Paper: ScanVOTE / TouchVOTE Ballot-On-Demand
ScanVOTE is TrueBallot's automated paper based production, registration and tallying system for mail and on-site elections.

With a database of eligible voters, TrueBallot generates an individual or custom ballot for each voter. Depending on the needs of the organization, the same ballot questions may, but do not necessarily have to appear on each ballot. Because we generate a single ballot for each voter, there is no need to generate spare ballots, thus removing one security concern. Duplicate ballots can be generated and are electronically tracked so that each voter can vote only once.

When ScanVOTE is used in an on-site election, it is combined with our TouchVOTE ballot-on-demand system. A ballot-on-demand system is one where the ballot does not exist until the voter comes to the polls and is authenticated. Upon presentation of the appropriate credentials, a ballot is generated for the voter and that voter is recorded in the database as having received the ballot. The TrueBallot database allows for a multilevel security system to make sure that only eligible voters are permitted to vote, and only ballots generated by TrueBallot can be registered and voted.

ScanVOTE ballots are tabulated and audited through the use of optical imaging system developed by TrueBallot. Tabulation can take place virtually anywhere that there is sufficient space to set up a multi-station computer network. Any ballot can be audited at any time for accuracy. The tabulation system is completely observable. Because of the nature of the tabulation system, it can report results in minutes following the reading of the last ballot.


Internet: WebVOTE
The Internet, like paper, is simply one balloting medium among many. Whether it is the best for you depends on your circumstances. TrueBallot's experience in election administration along with its understanding of election media has led to a flexible, secure and cost effective approach for the integration of the Internet into the election process.

If your organization does not require paper documentation and prefers to emphasize member convenience for voting, WebVOTE provides access to your ballot through the internet and immediate electronic tabulation of votes. Security is provided through the use of Personal Identification Numbers (PINs), which can be sent by email or postal mail to your members.

TrueBallot can present variable ballots to different segments of voters. Each voter sees only those issues (e.g. national, regional or local) on which he or she is entitled to vote. Depending on the needs of the organization, the same issues may, but do not necessarily have to appear on each ballot. WebVote can close the loop with the voter by sending a confirming email acknowledging a vote.

All voters and votes are written to separate, unrelated databases on unalterable storage media. This process assures both the secrecy of each ballot and the protection of the ballot results. Once the ballot is cast, it cannot be altered and cannot be traced to the voter.

At the end TrueBallot supplies you with a complete database of all events of your election, allowing you to track when particular individuals voting, but not how they voted. Tabulation is virtually instantaneous and reporting is unlimited.

WebVOTE can be used in combination with any or all of TrueBallot's other systems.


Telephone: TeleVOTE
TeleVOTE is an interactive voice response system which uses computer telephony to conduct elections or referenda. It is ideal for elections requiring quick turnaround and having a simple yes/no response, or a small number of ballot questions.

The voter calls a designated telephone number, and after passing a security check, listens to the issues that he is permitted to vote. The voter then votes using the buttons of his or her touch-tone telephone. TeleVOTE automatically offers the voter a chance to review and change her vote until finished.

Once the voter has completed the ballot, the vote is committed and the system will not allow him or her access again.

All voters and votes are written to separate, unrelated databases on unalterable storage media. This process assures both the secrecy of each ballot and the protection of the ballot results. Once the ballot is cast, it cannot be altered and cannot be traced to the voter.
