New tourist visa will make crossing borders in Southern & Eastern Africa so much easier.

Zimbabwe has announced it's introducing a tourist visa that will also allow visitors into Zambia as President Robert Mugabe's government tries to boost tourism.

The Zimbabwe-Zambia uni-visa has cost around R9 million to set up and it's funded by the World Bank.

Zimbabwe's tourism authorities are hoping this visa, which will be introduced on 28 November, will significantly boost tourist arrivals.

The country’s state run Sunday News says the visa, called the Kaza uni-visa, will cost $50 and it will be bought at the tourist's point of entry.

The visa will last for 30 days and it will mean visitors who previously had to buy two separate visas for Zimbabwe and Zambia can now tour with just the one.

This is still a pilot project but it's understood Namibia, Angola and Botswana will join the scheme after the initial six months.

The withdrawal by KLM Royal Dutch Airlines from Zimbabwe is deeply regrettable and the tourism sector will be the major casualty of this under-development move especially as we had started making in-road into the Dutch market.
We are fully cognisant of the fact that when we talk about foreign carriers, they fly to destinations for as long as they see profitability. It is understandable that KLM might not have seen profitability in this route although we are not privy to their accounting books and projection analysis.
It should be understood that when an airline develops a new route, they give it a period when they accept losses and that period can range from between six months and a year or beyond. This move by KLM, presumably, could be a reflection of general challenges hinging on the viability of the route among other factors’.
The situation with many foreign airlines is absolutely different from 100% state owned national carriers in our case. A national carrier can sustain loses for as long as the losses are not so huge as to compromise on other fundamental factors like safety. A national carrier does not only look at one route, instead it should have more routes where it can aggregate its loss making route with profitable routes. This will ensure that it serves the national interests such as tourism.
It is wholly for this reason that we have been saying Air Zimbabwe should still be receiving some subsidies from the state as long as they have a vibrant business model supported by sound operational policies, knowledgeable and competent management. We do not see any reason why our government should not subsidise them as it is arguably the norm the World over and for the benefit of the destination in case where other airlines withdraw services.
If our assumptions about KLM’s reasons for withdrawal are correct, we also want to bear with them. We are not sure if the authorities did not look at helping KLM anyhow in terms of other charges like air navigation, landing and parking fees among others.
Lastly I would like to encourage Air Zimbabwe to look at how they can quickly re-introduce and re-develop the European routes. This is quite critical for the revival of our Tourism.

Sadc wants to implement a single visa system (univisa) to allow easy movement of tourists and business persons as a way to promote intra-regional trade.

The World Bank project focuses on the harmonisation of visa requirements for the Kavango Zambezi Transfrontier Conservation Area (Kaza) countries, high-level consultation events, modernisation and advocacy events for visa facilitation.

Kaza has five countries — Zimbabwe, Zambia, Botswana, Namibia and Angola.

The bank is providing support for the progressive implementation of visa facilitation activities for the TFCA and Regional Tourism Organisation of Southern Africa (Retosa) leading to the ultimate goal of implementing a Sadc univisa initiative.

Tourism and Hospitality Industry minister Walter Mzembi said the upcoming Sadc summit to be hosted in Zimbabwe in August would deliberate on the modalities of setting up a functional univisa regime.

“It will be a topical issue at the Sadc summit next month — in fact, one of the regional integration showcases for the conference. We are on course [with implementing the project] and have been bailed out by the World Bank at the initial stages,” said Mzembi.

The funding will also facilitate high-level consultation between partner countries including representation at the highest level from designing the protocol and legislative amendments that will facilitate the implementation of the univisa.

The approach towards removing barriers for visa simplification and streamlining of immigration processes included interventions in harmonisation of visa requirements for Zambia, Zimbabwe, Botswana, Namibia and Angola.

The project also entails reviewing the existing visa situation among the partner countries, identifying immigration and customs regulations of the countries that would require harmonisation in order to facilitate implementation of the Kaza univisa.

Information availed by the bank shows that there are basically four stages involved in the implementation of the project, with the first stage involving Zambia and Zimbabwe.
The second stage incorporates all five Kaza countries to include Angola, Botswana and Namibia.

The third stage will involve setting up a pilot project that covers Mozambique, South Africa and Swaziland as pilot Sadc countries before the final stage that will implement a univisa for all Sadc member states.

The bank notes that although most Sadc member states have liberalised some aspects of tourism services already under the WTO General Agreement on Trade in Services, such as hotel services, there are other aspects that have not been liberalised.

For example, the industry relies upon various transport services to deliver clients while immigration and entry/exit control regulations have a direct influence on the supply of international tourism services.

Tourism competitiveness in the region cannot be realised without ease of cross border access, the bank notes.

The envisaged benefits of a univisa, modelled more or less along the lines of Europe’s Schengen visa system, include increased competitiveness of the Sadc region and an increase in the efficiency and transparency of immigration procedures for tourism.

The univisa regime will also lead to the elimination of administrative impediments such as time delays and improved ease for the issuing of visas and distribution of visa revenues to the pilot countries.

Cross border travel will become easier, less time consuming and bureaucratic while encouraged multi-country visits and longer stays will lead to increased economic performance of the tourism sector resulting in increased welfare and increased employment.

Today the Tourism and Hospitality industry makes history as the honorable vice president Joyce Mujuru launches the National Tourism Policy (NTP) which is meant to transform the sector into one of the highest earners in terms of revenue generation.The launch of the policy follows consultation involving the ministry of Tourism and Hospitality Industry, Zimbabwe Tourism Authority, Zimbabwe Council for Tourism and the academia.

Tourism and Hospitality Industry minister Walter Mzembi said attempts to craft the policy in the past had failed. He said NTP will be a revision of a policy produced during the inclusive government and passed by Cabinet in 2012.

The policy emphasis is on the fact that tourism is government-led, but private sector-driven.The policy will treat the whole country as tourism development zones and looks at other tourism opportunities such as religious, agro, industry, township and mining tourism to lure tourists and grow the sector contribution to total revenue.

Today’s event will also see the Celebration Centre being conferred as a religious tourism site.Mzembi said religious tourism was contributing a significant chunk to global tourism arrivals.He said of the 1,1 billion global arrivals recorded in 2013, religious and faith-based tourism brought in 300 million.

The minister said by tapping into religious tourism, the country won’t become a net loser as was currently the case.“We can ride on that and attract the world to our local prophets,” he said.....
