Senator Santanina Tillah Rasul (1930โ2024) was born in Siasi, Sulu on September 14, 1930.
She graduated valedictorian at Laum Tabawan Elementary School in South Ubian, Tawi-Tawi and first honor at Sulu High School in Jolo. She earned her degree in Political Science ๐ค๐ถ๐ฎ ๐ญ๐ข๐ถ๐ฅ๐ฆ at the University of the Philippines in 1952, and Master in National Security Administration at the National Defense College of the Philippines in 1976 with her thesis entitled "The Present Policy of Attraction of the Government in Sulu: Its Implications for National Security."
She began her government service as a public school teacher in Siasi and Jolo (1952-1957), and later as barrio councilor in Jolo (1960-1963), technical assistant at the Office of the President (1963-1964), member of the Provincial Board of Sulu (1971-1976), Commissioner of the National Commission on the Role of Filipino Women (1976-1985), and member of the Textbook Board of the Ministry of Education, Culture and Sports (1986).
A staunch advocate of adult literacy programs, Senator Nina wrote a primer in 1966 which blossomed into Project Magbassa Kita (Let's Read). In her book "Iqrรก" (Read), Senator Nina recounts that after learning of the success of her literacy projects in Sulu and Tawi-Tawi, Rear Admiral Romulo Espaldon was keen to help and offered to fund her projects for the Muslim communities in Zamboanga City.
Admiral Espaldon later offered Senator Nina the position of Administrator of the Province of Sulu but she instead recommended her colleague in the Provincial Board, Muss Sali Izquierdo, who later became Governor of Sulu.
Senator Nina is best known as the first Muslim woman in the Philippine Senate (1987-1992; 1992-1995). She authored, co-authored, and sponsored important legislation advancing women's rights, Muslim affairs, and gender equality, such as R.A. No. 7192 or the Women in Development and Nation-Building Act of 1995. She also sponsored R.A. No. 6949, the law declaring March 8 of every year as the National Women's Day celebration in the Philippines.
She was appointed Honorary Ambassador of UNESCO during the International Literacy Year in 1990 and was awarded the Tandang Sora Award by the Quezon City Government in 2019 for her outstanding contributions.
Senator Nina was married to the late Ambassador Abraham Rasul, with whom she had six children (Amb. Rasul preceded Admiral Espaldon as Philippine ambassador to the Kingdom of Saudi Arabia). Her brother, former Tawi-Tawi governor Almarim Centi Tillah, is currently Presidential Adviser on Muslim Affairs. Her daughter, Amina Rasul-Bernardo, heads the Philippine Center for Islam and Democracy (PCID). She passed away at age 94 on November 28, 2024 and will be laid to rest in Jolo next to her late husband.
