As someone who has traveled to Phoenix several times, it is an amazing city,...when it's not in the middle of the summer.
Downtown is relatively sophisticated, with many businesses, a light rail system, and glamorous skyscrapers and hotels. I highly recommend going in the late fall, winter, or spring.
