CANADA WORK PERMIT UPDATE:
August 26, 2024, the Canadian Government introduced new regulations to limit the hiring of foreign workers:
1. Employers can now only hire foreign workers for 10% of low-income jobs.
2. The duration of employment for low-income jobs has been reduced from 2 years to 1 year.
3. Labour Market Impact Assessments (LMIAs) will not be issued in regions with unemployment rates above 6%.
4. Beginning September 2, 2024, LMIA processing in Montreal for jobs paying under $27.47/hour will pause for six months.
These changes will take effect on September 26, 2024, with exceptions for agriculture, construction, and health workers.
Policy Update for Temporary Residents in Canada
As of August 28, temporary residents on visitor visas can no longer apply for work permits from within Canada. This policy was originally introduced in August 2020 during the COVID-19 pandemic to help visitors unable to return home. The policy allowed them to apply for a work permit without leaving the country and permitted those who previously held work permits to work legally while awaiting a decision on their new application.
Although this policy was set to expire in February 2025, Immigration, Refugees, and Citizenship Canada (IRCC) has decided to end it earlier to manage the number of temporary residents and maintain the immigration systemβs integrity. Applications submitted before August 28 will still be processed under the previous policy.

New Immigration Pathway for Low-Skilled Workers in Canada
Immigration, Refugees, and Citizenship Canada (IRCC) plans to introduce a new permanent economic immigration class for workers in TEER levels 4 and 5, aiming to modernize the system and include a broader range of skills.
Canadaβs TEER system, introduced in 2022, replaced the previous "Skill Levels" and categorizes occupations by required education and training. TEERs 4 and 5 cover jobs needing high school education, on-the-job training, or no formal education. Currently, these levels are ineligible for federal economic immigration programs, complicating the path to permanent residency for many temporary workers.
Details on the new class will be released this fall in the Canada Gazette.

Employer-Specific/Closed Work Permits:

- Usually require a Labour Market Impact Assessment (LMIA), which assesses the impact of hiring a foreign worker on the Canadian labour market

Immigration Refugees and Citizenship Canada (IRCC) recently issued 2,985 invitations to apply (ITAs) in an Express Entry draw focused on the Provincial Nominee Program (PNP). Candidates needed a minimum Comprehensive Ranking System (CRS) score of 676. This was the first program-specific draw since June 2023's category-based selection introduction and the first since April 24 after a month-long pause.
IRCCβs draw schedule for 2024 and 2025 is predetermined but not public. French proficiency is expected to dominate category-based draws in 2024, with STEM occupations second, and healthcare third. Transport, trades, and agriculture will account for 5% or less of ITAs. General draws will issue 21.5% of ITAs.
