In order to not cripple the hospitality industry any further, the government has decided to revise a few of the lockdown rules regulating the industry.

As such, the curfew has been moved by an hour to 10pm, leisure travel within one’s home province has been allowed and tour operators can now give tours as long as they follow the rules.

The new rules are yet to be Gazetted however.
This is according to Tourism Minister Mmamoloko Kubayi-Ngubane who was speaking during a media briefing on the latest Covid-19 regulations governing the tourism sector under level 3.

“The reality of the Covid-19 pandemic and the fluctuating risk of the virus spread has dictated that we pace ourselves in our efforts to reopen the sector. However, we believe that so far, one step at a time, we are walking in the right direction,” said Kubayi-Ngubane.

“The impact of the pandemic has been devastating for the sector. Many businesses are at risk and many jobs have already been lost. However, we are doing everything we can to ensure that the impact is minimised,” she added before announcing the new changes as a result of suggestions made to Cabinet by the National Coronavirus Command Council (NCCC).

Restaurants

Because a 9pm curfew interrupts the restaurant industry’s ability to serve dinner to their customers during peak hours, Cabinet has agreed to move the curfew to start at 10pm to allow for uninterrupted dinner service at restaurants.

“In response to this challenge, We believe that this change will go a long way towards increasing their revenue generation. The sale of alcohol remains prohibited.”

Accommodation for leisure

Cabinet has also agreed to ease the restrictions around leisure travel and once the new regulations are Gazetted, individuals will be permitted to leave their homes for leisure purposes within the province where they currently live.

‘Let me emphasise, it is only intra-provincial travel not inter-provincial travel. Individuals are still not permitted to travel between provinces for leisure purposes,” explained the minister.

As a result, accommodation facilities that are permitted to operate under level 3 are now permitted to operate for leisure intra-provincially subject to the following:

No more than two people per room except for a nuclear family (parents and their children).
Establishments are already legally obliged to require and keep a copy of proof of identity.
Short-term home rental/sharing remain closed.
Tour operators

Under the new regulations, tour operators will now also be allowed to conduct guided tours in open safari vehicles subject to directions that include provision for both social distancing and maximum ventilation.

DOT CELEBRATES AS PALAWAN RECLAIMS BEST ISLAND IN THE WORLD CITATION

The Department of Tourism (DOT) today celebrates the hailing of Palawan as it reclaims the Best Island in the World title by renowned travel publication, Travel + Leisure.

“Palawan reclaimed its rightful place in the World’s Best Awards. The citation as the Best Island in the World is all the more important because this is voted upon by the readers of the prominent Travel + Leisure (T+L) magazine,” said Tourism Secretary Bernadette Romulo-Puyat.

Puyat recently checked the readiness of Palawan, now a four-time winner of the world’s best island award.

Travel + Leisure writer Sara Clemence said, “though it’s difficult to reach from many parts of the world, once travelers get there they can dive in World War II wrecks, explore old-growth rain forests, and paddle one of the world’s longest subterranean rivers at Puerto Princesa”.

“The landscape and scenery are just gorgeous. It offers the most beautiful beaches, resorts, and scenery anywhere,” the travel magazine quoted a fan describing Palawan.

“It’s wonderful to see that our rehabilitation and sustainable development efforts last year, especially in El Nido and Coron, were well-received by tourists everywhere,” added Puyat.

Another popular destination in the Philippines, Boracay, made it to No. 14 in T+L’s World Best Island list and fifth in Asia this year.

This is the third citation reaped by the Philippines since community quarantines were enforced in various parts of the world due to the COVID-19 pandemic. Forbes magazine earlier ranked the Philippines among the seven countries “that have the potential to become a major tourist destination in a post-COVID world’. Last month, Condé Nast Traveler (CNT) cited the Hidden Beach in El Nido, Palawan, as one of the 30 Best Beaches in the World.

Few things feel like it did before COVID-19 disrupted everything we knew. New safety measures implemented at airports and by airlines means that flying also feels a little different nowadays.

Every step of the process, from requiring a permit before boarding to how you disembark the aircraft has changed to make it safer for everyone when flying domestically.

Tourism Minister Mmamoloko Kubayi-Ngubane has announced the new directions for sit-down restaurants during a media briefing today.

Kubayi-Ngubane said sit-down restaurants are allowed to open from Monday, but they are only allowed 50 guests or 50% of their capacity, whichever is smaller.

Screening questionnaires for all diners are compulsory and daily records should be kept of all guests who visited a restaurant.

All diners must wear cloth masks or other protective gear which cover the mouth and nose, unless they are eating or drinking.

Restaurants should offer menus in non-touch options and these menus should be sanitised after every use.

When taking orders, waiters have to keep a safe distance from diners and all restaurant staff must wear masks.

Waiters and other restaurant staff should also move in clear marked paths and keep a suitable social distance between each other.

Domestic Flights are Back ✈
Lockdown Level 3: Domestic Business Travel

After more than two months of confining people to their homes, government finally announced that lockdown level 3 will see a return of limited domestic travel for business purposes.

Domestic air travel is currently limited to the "golden triangle" which includes Cape Town International, King Shaka International, OR Tambo International and Lanseria Airport.

All passengers travelling and crossing borders need to present a permit along with traditional identification in order to be allowed boarding.

Only selected airlines are resuming operations with reduced schedules to meet the lower demand.
FlySafair will start operations again on 15 June 2020.
SA Airlink will also start flying between Cape Town - OR Tambo and Johannesburg - Durban from 8 June 2020.
Mango Airlines will likely resume operations soon, but no official statement has been made by the airline.
SAA wants to resume flights between Johannesburg - Cape Town from 15 June, but no concrete plans have been confirmed.
Comair is currently under business rescue and despite having some flights available in the GDS last week, will not resume operations any time soon.

Permit Required
Passengers will require a permit proving that they are travelling for business. This can be acquired by completing "Form 2" as defined in regulation 16(2)(b) and 28(4) of the Disaster Management Act, 2002, as amended, Section 27(2).
The alternative to this form is a sworn affidavit which would need to be acquired from a magistrates office or a police station.

Currently no passenger can be allowed boarding without such a permit. Please note that government can amend these requirements at any stage and that while we have done our best to ensure that the information provided is accurate, we can't guarantee that we will be able to communicate any possible change to this requirement to you in time. Therefore each agent has a responsibility to check on requirements with the airline closer to departure date to ensure that you are meeting the latest requirements set.

New Airport & Airline Procedures
Passengers should also allow more time to check-in as additional safety measures and social distancing will be adhered to at the airport.
Airports will only allow valid ticket-holders into the airport building, so you'll have to meet and greet family at the pick-up and drop-off parking lot zones.
Expect your temperature to be taken before being admitted into the airport building and possibly at other stages during the boarding process again.
Passengers have to wear a mask from the moment they enter an airport building to the moment they leave, including during the flight.
To enforce social distancing, airports will have markings to indicate where to queue and possibly manage other movements.
Most airlines are introducing self-scanning of all documents and are not offering in-flight meals or magazines.
Boarding could be staggered to encourage social distancing.
Reduced capacities on bus facilities offered on the tarmac.
All staff will wear PPE.
Middle seats will not be kept open, but should be filled only after all window and aisle seats have been allocated. Selected airlines are also allowing passengers to purchase the middle seat at an additional price.

Passengers that present symptoms of COVID-19 or who run a fever could be denied boarding. Valid identification is still required as previously.
