Good news! The Federal Authority For Identity and Citizenship and the National Emergency Crisis and Disasters Management Authority have announced that, starting from tomorrow 30th August, application for tourist visas will be open to people from all countries, provided that they are FULLY vaccinated with one of the WHO-approved COVID-19 vaccines.

The decision applies to citizens of ALL countries, including those arriving from the previously banned countries. Arriving passengers on tourist visas must take mandatory rapid PCR test at the airport. The previous rules for unvaccinated, including exempted categories, remain in place.

Travellers wishing to receive the benefits provided to individuals vaccinated in the UAE can register their vaccination via the ICA platform or Al Hosn application.

The new regulations apply to passengers from India, Pakistan, Sri Lanka, Nepal, Nigeria, and Uganda.

“They can return as long as they adhere to the same list of rules set by the UAE authorities for passengers originating from these countries, which means they must be fully vaccinated in the UAE and must have valid residency visas,” explained Raheesh Babu, the group chief operating officer of online travel agency Musafir.com.

Pre-travel approvals from relevant immigration authorities, depending on the emirate they are flying to, are also mandatory.

“Some of our passengers, who booked tickets via the Sharjah-based budget carrier Air Arabia, are returning to the UAE before the completion of their 14-day quarantine,” he added.

While rapid testing facilities are available at Tashkent International Airport, Uzbekistan, the remaining passengers are getting tested in authorised laboratories hours before their flight to the UAE, an Air Arabia call centre agent explained.

Since May this year, countries like Armenia, Uzbekistan, Serbia, and the Maldives have become popular quarantine destinations for residents stranded in the UAE’s ‘red list’ countries.

“For months, residents in large numbers have been travelling to these destinations and returning to the UAE,” explained TP Sudheesh, general manager of Deira Travels.

Last week, the UAE’s General Civil Aviation Authority (GCAA) and National Emergency Crisis and Disasters Management Authority (NCEMA) announced that fully vaccinated residence visa holders from the red-list countries can return to the Emirates from August 5, as long as they had taken both their vaccine doses in the UAE. Some categories of travellers — including healthcare workers, teachers, students, Expo 2020 workers, and humanitarian cases — are being given permission to travel without getting a vaccine.

New exemptions for stranded residents from India, Pakistan, 4 other countries

The rule comes into effect from August 5, 2021.
More UAE residents from six countries from where passenger entry is suspended can return to the emirates, authorities announced on Tuesday.

Travellers who are fully vaccinated against Covid-19 and hold valid UAE residency permits will be allowed entry into the UAE from August 5.

ICA approval required for passengers from restricted countries

At least 14 days should have passed after receiving the second vaccine dose. They must also hold a certificate to this effect.

The exemptions are applicable to travellers from India, Pakistan, Sri Lanka, Nepal, Nigeria and Uganda.

Flights to UAE: Demand for third-country quarantine on the rise

This is among a string of exemptions announced by the National Emergency Crisis and Disasters Management Authority (NCEMA).

Passenger entry from these six countries is, otherwise, on hold.

Dubai government fees waived, reduced

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, issued the Executive Council Resolution No. (19) 2021 on waivers and reductions of fees for a total of 88 services provided by various Dubai Government entities.

The move aims to ease financial pressures faced by businesses and further raise Dubai’s attractiveness as a business and investment hub.

The waivers and reductions relate to fees for services provided by Dubai Land Department, Dubai Maritime City Authority, Roads and Transport Authority (RTA), Dubai Municipality, Department of Tourism and Commerce Marketing (Dubai Tourism), Dubai Courts, Department of Economic Development (Dubai Economy) and Dubai Health Authority (DHA).

The decision is part of a series of initiatives undertaken by the government to stimulate economic growth, promote competitiveness, lower living costs, improve the business environment and support investors.

Entities offering waivers & fees reductions:

>> The Dubai Maritime City Authority will waive some fees related to various types of residency visas including processing of residency visas for applicants outside the country, issuance of employment residency visas, urgent renewals of residency visas and residency visa transfers from a government entity to the Authority. Fees will also be be reduced on issuance and renewal of annual representative office licenses and replacement of lost certificates and licenses, among others.

>> Dubai Municipality will waive a number of fees related to permits for labour supplies rooms, re-issuance of cheques, urgent medical certificates and renewal of occupational health card, among others.

>> Fees that will be waived by Dubai Tourism include those for tourism permits and replacement of lost tourism permits, tourism permits for people under 16 years, and permits for fashion shows, among others.

>> Fees waived by RTA include those for issuing non-objection letters for transfer of traffic file, permits for closing roads for major construction works and fees related to recreational bikes, among others.

>> Dubai Land Department will waive fees related to replacement of broker cards for real estate agents, and amendment of information on real estate brokers, among others.

>> Dubai Courts will waive fees for obtaining certified copies of rulings of civil cases.

>> Dubai Economy will reduce fees related to issuing and renewing licenses of business centres, and issuance of licenses for providing government services, among others.

>> DHA has reduced the fees for medical fitness certificates for maritime activities.

The Resolution also authorises heads of government entities to take decisions to reduce or waive any payments other than fees imposed for its services and products, subject to prior approval from the Department of Finance in Dubai.

Cancellation or reduction of such payments has to be formalised by the enactment of a legislation and its publication in the Official Gazette.

UAE Golden Visa: Doctors can apply from July 2021 to September 2022

Seven centres to be set up across the UAE to take applications.
The UAE Government is inviting doctors to apply for the Golden Visa. The first line of defence will be granted the long-term residency in “recognition of their efforts and sacrifices”.

The Golden Visa will grant doctors and their families a 10-year residency.

All doctors licensed by the UAE health regulatory bodies can apply for the Golden Visa between July 2021 and September 2022 through the website smartservices.ica.gov.ae.

Dubai-licensed doctors may apply through smart.gdrfad.gov.ae. The government departments concerned will receive and review the applications before the visas are issued to those who qualify.

Moreover, seven centres affiliated to the Federal Authority for Identity and Citizenship will be established across the Emirates for doctors who wish to apply for the visa in person.

The move is in implementation of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to grant Golden Visas to those with scientific competencies and distinguished expertise.

It will help attract and retain top talents in the medical field.

Long-term residency for coders

The UAE Government recently announced the start of the Golden Visa application process for coders through the National Programme for Coders.

The programme will see 100,000 coders get the long-term residency.

What’s a Golden Visa?

The UAE has conditionally-renewable long-term residency visas for five or 10 years for certain categories of residents, including investors, entrepreneurs and specialised talents.

The system allows UAE residents and foreigners to get long-term residence visas without the need for an Emirati sponsor.
