Pierre L’Enfant outlined the city’s original design; Andrew Ellicott was then appointed to complete L’Enfant’s survey.

But Washington City’s official map was drafted by Irish-born James Reed Dermott. On June 15, 1795, the commissioners overseeing the creation of the new federal city directed Dermott to prepare a plat of the area of Washington.
