Goddard & Howse strongly condemn the deployment of cluster bombs by the United States in Ukraine. In Laos, we have seen with our own eyes the destruction that this insidious weaponry has caused. More than two million tons of cluster bombs were dropped by the United States on Laos during the second Indochina War (1964-1973), making Laos the most heavily bombed country in history per capita. An estimated 30 per cent of the 270 million sub-munitions dropped on the country did not detonate. Four decades after the war, these deadly items remain a persistent threat and daily reality for thousands of communities across Laos.

Good news from China

China will end mandatory quarantine for foreign arrivals from 8 January as the country eases restrictions after nearly three years of COVID-19 border controls and lockdowns. The only requirement will be a PCR test 48-hours before arrival. The announcement is the latest move by Beijing to loosen its zero-COVID policy after the government dropped mandatory testing and lockdowns earlier this month. In a statement, the National Health Commission said constraints limiting the number of international flights will also be abolished.

The management of COVID-19 will be downgraded to the less strict Category B from the current top-level Category A as the disease has become less virulent and will gradually evolve into a common respiratory infection, said the Commission. Since March 2020, all passengers arriving in the country had to undergo at least two weeks of mandatory centralised quarantine.
