The Government announced on 9 August 2024 that increases to visa charges, made up of fees and levies, are being introduced on 1 October 2024. Further to this, the Government announced on 3 September 2024 that the International Visitor Conservation and Tourism Levy (IVL) will also increase from 1 October 2024.

From 1 October, new visa charges will be set at an appropriate level to recover the costs of processing a visa and reflect the benefits received by people using immigration services.

Immigration makes a vital contribution to New Zealand’s economy, workforce and community.

Immigration, Refugees, and Citizenship Canada (IRCC) recently sent out invitations to apply (ITAs) in the latest Express Entry draw in Canada.

In this draw specific to the Canadian Experience Class (CEC), the department issued 3,000 ITAs.

As of January 30th, 2024, the Pearson Test of English (PTE) Core test will now be accepted for all immigration pathways, except for the Student Direct Stream (SDS).

This means that Provincial Nominee Program (PNP) candidates, candidates in Express Entry managed programs, and those needing a language test for any other Canadian immigration purposes (outside of the SDS)—including applying for Canadian citizenship—can now take the PTE Core.

Immigration Refugees and Citizenship Canada (IRCC) has issued invitations to apply (ITAs) in the latest Express Entry draw.

The department invited 7,000 candidates in category-based selection draw for candidates with French language proficiency.

Candidates required a minimum Comprehensive Ranking System (CRS) score of 365. The lowest minimum CRS score of the year so far.

The most recent draw is the second of the week following the January 31 draw in which 730 candidates were invited in a general draw. They required a minimum CRS of 541.

There were two other draws in January. The first was on January 23 and invited 1,040 candidates with a minimum CRS score of 543 were invited in a general draw. The draw before that took place on January 10 and was also general and invited 1,510 candidates with a CRS score of 546.

It is still too early in the year to predict how Express Entry draws will unfold throughout 2024. In 2023, IRCC held 42 draws and issued ITAs to more than 110,000 candidates to help meet both the 2023 and 2024 admissions targets set out in the Immigration Levels Plan.

British Columbia, Manitoba and Prince Edward Island have issued nominations for the Provincial Nominee Program (PNP) this week.

Through the PNP, provincial governments select the economic immigration candidates who are best suited to economically establish within a province and issue them an Expression of Interest (EOI) to apply for provincial nomination. Being nominated by a province strengthens a candidate’s application for permanent resident status in Canada.

If a province issues an EOI, the candidate must apply to the provincial government for nomination. This means they must submit any required documents and may need to pay a separate fee to the province. This is in addition to any fees paid to Immigration, Refugees, and Citizenship Canada (IRCC) for Express Entry or their permanent resident application.

Provincial Nominee Program Draws Invite Candidates to Ontario, British Columbia, and Manitoba
The first Provincial Nominee Program (PNP) draws of 2024 have been announced, with Ontario, British Columbia, and Manitoba extending invitations to potential candidates.

PNP allows provincial governments to assess and select economic immigrants who are best suited to the local labor force and economy, making it easier for them to establish themselves within the province. This often results in a higher retention rate of newcomers within a province.

Each province's PNP has streams that target candidates with specific attributes or occupations. IRCC Issues Invitations in First Express Entry Draw of the Year
In the initial Express Entry draw of the year, Immigration Refugees and Citizenship Canada (IRCC) issued invitations to apply to 1,510 general candidates.

The Comprehensive Ranking System (CRS) score required was a minimum of 546, with the selection process considering candidates from all Express Entry managed programs, including the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP).

No specific occupations or human capital attributes were targeted. IRCC's four most recent draws occurred from December 18-21, with the all-program draw on December 18 issuing invitations to 1,325 candidates with a minimum CRS of 524.

New research has shown that Canada’s Start up Visa policy has encouraged immigrants in the United States to move to Canada.

This research is in line with the implementation of Canada’s program to entice H-1B visa holders in the US to come to Canada, which attracted so many applications it reached the 10,000 limit in less than 48 hours.

A new study by Saerom Lee and Britta Glennon from the Wharton School at the University of Pennsylvania investigated whether immigration policies that provide visas to skilled entrepreneurs influence the founding location choice of immigrant entrepreneurs.

The study found that the introduction of Canada’s Start up Visa Program in 2013 increased the likelihood that US based immigrants have a start-up in Canada by 69%.

The study used a dataset of 1.2 million US based individuals who “founded a company either in the US or Canada between 2006 and 2021.”

Immigration Refugees and Citizenship Canada (IRCC) has issued invitations to apply (ITAs) in the fourth Express Entry draw of the week.

The department invited 400 candidates to apply in category-based selection draw for candidates in agriculture and agri-food occupations.

Candidates needed a minimum Comprehensive Ranking System (CRS) score of 386 to be eligible for an ITA.

This draw follows three others this week on December 18, 19 and 20. The December 18 draw was all-program and invited 1,325 candidates with a minimum CRS of 542.

On December 19, IRCC invited 1,000 candidates in the second category-based draw for trades occupations this year. Candidates required a minimum CRS score of 425. The first such draw took place on August 3 and invited 1,500 candidates.

Finally, on December 20, IRCC issued invitations to 670 candidates in a category-based selection draw for transport occupations. Candidates needed a CRS score of at least 435.

IRCC also invited candidates in three draws last week. On December 8, 5,900 candidates with a minimum CRS of 481 received invitations in a category-based selection draw for candidates in STEM occupations. December 7th additionally saw a category-based draw for individuals with French language proficiency, inviting 1,000 candidates from the Express Entry pool with a minimum CRS of 470.

Provincial priorities tend to align with the federal government. Immigration Refugees and Citizenship Canada (IRCC) recently released a new Strategy: An Immigration System for Canada’s Future.

In the Strategy, IRCC mentions the need for increased consultations with provincial governments and other partners and stakeholders to help adopt a whole-of-government approach to support sustainable levels of immigration that will strengthen Canada’s economy and workforce.

This approach was also referenced in the creation of the federal Immigration Levels Plan 2024-2026. Canada will admit up to 500,000 new permanent residents per year in both 2025 and 2026. Among them, 110,000 will arrive through the PNP in 2024 and 120,000 will arrive through the PNP in 2025 and 2026.

Science, Technology, Engineering and Math (STEM) jobs are one of the five categories of occupations that Immigration, Refugees and Citizenship Canada (IRCC) is choosing to prioritize through Express Entry category-based draws in 2023.

Express Entry category-based draws launched earlier this year. Express Entry selects immigrants with particular qualifications such as education, work experience or language skills to support identified economic needs and priorities.

After gathering feedback and suggestions from a broad range of stakeholders and the public, the federal government chose five priority occupational categories experiencing labour market gaps: healthcare, STEM, transport, trades and agriculture/agri-food.

Category-based draws differ from standard Express Entry draws, as they emphasize and prioritize candidates with specific work experience while standard Express Entry draws focus primarily on a candidate's Comprehensive Ranking System (CRS) score.

Three Canadian provinces have recently nominated candidates in the Provincial Nominee Program (PNP).

The PNP was established in 1998 and exists to help provincial governments select the economic immigration candidates who are the most likely to settle within a nominating province and contribute to the local labour force and economy.

Provinces can do this because immigration is a shared responsibility between the federal and provincial governments. While candidates who accept a provincial nomination must still apply to Immigration Refugees and Citizenship Canada (IRCC) separately for permanent resident status, being nominated by a province is highly advantageous when it comes to having a permanent residence application approved.

On the 2014 Henley Index, the Canadian passport ranked second. The country fell to sixth place in 2016 and remained there for four years. Due to public health restrictions and border closures, the passport fell from sixth to eighth and ninth position during the pandemic. Canada's passport ranking has now returned to number 6 after recovering from the pandemic.
