Participation of Afghanistan at the 25th Annual Gulfood Expo:

Commercial Attaché of Afghanistan togather with USAID officials welcomed the Afghan business delegation participating at 25th Annual Gulfood Expo in Dubai during the kick-off dinner.

Gulfood2020 is a five-day event which was inaugurated yesterday.
It serves as a plateform to network a wide range of food and agribusinesses, including 26 exporters of Afghanistan’s finest agriculture products to forge new business connections.

In collaboration with Dubai EXPORT and Dubai FDI departments the Office of Commercial Attaché has planned a parallel site visit and meeting of the Afghan business delegation with UAE renowned hypermarkets including Carrefour, Lulu, Spinneys Choithram and Unioncorps which would continue to happen until the end of the event.

اطلاعیه:
به تعقیب نشستهای معلوماتی و مشورتی که بتاریخ 12 و 16 جنوری 2020 در مورد فعال سازی‌ مجدد شورای تجارتی افغانها مقیم دبی در دفتر اتاق تجارت و صنایع دبی و هوتل گراند حیات برگزار گردیده بود، اینک به اطلاع تمام تجار افغان مقیم دبی و امارات شمالی رسانیده میشود که طبق قانون اتاق تجارت دبی (اداره صادر کننده جواز فعالیت شورای های تجارتی) آنعده تاجران‌افغان که میخواهند بحیث موسسین شورای تجارتی افغانها را مجددأ فعال نمايند، در صورتیکه اسناد ذیل را بدست داشته باشند میتواند الی تاریخ 2 فبروری 2020 جهت ثبت نام به دفتر آتشه تجارتی مقیم جنرال قونسلگری ج.ا افغانستان مراجعه نمایند.

2. سند عضویت اتاق تجارت دبی (Dubai Chamber Member certificate)

4. ویزه امارات
5. امارات آی دی (Emirates ID)
لست ابتدایی موسسین بتاریخ‌ 3 فبروری 2020 جهت موافقه و تائیدی به اتاق تجارت دبی ارسال میگردد.
اتاق تجارت دبی بحیث اداره صادر کننده جواز فعالیت‌ شورا های تجارتی لست ارائیه شده موسسین را طبق نورم و معیار خویش در مدت 4 الی 8 هفته بررسی نموده، لست نهایی موسسین تائید شده را به دفتر آتشه تجارتی ارسال مینماید.
موسسین تائید شده توسط اتاق تجارت دبی نخست اساسنامه شورای تجارتی خویش را تدوین‌ نموده، سپس جهت تعین‌‌ اعضای هیئت مدیره، رئیس و معاون شورای تجارتی افغانها در حضور داشت نمایندگان جنرال قونسلگری افغانستان، آتشه تجارتی افغانستان مقیم دبی و اتاق تجارت دبی انتخابات را دایر مینماید. آتشه تجارتى افغانستان، نمایندگان جنرال قونسلگری افغانستان و اتاق تجارت‌ دبی نقش‌ ناظرین را در انتخابات مذکور ادا خواهند نمود.

The Awareness Session about the Re-activition of the Afghan Business Council in Dubai was convened at Dubai Chamber of Commerce & Industries:

The awarness session which was hosted by Dubai Chamber of Commerce was attended by the Afghan investors to note down the pre-requisites of re-establishing the council which has remained inactive since 2011.
Mr. Maiwand Mangal the Commercial Attachè of Afghanistan in UAE while underlining the importance of a functional business council assured the Dubai Chamber of Commerce of the deep interest and firm committment of the Afghan potential investors in reviving their Business council.
With the Reactivition of the Afghan Business Council after nearly 9 years, the Afghan business community in UAE would once again foster its footprints, resume and extend its contacts with rest of the foreign business councils operating in Dubai.

Reactivation of Afghanistan Business Council in Dubai:

Pursuant to an official request from Dubai Chamber of Commerce & Industries (DCCI) with respect to the reactivation of Afghanistan Business Council in Dubai, Mr. Maiwand Mangal, Commercial Attaché of Afghanistan in UAE along with Mr. Sayed Abdul Hadi Sayar, the Consular and Deputy Head of Missions Dubai met with Mr. Mohammad Bin Sulaiman, the Head of Foreign Business Councils affairs at Dubai Chamber.

(DCCI) being the responsible authority for registering the foreign business councils in Dubai has requested the reactivation of Afghanistan Business Council which hasn’t been renewed and active since October 2011.

To assist the Dubai based Afghan businessmen with the revival of their Business Council, the Office of Commercial Attaché along with Afghanistan Consulate General in Dubai will be providing them with all necessary facilitation and technical assistance they may require throughout the renewal process.

An awareness session is planned to be conducted soon for Afghan businessmen where the technical team from Dubai Chamber would elaborate the prerequisites set for reactivating the council.

Meeting with the UAE Federal Competiveness & Statistics Authority "FCSA":

The Commercial Attachè of Afghanistan in Dubai met with the Director of Economic Statistics Dept, Ms. Badria Hablail to discuss on the most recent bilateral trade information between Afghanistan & UAE.

FCSA is the only research institution across UAE that works on statistics (facts, figures) and conduct research across many areas including existing trade & investment in UAE.

Given that statistics form the foundation of every bilateral trade and investment agreement, FCSA and Office of Afghanistan Commercial Attachè hence agreed to initiate and sustain frequent information exchange on existing bilateral trade and investment between the two countries.

Office of Afghanistan Commercial Attachè could now use the FCSA Information Portal for the most updated details about AFG trade with UAE and the investment status of Afghans in UAE.

Meeting of the Minister of Industries and Commerce of I.R Afghanistan with the UAE-based Afghan Businessmen:

The Office of Afghanistan Commercial Attachè in Dubai, arranged a meeting of the Afghan traders based in UAE with H.E Ajmal Ahmady Minister of Industries and Commerce parallel to his participation at the UNIDO Ministerial conference held in Abu Dhabi.
Minister Ahmady briefed the businessmen over the Afghan export flow increased lately to Dubai via air and sea meanwhile also highlighted the role of the Afghan business community based in Dubai in developing the Afghan market economy. Minister Ahmady also enlightened them on the preparation undertaken for representing Afghanistan in Dubai World EXPO 2020.

Meeting with the Senior Officials of Dubai Economic development department:

Mr. Maiwand Mangal, the Commercial Attaché of Afghanistan, met with Mr. Ali Ibrahim Mohammad Deputy Director General of Dubai Economy Department, Mr. Khalid Alboom Deputy CEO of Dubai Investment Development Agency, Mr. Mohammad Al Kamali Deputy CEO of Dubai Exports Agency and their technical team.

The meeting was meant to build on the latest developments in UAE-Afghanistan trade relations and to discuss the way forward towards strengthening and expanding those bilateral ties.

Mr. Mangal highlighted Afghanistan as the affordable and nearby sourcing destination to UAE for many distinctive products including marble, saffron, carpets, dry and fresh fruits which are highly favored across UAE.

The Dubai Export agency responded that they are keen to keep Afghanistan on the list of core sourcing destinations of UAE, meanwhile ready to facilitate the re-export of the mentioned Afghan strategic items from Dubai to elsewhere in the world whilst preserving its identity (Made in Afghanistan).

The meeting was concluded with a consensus to arrange a follow-up bilateral meeting of Afghan exporters with the UAE-based key importers.

Dubai EXPO 2020 SITE VISIT & Meeting with the EXPO Authority Officials:

Maiwand Mangal the Commercial Attaché of Afghanistan paid a visit to the EXPO 2020 construction site and met with the EXPO Authority officials including the Director of International Relation Mr. Andre and the Country Manager for Afghanistan Mr. Majed Alsuwaidi.

Considering Afghanistan’s participation in the coming EXPO 2020, the site visit was purposed to locate the pavilion area designated for Afghanistan. Mr. Mangal was briefed by the EXPO officials over the infrastructure development and the next development plans.

This EXPO site visit and the meeting with concerned officials took place when the Count Down for the Expo was officially launched the day before yesterday. The EXPO would be inaugurated on October 20th 2020 and would run until April 10th 2021.

Afghanistan pavilion being located in close proximity to the host country pavilion shares ideal platform along with developed countries.

Ministry of Industries and Commerce being the focal agency on behalf of the government of Afghanistan has undertaken all preparatory measures for building the Self-Built Pavilion ahead of the set deadline.

نخستین محموله صادراتی پیاز با ظرفیت تقریبا 150 متریک تن طی دو روز گذشته از کابل به جانب دوبی ارسال گردید.
توقع می رود که این محموله در طول هشت روز به دوبی خواهد رسید.
فردا محموله 50 متریک تن دیگر پیاز نیز از کابل جانب دوبی در حال ارسال است
تخمینا در حدود 250 الی 300 متریک تن پیاز الی ختم هفته جاری از کابل به دوبی صادر خواهد شد.
امیدواریم که صادر کننده گان پیاز افغانستان بتوانند الی ختم ماه اکتوبر 700 الی 1200 متریک تن پیاز مورد تقاضا را به دوبی صادر نمایند.

The first onion export consignment weighing around 150 MT was dispatched yesterday and this morning from Kabul towards Dubai.
The consignment is expected to reach Dubai in 8 days.

This 150 MT consignment would be followed by the next 50 MT consignment tomorrow, queuing for departure.
Around 250 - 300 MT of Onion is reckoned to be exported to Dubai before end of the on-going week.
We hope our Afghan exporters would be able to meet the required supply of 700 to 1200 MT before end of October.

به تعقیب ملاقات قبلی با شرکت تجارتی یو ایم ایس و تفاهم که با شرکت نامبرده پیرامون وأردات پیاز از افغانستان به دوبی بمیان آمد، چاشت امروز به نمایندگی از شرکتهای صادرکننده افغانستان قرارداد اکمالاتی توسط آتشه تجارتی آقای میوند منگل با حضور داشت محترم عبد الصمد افغان جنرال قونسل جمهوری اسلامی افغانستان مقیم دوبی با کمپنی یو.ایم.ایس امضا گردید.
حسب قرارداد امضاشده صادر کننده گان افغانستان اکنون قبل از ختم ماه اکتوبر 2019 به مقدار 700 متریک تن پیاز را میتوان به کمپنی یو.ایم.ایس اکمال نمایند.
قرار است اولین محموله های صادراتی به دبی ذريعه کانتینر ها فردا از کابل ارسال گردد که طی 6 الی 8 روز آینده به بندر حمریه دبی انتقال خواهد یافت.
البته این تا الحال نشان دهنده نخستین صادرات عمده از افغانستان به امارات متحده عربی است.

Further to the yesterday's discussion with the UMS company regarding the onions import from Afghanistan, the supply contract on behalf of the Afghan companies was signed with them this afternoon at the presence of Mr. Abdul Samad Afghan, Afghanistan's Consul General in Dubai.

As per the signed contract, Afghanistan's exporters can now supply the UMS company 700 MT tons of Onions before 30th October 2019.
The first export consignment via containers would be dispatched from Kabul tomorrow and would reach Port Humriyah in 6 to 8 days.

This would be marked as the first ever bulk export consignment from Afghanistan leading to UAE.

در پهلوی اینکه روزانه میوه های تازه افغانی به دوبی از طریق هوا اکمال می گردد دفتر آتشه تجارتی افغانستان مقیم دوبی درسعی و تلاش اینست تا اقلام صادراتی افغانستان به دوبی را متنوع تر واز مجراها و مسیرهای مختلف بیشترسازد.

هند که یکی ازبزرگترین اکمال کننده گان سبزیجات به بازارهای دوبی محسوب می شود. اخیرآ صادرات پیاز خویش را بمنظور مرفوع سازی تقاضای بازارهای محلی داخلی خویش به دوبی منع قرارداد. که البته این امرزمینه خوبی رابرای صادرکردن پیاز افغانی به بازارهای دوبی مساعد گردانید.

اقای منګل آتشه تجارتی جمهوری اسلامی افغانستان مقیم دوبی اخیرا با کمپنی بنام ( یو.ام. ایس. ) مقیم دوبی ملاقات نموده و باایشان درخصوص اکمال بازارهای دوبی با پیازافغانستان تبادله نظرو بحث نمود. درمقابل کمپنی یو.ام.ایس. تشویق به این شد تا از ۷۰۰ الی ۱۰۰۰ متریک تن پیاز افغانی را الی تا ریخ ۳۰ اکتوبرسال روان میلادی خریداری نماید. درعین حال صادرکننده گان افغانی درکابل آماده گی خویشرا به خاطرارسال اولین چهار کانتینرپیاز به ظرفیت ۱۱۰ متریک تن نشان دادند، که این حجم صادرات پیاز الی ختم ماه جاری چند برابر خواهد شد . قرارداد این اکمالات قرار است فردا با کمپنی یو.ام.ایس. مقیم دوبی ازجانب آتشه تجارتی افغانستان به نمایندگی صادرکننده گان افغانی امضا گردد.

In addition to Afghan fresh fruits being supplied daily to UAE via air, Commercial Attaché in Dubai has been striving to diversify these exports and increase the flow even further through different transportation modes and routes.

India being the largest supplier of vegetables to UAE has recently banned onions export to supply its local demand. The ex*****on of this export ban policy by India has paved the ground for Afghan Onions to fil the supply gap.

Afghanistan’s Commercial Attaché to UAE Mr. Mangal met with Dubai-based UMS Food General Trading company, discussed the current market supply and the demand for Afghan onions. The UMS Company was convinced to purchase 700 – 1000 MT Afghan Onions before Oct 30th 2019.

While the Afghan exporters in Kabul are getting ready for dispatching the first 4 Containers carrying 110 MT onions, a supply contract on their behalf would be signed tomorrow with the UMS General Trading in Dubai.

As per the invitation of the Dubai Customs, the Commercial Attaché of Afghanistan in Dubai, visited the Ports, Customs and Free Zone Corporation (PCFC) stand at GITEX Technology EXPO on October 9th , 2019.
The Commercial Attaché Mr. Maiwand Mangal, was received at PCFC stand by Dubai Customs official and was briefed over the recent initiatives launched by Dubai Ports (DP WORLD) and Dubai Customs.
The launched initiatives are focused around advanced Dry Ports & Free Zone handling, precise and simplified consignment inspection at Customs check-points, and the World Logistics Passport concept (Fast-tracked cargo movement across multiple transportation methods).

Considering the establishment of new SEZs and industrial parks planned by the Afghan government, there is a lucrative opportunity for the concerned Afghan department to engage with DP WORLD in establishing and running those economic fields following the PPP framework.

DP WORLD officials assured Mr. Mangal of their readiness to initiate discussion with the concerned Afghan agency over the available dry ports and SEZ projects in Afghanistan.

Fly Dubai would soon initiate Cargo operations between KBL/DXB and other destinations under Afghanistan National Air Corridor Program.

To fully utilize the on-going export season and to widen the flow of Afghan exports to UAE , Mr. Mangal Afghanistan Commercial Attachè met with the Vice President of Fly Dubai Mr. Mohammad Salem Hasan and resolved their concerns with regards to operating cargo between KBL/DXB under National Air Corridor Program.
During the one month period this is the second UAE airline, convinved to carry Afghan exports to UAE and nearly 120 destinations world-wide under mutually agreed terms and conditions.
Fly Dubai having 3 flights daily would carry 8 -12 MTs export consignment to Dubai and any destination within their extensive network.
The MOU is drafted and would be soon signed with Fly Dubai.

Official Launch of Kabul-Sharjah Air Corridor at Air Arabia's HQ
Pursuant to an official launching ceremony of Kabul -Sharjah Air corridor in Kabul, the Office of Commercial Attache in Dubai arranged a similar launching ceremony in Sharjah in the presence of H.E Minister Ajmal Ahmady and the Executives of Air Arabia to mark the inaugural consignment delivery to Sharjah via Air Arabia under the National Air Corridor Program.

H.E Minister Ahmday was accompanied by Afghanistan Consul General Mr. Abdul Samad Afghan , Afghanistan Commercial Attachee Mr. Maiwand Mangal and UAE-based Afghan investors .
Through this air corridor, Afghan exporters would supply UAE market with 4MT of different exports items daily.

Launching of Kabul - Sharjah Air Corridor:

As a result of persistent follow by Office of Commercial Attachè, the 1st ever Air Corridor between Kabul and Sharjah would be launched tomorrow.
This air corridor which would be operated by Air Arabia is expected to deliver 25 MT of Afghan goods weekly.
However until now only 3 - 4 Metric Ton of exports were delivered weekly to Dubai.

Not just launching the Kabul- Sharjah air corridor, the Office of Commercial Attachè has also found in advance the committed and confirmed buyers for the Afghan exported goods.

Meanwhile the Commercial Attachè Mr. Mangal is also currently engaged in negotiation with Fly Dubai over signing the Cargo MOU which would ensure daily delivery of 9 -12 MT of Afghan fresh fruits via their 3 flights per day.
With these two air corridors in place, Afghanistan would finally be able to supply UAE markets monthly with 310 MT highly demanded Afghan organic fresh fruits and vegetables.

To broaden the flow of Afghan exports to UAE and extend them onward to GCC region, the Commercial Attaché, Maiwand Mangal met with the Senior Vice President of Fly Dubai and Senior Regional Director of Air Arabia airlines, visited the Cargo zones of Dubai and Sharjah International airports and emphasized on the constant and well-timed delivery of Afghan export consignments.

For Afghan exporters, to supply the vast demand in UAE for organic agricultural products, a continuous, reliable and timely delivery of the consignment is the only requirement they should fulfill.
Considering the above export opportunity, Mr. Mangal is in pursuit of opening a new air corridor between Kabul and Sharjah through Air Arabia, which operates 6 flights a week with the carriage capacity of 3 to 4 tons per flight. Meanwhile to increase the capacity of the existing air corridor between Kabul and Dubai from 4 tons per week to 54 tons, the Commercial Attaché is currently in discussion with Fly Dubai which runs 3 flights per day, seven days a week, with the carriage capacity of 3 to 4 tons.
During the site visit of the cargo zones of Sharjah and Dubai International airports, the Commercial Attached was briefed by senior cargo team about the import and export declaration, handling, examination and customs clearance processes. Given the opportunity, the Commercial Attaché also met with certified customs clearance agents and discussed the customs and food standards prerequisites.

In pursuit of potential Afghan manufacturing companies based across UAE, Afghanistan’s Commercial Attaché visited Al-Hamriyah Free Zone, the UAE’s second largest free zone after Jabal Ali.

Mr. Aljarwan, the Director General of Al-Hamriyah Free zone in meeting with the Commercial Attache Mr. Maiwand Mangal valued many large scale Afghan manufacturing companies who have been operating in different sectors at mentioned free zone.

The Sharjah-based Al-Hamriyah Free zone uniquely located at the intersection between three continents accommodates around 6500 companies with origins in 163 countries.

Around 50 Afghan manufacturing companies operating at large scale are based in Al-Hamriyah Free zone and supply growing markets of three continents globally.

Al-Hamriyah Free Zone Authority agreed to establish a Client Service Counter exclusively for Afghan companies to address their problems at emergency cases.
