11 killed, 25 injured in Zanskar road accident.
Srinagar: At least 11 people were killed and 25 wounded in a road accident in Kargil district of cold desert Ladakh region of Jammu and Kashmir late Friday evening, police said.
"Eleven passengers were killed and 25 others wounded, four of them critically when a bus coming to Kargil town from Zanskar went out of the driver's control and rolled down a deep gorge at Panzilla pass yesterday night," a senior police officer said here on Saturday.
The officer said relief and rescue operations were immediately started and the injured were shifted to district hospital in Kargil town.
"The four critically injured passengers are being shifted to summer capital Srinagar in a helicopter for specialised treatment," he added.
Meanwhile, heavy snowfall during the night has blocked the Srinagar-Leh highway which connects Ladkah region of the state with rest of the country.

Army chief visits Ladakh
New Delhi, November 4 : Army chief General V K Singh is on a three-day visit to take stock of the security situation in the Ladakh region, which shares boundary with both Pakistan and China. During the visit, the army chief will be briefed about the security situation and preparedness of the troops and the security management with regard to the Line of Control with Pakistan and Line of Actual Control with China, army officials said here. In the recent past, the region has been witness to several transgressions by Chinese troops in the eastern part.

Leh: 2nd November, 2011 - Today, District Social Welfare Officer, LAHDC, Leh disbursed the Post Metric Scholarship of ST students for the year 2010-11 sanctioned by the Directorate Tribal Affairs Jammu & Kashmir in favour of students of Govt. Degree College Leh (Elizer Joldan Leh).
Shri. Ghulam Abbas Abidi, EC CAPD and Higher Education was present to personally handover the cheques to the students at Degree College, Leh. In total 216 no. of cheques amounting a gross total of approximately Rs. 8.64 lac was disbursed among the 2nd and 3rd year students for the year 2010-2011.

Ladakh: India, China border dispute continues
Pangong Tso/Chushul: Ladakh's emerald green Pangong Tso Lake has an ugly side to it - the dispute between India and China over parts of the lake. But when boat patrols of the two sides meet, no shots are fired, instead a banner drill is carried out.
Indian Army patrol boats armed with machine guns and crewed by commandos sometimes enter the Chinese claim area of the lake, which India disputes.
The disputed areas are on the north bank of the lake and a bit of the south bank.
When Indian and Chinese patrols do come face to face, a special drill is followed to ensure no shot is fired. Each side unfurls a banner in English and Mandarin professing friendship and asks the other side to withdraw.
Such drills help at a time of growing uncertainty in the India-China relationship. At Dumchelle, south of Pangong Lake, evidence of new Chinese military construction and build up can be seen.
Apart from the lake, the vast desert-like area near the border, which smugglers use to carry out their activities, also poses security threat to both the countries.
"It can have security implications like spies can come across in the grab of smugglers," said Lt Gen Ravi Dastane.
These issues are raised at border meetings with the Chinese at Chushul and elsewhere on LOC, but senior officers privately admit that Chinese assurances have to be taken with suspicion, which means that at all times guns are primed and ready.

Is Chinese activity on the Ladakh border a cause for concern?
Demchok, Leh: To the outsider, Demchok in Leh is a small nondescript village. But this village along which runs the Line of Actual Control (LAC) is an area where Indian and Chinese troops claim stretches as their own.
Both countries assert their ownership by sending out frequent patrols, and whenever Indian and Chinese troops come face to face, they show banners and lay claim shots on the territory, which asks the other to retreat. The last such incident in this sector took place on August 28.
In the last one year, over a dozen transgressions have been reported by either side, and yet, as military officials are quick to stress, the borders remain calm. Brigadier Anil Choudhury, Commander Kiari Brigade says: ''There have been no intrusions ... and as far as transgressions are concerned they are far and few. The existing mechanisms of border personnel meetings and banner drills are good enough to take care of these and these meetings happen in a cordial atmosphere.
''However, Chinese activity on their side of the LAC is a source of some concern for India. Indian surveillance reveals a People's Liberation Army (PLA) truck showing the Chinese flag driving on a hard, metalled road shots of their observation post. That's not all. There is enough evidence that more and more infrastructure is coming up on the Chinese side: new huts for the nomads of the region a community centre, and barracks, all of which could have dual purpose - civil and military. The Indian Army suspects these are supply dumps that also act as PLA shelters - a new three-storied observation tower of the Chinese army is also coming up - construction for which started in August.
Till 2006 none of this existed. The spurt in infrastructure build-up started before 2008 Beijing Olympics when China expected trouble in Tibet a few km away from Demchok. At Dumchelle, a few kilometres away there are more signs of Chinese vigil - a newly-constructed observation post The world's largest undemarcated border between two rising nations is a cause for tension, but so far both sides have taken enough measures in these inhospitable areas to prevent any serious flare up in the past decade. Experts say the Chinese activity calls for constant vigil but not undue panic.
