Our electrical safety inspector sent us this photo when a builder without an electrical licence installed a 413 socket outlet along with other downlights as part of a deck ceiling job.

The earth tested open circuit - the earthing conductors can be seen cut off inside the enclosure.

The downlights were working, but what dangerous situations could occur?
