Finally good news
It seems Thailand reopen 1 November 2021.
You still need to be fully vaccinated and RT-PCR test before departure your country and after arrival in Thailand. Please double check before booking. eg. Insurance, allowed countries etc. The rules and requerements changes very quick.

"This FB and website add following, if you of some reason must visit a quarantine hotel for 14 days (even if test negativ), you propably need to pay with your own money. Reason could be goverment suspect you been contact with covid sick person e.g. on the flight, transfer etc."

Preparing for Travel
Q: What do foreign travellers planning to visit under the Samui Plus programme need to know/do before they travel?
A: They should make sure they have covered all the necessary requirements and have all the required documentation. This includes:
1, A passport with at least 6 months validity;
2, Have been in a Centre for COVID-19 Situation Administration (CCSA) approved country for 21 days or more;
3, Been fully vaccinated with a vaccine approved by Thailand’s Ministry of Public Health (MoPH) or the World Health Organisation (WHO);
4, Have booked and purchased return air travel;
5, Have booked and paid for accommodation, and required RT-PCR test/s at a Samui Extra Plus or SHA Plus hotel;
6, Have purchased medical insurance with COVID-19 treatment coverage of at least US$100,000;
7, Have tested negative for COVID-19 no longer than 72 hours before travel.
