Community service opportunity. Apologies for the last minute notice - here’s an opportunity to do some stewardship for JTNP. The big attraction brings in the visitors to our area and in turn benefits our industry.

This is being done in cooperation with locally owned and operated Cliff Hanger Guides. I was told that for the first Facelift the voluteers removed approx 5000 lbs of trash from the Park in one day.

This weekend the Yosemite Climbing Association is hosting their 2nd annual Joshua Tree Facelift. Please join the community stewardship and volunteer for this event April 14 & 15.

Please fill out the waiver below prior to coming to the event. This will help the registration process go quicker in the morning of the event.

Updates To Short-Term Rental Ordinance

The San Bernardino County Planning Commission has released a redline draft update of the County’s Short-Term Rental (STR) Ordinance, in advance of their next meeting on Thursday, February 3. The redline draft can be found here (http://www.sbcounty.gov/uploads/LUS/DevelopmentCode/STR%20redline%2001242022.pdf). At that meeting, the public will have an opportunity to make comments on the proposed draft to help improve the County’s policies and address community impacts resulting from the rise in popularity of short term rentals.

The Planning Commission will consider all public input and decide if further revisions are necessary before they forward the STR Ordinance to the Board of Supervisors for consideration, where the public will once again be able to provide their input. The Commission’s meeting agenda will be available on Friday, January 28th on their website here (http://cms.sbcounty.gov/lus/Planning/PlanningCommission/Agenda.aspx). This agenda will provide further information on how you can participate in the meeting. If you wish to submit comments regarding the draft ordinance ahead of the meeting, please submit them at [email protected]

The San Bernardino County Planning Commission is an independent entity that advises the Board of Supervisors on the County’s General Plan, and sometimes recommends amendments to the General Plan and the County Development Code.

URGENT CALL TO ACTION

On Tuesday, June 22nd starting at 10AM the San Bernardino County Board of Supervisors meeting will have on the agenda discussion about issues regarding short term rentals (STR) in the unincorporated areas of the county. They will review the impact that STR is having on communities and will consider immediate and long term actions to take to address these issues.

I strongly encourage those that have had positive experiences with STR to make a verbal comment during the meeting. This is the most effective way be heard and considered by all the Supervisors at the same time. A written comment is also very important to send to the BOS even if you give verbal comment since it can be more detailed than what can be covered in a 3 minute verbal comment.

If you are an owner, business, contractor, service provider, manager, cleaner, etc. that works with short term rentals, it’s important that the Board of Supervisors hears your voice.

Possible immediate changes that are likely to be proposed to the current STR enforcement:

1. Propose STR fines to increase by 10x current levels. Current fines for first, second and third infraction: $100, $200, $500 proposed to increase to $1000, $2000, $5000 respectively.
2. Propose option to enable Code Enforcement to pursue civil/criminal action.
3. Propose adding administrative fines of up to $1000/day for operating without a STR permit.

There are several other actions which may be taken, including a temporary moratorium on issuing new STR permits. This is already being considered in some incorporated communities in SBC.

The board will be open to hearing other ideas and options to forward to the Land Use department for consideration. Land Use will then research those and come back with proposals for the BOS to consider at a future meeting.

Recently a $10.2 million budget was approved by the County to help with STR enforcement among other things. This should go a long way in alleviating many issues.

Those wishing to give an up to 3 minute verbal statement during the meeting can attend the meeting in person in San Bernardino or at the Bob Burke Government video conference facility in Joshua Tree. A video of the meeting will be made available to view after.
