Planning policy on Selmun Palace planned, ‘total redevelopment’ of hotel an option

The Malta Environment and Planning Authority is inviting individuals and organisations to send their submissions on a planning and development policy framework for the site occupied by the Selmun Palace Hotel, with the "total redevelopment" of the existing building - excluding the scheduled palace - being considered.
The hotel was owned and operated by Air Malta through its subsidiary Selmun Palace Hotel Company Ltd, but was deemed surplus to the airline's requirements when it went through a process of restructuring. A deal was reached between the airline and the government in 2012, although the European Commission still has to determine whether the government acquiring the palace amounts to illegal state aid.
Bids made in 2009 and 2010 - including one with a financial offer of nearly €9 million - fell through because they did not meet government expectations or did not meet tender conditions.
The government has now instructed Mepa to provide a specific planning and development policy framework for the site.
As it launched a public consultation process, Mepa said that the one of the proposed objectives for the policy was to identify the range and mix of acceptable land uses, "provided that a top quality tourism-related facility shall occupy the bulk of the development".
It also said that it would favourably consider the rehabilitation or total redevelopment of the existing building, as long as the proposed new building does not exceed the existing built footprint or the overall height.
New proposals should not affect the palace, a Grade 1 scheduled structure, should not harm areas of ecological value and have a "very high" design quality.
Individuals and organisations are being invited to send their submissions in writing to the Director of Planning, Planning Policy for Selmun Palace Hotel Site, Mepa, St Francis Ravelin, Floriana, or by sending an email to [email protected].
Submissions are to be received by Mepa by not later than 8 May.
