Pedro Paulo Songco Santos was born on June 29, 1889 in Porac, Pampanga. He was the 31st bishop of the Diocese of Nueva Caceres and was named and ordained the first archbishop of Caceres following its elevation into a metropolitan archdiocese in 1951.
In June 1900, at age 11, Santos studied at the Ateneo de Manila for two years and then later attended the Central Seminary of Saint Francis Xavier. Shortly before turning 24, on March 15, 1913, he was ordained to the priesthood by Manila Archbishop Jeremiah James Harty. His first assignment was in his home province of Pampanga, where he was assigned as assistant parish priest in Mexico. He was also appointed chaplain and then later parish priest in Calulut, San Fernando.
In 1919, Santos established Bacolor Catholic School, a parochial school whose administration was later turned over to the Benedictine Sisters from St. Scholastica’s College in Manila; it was renamed into St. Mary’s Academy. He was also appointed parish priest in Angeles, where he established catechetical centers and encouraged his parishioners to join in retreats. He also initiated fundraising programs, the restoration of the Benedictine Sisters’ old convent, the fostering of the Solidarity of Children and even the publication of a newsletter, "Ing Cuyog" (The Echo). In 1933, he co-founded with philanthropist Don Juan D. Nepomuceno the Holy Angel College (now university), the largest university in Central Luzon at present and whose four ionic pillars in its facade resemble those at the Ateneo de Naga.
On August 15, 1938, Santos was ordained Bishop of Nueva Caceres by Pope Pius XI. Upon his arrival in Naga, he observed that the highly secular public school system instituted by the Americans was already well in place in the region. Writing on November 3, 1939 to John F. Hurley, S.J., his “padrino” and the superior of the Jesuit mission in the Philippines, Santos (1939) related that his diocese, which included the six Bikol provinces only had three Catholic educational centers for girls namely the Colegio de Santa Isabel in Naga, St. Agnes Academy in Legazpi, and the then-nascent Colegio de la Milagrosa in Sorsogon (now St. Louise de Marillac College of Sorsogon), and two Catholic schools for boys, including the Camarines Sur Catholic Academy in Naga, a school of 560 pupils.
Having seen the dire need for Catholic education in his diocese, Santos envisioned establishing schools in different Bikol towns to strengthen Catholic instruction and the spiritual formation of its students. It was for this reason that, in 1939, he requested that the Jesuits take over the administration of the Camarines Sur Catholic Academy, which then became a Jesuit college and was named Ateneo de Naga.
Domingo Abella (1954, 233) notes in "Bicol Annals" that the bishop was also behind the foundation of several Catholic schools in Kabikolan such as the Augustianan-run Santa Monica Academy, now the La Consolacion College of Baao (1940), the Liceo de Albay, now the Divine Word College of Legazpi (1946), and several parochial schools including the Naga Parochial School (1947). Not only did Santos play a role in the establishment of these schools. He brought to his diocese several religious orders—the Jesuits, the Augustinian nuns, Dominican nuns, and the Sisters of the Blessed Virgin Mary—to administer these schools and to provide the Bikolano youth Catholic education. (Abella 1954, 234).
By the time the Diocese of Nueva Caceres was elevated into an metropolitan archdiocese, there were at least five (5) times as many Catholic schools as there were in 1938. From merely five educational centers as Santos (1939) described, there were at least 26 Catholic schools all over Bikol in 1951. These schools came to comprise the founding members of the Bicol Association of Catholic Schools (BACS), which first came together in Naga in the same year. José Factora an Atenean and a writer for the Blue and Gold, recalls that Santos celebrated the mass during the very first BACS meet, which was attended by hundreds, if not a thousand delegates from all member schools from all over Bikol. The bishop, Factora (1951, 3) writes, “was touched to the heart at seeing (sic) for the very first time all Catholic schools under his jurisdiction gathered together at Mass.”
Why did Santos lay Catholic education at the core of his episcopacy? He was convinced that if the Catholic faith is going to survive in the Philippines, it must be through catholic education as schools are way more important than churches. “A church without a school,” Santos (1948, 5) says, “is powerless.”
