before departure, personnel from the Philippine Bureau of Quarantine (BOQ) and airport staff will assist you in completing and uploading the eARRIVAL CARD upon your arrival in the Philippines. Please note that the eARRIVAL CARD is a mandatory condition for entry into the Philippines, as declared by the Bureau of Quarantine.

Other arrival protocols remain the same and follow Resolution 168 of the Philippine Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

CONSULAR UPDATE: The U.S. Department of State has temporarily extended the expiration period requirement for interview waiver from within 12 months to 24 months. This policy is in effect until December 31, 2020 and applicable for applicants renewing their nonimmigrant visas in the same classification.

From now through December 31, 2020, the U.S. Embassy in the Philippines may waive the visa interview requirement for a nonimmigrant visa applicant applying to renew her/his visa who has previously been issued a nonimmigrant visa in the same classification within 24 months of that visa’s expiration.

CEB Advisory on Resumption of Domestic Passenger Flights to/from Manila

Cebu Pacific and Cebgo will resume a number of domestic flights to and from Manila on August 19, 2020, following the announcement of General Community Quarantine over NCR: bit.ly/CEBFlightsAug19-31

CEB will continue to operate flights from Cebu to Clark and to Davao.

We also intend to operate limited international routes, namely: Manila-Dubai-Manila, Manila-Seoul (Incheon), Tokyo (Narita)-Manila, Manila-Singapore-Manila, and Manila-Taipei-Manila.

LOOK: List of airports with LGU clearance to resume commercial flights as of 3 August 2020

As of today, 3 August, there are 32 airports in the country whose Local Government Units (LGUs) have issued orders categorically supporting the resumption* of commercial airport operations in their areas of jurisdiction.

Meanwhile, domestic flights will not be allowed at the Ninoy Aquino International Airport (NAIA) due to the modified enhanced community quarantine (MECQ). International flights will still be allowed subject to restrictions.

*Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.

Flight Schedule Advisory: CEB to operate 5 more international routes, as part of its gradual restart, with Tokyo-Manila flights starting on August 1. This is on top of existing 1x weekly Dubai flights.

Important Advisory for Passengers Bound for South Korea

Effective July 20, 2020, all South Korea-bound passengers (except South Korea passport holders) departing from Manila, either arriving or transiting at the Incheon International Airport, must present a valid COVID-19 PCR negative test certificate (issued within 48-hours prior to departure) from an accredited hospital designated by the South Korean embassy in the Philippines. Passengers without the certificate will not be allowed to check-in for the flight.

ORIENTAL MINDORO
- All passengers, including LSIs, are required to get a swab test

BATANGAS
- There is NO advisory yet as to when provincial buses will start to operate

ILOILO
- Starting today, July 16, LSIs are no longer accepted due to full hospital capacity of COVID cases
- Iloilo bound passengers are not allowed to pass through Caticlan Port

CAPIZ, AKLAN & ANTIQUE
- LSIs bound for Capiz, Aklan and Antique are now allowed to travel via Batangas to Caticlan as long as complete documents are presented (i.e. Travel Authority, Medical Certificate and Letter of Acceptance)

ILOILO & BACOLOD
- Only APOR are authorized to travel

Cebu Pacific said Thursday it would lay off more than 800 employees by August as the COVID-19 pandemic continues to "negatively impact" the airline industry.

The worsening impact of COVID-19 prompted Cebu Pacific to reprioritize operating and capital expenses while employees were given the option for voluntary separation, one of the country's leading carriers said in a statement.

"As the impact of COVID-19 worsened, CEB took immediate steps to manage financial resources...Because of this, CEB is constrained to retrench more than 800 employees by August 2020," Cebu Pacific said.

"This is a difficult but necessary decision for CEB in order to fulfill its long-term commitment to provide affordable and accessible air transport services to the public," it added.

Retrenchment package for affected employees include tax free one-month basic salary for every year of service, gratuity pay equivalent to one-month salary, health coverage for the rest of the year, pro-rated 13 month pay, conversion of unused leaves and 2 round trip tickets to any destination, it said.

Pay cuts on the management to augment salaries of other employees were implemented while select non-essential projects were also deferred, the carrier said. New hires, promotions and salary adjustments were also suspended, it added.

Cebu Pacific restarted its commercial operations on June 2, after Metro Manila and other areas transitioned to general community quarantine after following an 11-week lockdown.

The current number of flights accounts for less than 10 percent of the pre-quarantine levels, it said.

AirAsia Philippines earlier announced it would lay off 12 percent of its work force or some 264 workers as it grapples with the impact of the COVID-19 pandemic and resulting lockdowns.

Labor Secretary Silvestre Bello III earlier said some 5 million Filipinos could lose their jobs due to the pandemic. Up to 10 million jobless workers is also a "possibility," he said.

LOOK: CAAP Operations Status Report 88 on Philippine Air Traffic Activity under the COVID-19 Code Red Sublevel 2

On June 17, 132 commercial flights were recorded by CAAP as it maintains operability under the provisions of the Modified Enhanced Community Quarantine and General Community Quarantine.

42 sweeper flights or special flights, which catered to a total of 1,751 passengers, were mounted to transport stranded passengers.

Meanwhile, continued service for cargo flights have been carried out, with 159 cargo flights being completed, in order to ensure that transport of goods is sustained.
