2019 Duties of Chapter Officials

PRESIDENT

The Chapter President is the local face of ASTA and is focused on promoting ASTA, engaging members, growing membership and fundraising.

The Chapter President:
• Attends Chapter Presidents’ Council meetings, presides over all Chapter Executive Board and Chapter Membership meetings, and may also be asked to act as a spokesperson at industry and association functions.
• Appoints the Chapter Executive Committee members
• Reads and reviews information supplied by ASTA on issues to be discussed at Chapter Presidents’ Council meetings, is sensitive to the concerns of the membership, responsible to the chapter, and accountable to his or her constituents.
• Reports successes and challenges to the Regional Director.
• Coordinates support of chapter activities in accordance with chapter bylaws as well as national activities, policies, goals and objectives.
• Maintains chapter records such as financial reports, meeting minutes and chapter activities, and ensures they are submitted to ASTA headquarters in a timely manner.
• Ensures that all chapter activities comply with federal, state and local laws.
• Makes appointments to create chapter committees as needed and makes recommendations for national committees.
• Communicates industry and association issues and activities to chapter members and responds to member concerns.
• Avoids conflicts of interest and whenever there is a potential conflict of interest, discloses the possible conflict and removes oneself from the voting on that particular issue.
• Recognizes the right of the National Board of Directors to address the chapter members regarding Board actions.
• Accepts committee assignments by ASTA’s President and CEO.


VICE PRESIDENT

The Chapter Vice President acts on behalf of the President in event of his absence and presides over all meetings when the President is not in attendance. Other duties and responsibilities may be assigned under the chapter bylaws.


SECRETARY

The Chapter Secretary:
• Is responsible for keeping a record of the activities of the chapter. Other duties and responsibilities may also be assigned under the chapter bylaws.
• Records the minutes of general and Executive Committee meetings, and sends a copy of the minutes to the Chapter Services Liaison at ASTA Headquarters.
• Maintains and safeguards a complete set of the official minutes of the chapter.
• Makes available to the membership a copy of the minutes (the specific method of distribution is determined by the chapter executive committee).
• Is responsible for chapter correspondence at the request of the President, Vice Presidents, and/or chapter executive board members.
• Ensures chapter archives are properly maintained and also issues meeting notices.





TREASURER

The Chapter Treasurer, in conjunction with the Chapter President, assumes the responsibility of safeguarding the assets of the chapter and, by extension, National ASTA. This includes handling the financial dealings of the chapter, issuing checks and payments, being responsible for banking functions and preparing financial reports and statements.

The Chapter Treasurer:
• Is responsible for auditing all receipts to the chapter from all sources for accuracy.
• Reconciles monthly bank statements and submits monthly statements to the Chapter Board.
• Prepares annual, as well as interim, financial statements of the chapter's financial standing for presentation to the chapter and to National ASTA, as required.
• Prepares annual budget with the assistance of the Chapter Budget and Finance Committee for approval by chapter and presentation to National ASTA.
• Submits lobbying expenses to Headquarters annually (a worksheet will be provided with the chapter’s year-end financial reporting package).
