FOR PASSENGERS DEPARTING FROM THE PHILIPPINES:

If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.

Exempted from accomplishing the online PPHD form are travelers bound for the United States, Canada and Australia, all of whom must accomplish the paper

form upon check in at the airport. (Passengers bound for Singapore are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila.

The PAL center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP4,000. Results are released within 24 hours.

Upon entering the PAL Learning Center for your RT-PCR testing, please present your ID, plane ticket and QR code indicating that you have successfully registered the passenger profile and health declaration online.

FOR PASSENGERS ARRIVING IN THE PHILIPPINES:

Passengers arriving at Manila airport are required to register at least three (3) days prior to their flight departure for the mandated COVID-19 swab test (RT-PCR) to be administered upon arrival.

Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

FLYING SAFELY IN THE NEW NORMAL

PAL is strictly implementing Fly Safe “new normal” practices in compliance with international health and safety protocols.

- Bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight

- Check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hrs. prior to domestic flight departure and 4 hrs. prior to international flight departure

- Cabin crew will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight.

TEMPORARY RESTRICTIONS FOR PH-BOUND TRAVEL FROM 20 COUNTRIES

To comply with new Philippine government travel restrictions, we will only accept Filipino citizens, their spouses and their families on board our flights from Hong Kong, Japan, Singapore, Canada, South Korea and Australia for the period from December 30, 2020 to January 15, 2021.

We will not be allowed to accept foreign nationals who originated from, or were in transit via, or had visited the following countries within 14 days prior to arrival in the Philippines.

2. Ireland
3. Japan
4. Australia
5. Israel
6. The Netherlands
7. Hong Kong, SAR
8. Switzerland
9. France
10. Germany
11. Iceland
12. Italy
13. Lebanon
14. Singapore
15. Sweden
16. South Korea
17. South Africa
18. Canada
19. Spain
20. United Kingdom

Filipino citizens, along with their spouses and children, who had visited any of the above countries are allowed to enter the Philippines but will be required to undergo a strict 14-day quarantine period at a designated quarantine facility.

However, passengers who are already in transit and arrive before December 30, 2020, 12:01AM, from the 20 countries / areas listed above, and/or who have been in these areas within 14 days prior to arrival, will be allowed entry but will be required to undergo an absolute facility-based 14-day quarantine period, even if their mandatory RT-PCR test results are negative.

The above restrictions are mandated by the presidential approval of the latest Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.

We had earlier announced the cancellation of flights to/ from London until end-February 2021 in view of the tier4 lockdown of the UK government.

Affected passengers may rebook on the next available flights after the restriction period, with rebooking service fees waived. They may also refund the cost of their ticket with refunding service fees waived. A third available option is the conversion of the PAL ticket into a travel voucher for future use.

This is an evolving situation and PAL will cooperate closely with government authorities in support of all measures that seek to curb any potential increase in COVID-19 cases.

DOT allows operation of 7,200 Hotels, Resorts.

More than 7,200 hotels, resorts and other accommodation establishments (AEs) have been authorized by the Department of Tourism (DOT) to operate under different quarantine classifications and cater to different types of travelers, depending on their location and purpose.

“Not only will a Certificate of Authority to Operate (CAO) or a provisional CAO from DOT indicate the allowable operation of accommodation establishments, it likewise adds to guests’ confidence, knowing that these establishments have been inspected and are compliant with our protocols that follow globally-recognized health and safety standards. We are happy to see the numbers go up as more tourism destinations reopen for domestic travelers,” Tourism Secretary Bernadette Romulo-Puyat said.

The tourism chief announced that the regions with the highest number of hotels and resorts issued with CAOs and PCAOs by the DOT are Region 4-A with 1,303, Region 3 with 830, and Region 1 with 806.

Since the onset of quarantine restrictions in March, the DOT has been issuing CAOS and PCAOs to establishments to accommodate repatriated overseas Filipino workers (OFWs), essential workers and foreign and domestic tourists stranded due to travel restrictions.

Meanwhile, inbound travel to the Philippines for tourism remains restricted. Puyat said the DOT shall continue its coordination with national government agencies under the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-EID), local government units (LGUs), and stakeholders to safely reopen more destinations for domestic tourism, and steer the industry to recovery.

“The DOT’s focus is to jumpstart domestic tourism first. We will continue our thorough inspection of the health and safety protocols in tourism establishments, so when non-essential travel among Filipinos and even inbound travel for leisure among foreign visitors are allowed, these will be ready,” assured Puyat.

The Secretary likewise encourages accommodation and other tourism-related establishments to apply for DOT accreditation which remains free-of-charge and can now be done online through an Online Accreditation System that the agency launched in September.

Before your flight, reserve a room at a hotel accredited by the Department of Health (DOH) for your quarantine stay.

You need to make and present a confirmed booking.

That’s 3 to 5 days for Manila

or 1 to 2 days for Cebu.

Hotel stay and other expenses must be shouldered by the passenger.

Take the mandatory COVID-19 test upon arrival in the Philippines.

Test fees must be shouldered by the traveler, unless the passenger is an OFW (Overseas Filipino Worker).

After the test, proceed to the hotel that you reserved.

You should stay in the room you booked until the result of your COVID-19 test is released.

6. Undergo a temperature check upon deplaning and proceed to the designated waiting area. Fill out the Affidavit of Undertaking.

7. Proceed to the verification and barcoding booth. Present your passport and the QR code sent to you after accomplishing the e-CIF.

8. Pay for your RT-PCR Test. The test costs Php 4,500 and you may pay in cash (PHP or USD), card, GCash, PayPal™, WeChat Pay, or Alipay. ATMs are available inside the terminal. You will be given three (3) barcode stickers.

9. Proceed to the Swab Test booth and hand out the three barcode stickers.

10. Undergo the COVID-19 RT-PCR Test and receive a sticker indicating that you have completed the test. Place the sticker on the back of your passport.

11. Help Desks are available at the waiting area for passengers who do not have smart devices/phones. Charging stations are also available.

12. Clear with immigration. Present the QR code sent to your e-mail after accomplishing the Electronic Health Locator Form and Arrival Card.

13. Proceed to the hotel verification desk. Please refer to the hotel code indicated in the e-mail that was sent to you after registration to the PAL e-CIF. If your hotel code starts with H-001 and up, please proceed to the desk near carousel number seven (7). If your hotel code starts with D-001 and up or B-001 and up, please proceed to the desk near carousel number six (6).

• For pre-arranged hotel transfers, a red sticker will be provided
• For Shuttles/Vans, a blue sticker will be provided
• For Metered Taxis, a yellow sticker will be provided
• For Coupon Taxis, a green sticker will be provided

14. Claim your baggage at the designated carousel and clear with Customs Check.

15. Submit the Affidavit of Undertaking before exiting the terminal. Proceed to your booked hotel through your preferred mode of transportation.

AT THE QUARANTINE HOTEL

16. Check in at your hotel and wait for the release of your test results, which are released in 24-48 hours. For those who tested negative, it will be sent to the e-mail address you have provided when you registered. If you filled out a Philippine mobile number during registration, you will also receive a text message (SMS) indicating that your test result is ready and has been sent to the e-mail address you have provided when you registered. The timings on release of test results are not definite and may be shortened or extended.

In case you have onward connecting flights and are required to extend your stay, please call +632 8855-8888 as soon as possible for the rebooking of your connecting flights (subject to terms and conditions).

17. Your accommodation and food during your stay including fees due to required extensions will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

GOING HOME

18. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.

If you test negative, you may obtain your BOQ medical certificate via the DOH-BOQ certificate page for clearance at your quarantine hotel. For a hard copy of your certificate, printing services will be available at your hotel.

19. Once you are cleared, you may contact your relatives to pick you up and bring you home. Further transportation shall be at your own expense. If you have an onward PAL flight, please ensure to pre-register and secure all travel and health documents required by your destination’s Local Government Unit (LGU). 20. Once at home, please complete your 14-day quarantine/self-isolation.

3. No people are allowed to go outside.

FYI PASSENGERS : The Ninoy Aquino International Airport will be suspending its domestic flights from March 15 to April 14 following the “community quarantine“ in Metro Manila.

The airport will remain open to incoming and outgoing international flights but passengers cannot take domestic flights once in Metro Manila. Those who need to go to the provinces must fly via Clark International Airport and other airports outside the metro.
