"My Home II" Housing Program - Terms of Participation

Addressed specifically to: Natural persons who, on December 31 of the year of submission of the application, are at least 25 years old and at most 50 years old, or spouses or persons connected by a civil partnership, provided that one (1) of the two (2) persons is at least 25 years old and at most 50 years old, on December 31 of the year of submission of the application, provided that they do not have another property suitable for residence and meet the income criteria of the program.
Purpose of the Program: The “My Home II” program aims to support the purchase of a first home through subsidized housing loans, offering financing up to 90% of the value of the property. At the same time, special emphasis is placed on supporting three-child and large families, as well as families with two children who will acquire a first home in specific municipalities of Evros Prefecture.
The total budget of the program amounts to 2 billion euros, of which 1 billion are loan resources from the Recovery Fund and 1 billion relate to bank capital.
The loans are interest-free for 50% of the amount related to the loan resources of the Recovery Fund, while the remaining 50% related to bank funds is available at the interest rate at which each credit institution participates in the Program. For special categories of beneficiaries, the interest rate of the loan for the part financed by the Bank will be subsidized by 50%, for the entire duration of the loan.
The Beneficiaries of the Program:
Age criteria: Beneficiaries who, on December 31 of the year of submission of the application, are at least 25 years old and at most 50 years old, or spouses or persons connected by a civil partnership, provided that one (1) of the two (2) persons is at least 25 years old and at most 50 years old on December 31 of the year of submission of the application.
Income limits:
Minimum income for all: €10,000. For this calculation, income related exclusively to pensions and welfare benefits for dependent children is also counted.
Maximum limits:
Singles: €20,000.
Married or cohabiting couples: €28,000 (+€4,000 per child).
Single-parent families: €31,000 (+€5,000 per child beyond the first).
In the event that the income of the last tax year exceeds the upper income limit, the average income of the last three tax years is taken into account.
Special categories of beneficiaries (with interest rate subsidy):
Families with three or more children.
Families with at least two children who acquire a home in the municipalities of Orestiada, Didymoteicho or Soufli in Evros Prefecture
Properties eligible for the program:
Properties with the following characteristics:
They exist legally.
They have an Electronic Building Identity.
They will be used as a primary residence and are not in an unfinished state.
Construction until 31/12/2007.
Commercial value up to €250,000.
They constitute a single, independent horizontal property.
Surface area up to 150 sq.m., excluding annexes and outbuildings.
Furthermore, for properties included in the program, renting is prohibited for the first 7 years after acquisition, while in case of violation, the contract may be terminated.
Loan repayment period: 3 to 30 years
Procedure for participating in the program:
Application submission: Interested parties submit an application to the cooperating credit institution of their choice with the necessary supporting documents, including a Certificate of Eligibility which can be issued through a special platform on gov. gr. It is noted that this certificate of eligibility does not replace the eligibility check, which the Credit Institution must carry out in any case.
Pre-approval: The bank reviews the application within 30 days and issues a pre-approval that is valid for at least 60 days.
Notification of property to the credit institution: the interested party informs the credit institution of the requested loan amount, based on the property he intends to purchase and the agreed purchase price, and provides the Electronic Building Identity (EBI) and other documents required for the eligibility check.
Inclusion in the program: The bank has a 30-day period to check the eligibility documents of the property, send the information to the EBA and inform the applicant about his inclusion in the program. The approval of inclusion is valid for 90 days from its notification to the applicant.
Legal and technical inspection: An inspection of the property is carried out.
Conclusion of a definitive contract and a loan agreement: The beneficiary signs the definitive purchase contract and the loan agreement with the credit institution. In the event that, upon the expiry of the approved affiliation, the beneficiary has signed the definitive contract but the loan agreement has not yet been concluded, the aforementioned affiliation is extended for 30 days, upon prior notification to the EBA, no later than 10 days before the expiry of the approved affiliation.
The application evaluation process is based on the time priority of submission, while collateral on the property is taken to secure the loan.
Maximum financing amount: amounts to €190,000, with coverage of up to 90% of the notarial value of the property, which cannot exceed €250,000.
