The Cuban Immigration is no longer accepting the manual tourist card. The e-visa is now in place.
If you are going to Cuba, then the below will help.
Also remember if you go to Cuba, you are no longer eligible for a USA ESTA.
CUBAN ELECTRONIC TOURIST CARD (E-Visa) ACQUISITION
Overseas applicants may apply for their Cuban Electronic Tourist card, (E-visa), by using the services of Caribbean and Latin Travel, located in Kingston, Jamaica, by doing the following:
1. Send an email to any of the following email addresses:

to inform the desire to purchase an E-visa. A telephone call can also be made to any of
the following numbers, (including whatsapp) to:

2. After contact is made, Caribbean and Latin Travel (CLT), will send a quotation of the cost, (currently USD47.25, including the bank transfer fee – for overseas applicants), as well as the payment link that the passenger will use, in order to make the payment via credit card.
3. Once the payment information is received, CLT, in return, will send the E-Visa link to the passenger/applicant, as well as an E-visa confirmation number.
4. The passenger will then complete the E-visa form, by putting the relevant details, such as: Name, passport information, where they will stay in Cuba, countries visited in the last 6 months, purpose of travel – which should specifically state; TOURISM. At this point, it will ask for the E-visa confirmation number to be inserted. Upon the passenger’s completion of the form, the E-visa would then have been issued.
It is important to note, however, that this E-visa process should be done, prior to the completion of the D’Viajeros application, (for entry to Cuba), which calls for the E-visa confirmation number to be inserted at the bottom right hand corner, just below the QR code.
The entire E-visa application process should take 15 minutes, or less.
