Norbert Mao: Most of the problems with elections are not about the Electoral Commission, it is really about the political culture, where everybody wants to win and yet there can only be one winner.
There is only one seat for the President of Uganda, one seat for the constituency to the extent that some people swear-in themselves as presidents because they feel Justice Byabakama had not favored them not knowing that Justice Byabakama only announces what the people say.
