IMPORTANT NOTICE TO FORMER FILIPINO BORN CITIZENS

****************** THE BALIKBAYAN PRIVILEGE *****************

The Bureau of Immigration of the Philippines has very recently enforced the following requirement to avail of the Balikbayan Privilege when entering the Philippines for former Filipinos staying over the visa free period of 21 days in the Philippines.

The Balikbayan Program, as instituted by Republic Act 6768 (amended by Republic Act 9174), was launched by the Philippine Government "under the administration of the Department of Tourism to attract and encourage overseas Filipinos to come and visit their motherland. This is in recognition of their contribution to the economy of the country through the foreign exchange inflow that they generate."

Former Filipino nationals and their family members travelling together to visit the Philippines and planning to stay for more than 21 days may enter the Philippines without visas through the Balikbayan visa-free privilege. They may visit the Philippines several times (multiple entry) within a year or they may stay in the Philippines for a maximum of one (1) year.

Who falls under the BALIKBAYAN program?

By legal definition, a Balikbayan is:
• a Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year from the date of last departure;
• a Filipino overseas worker; or
• a former Filipino citizen with foreign passport and members of his/her family. The term "family" shall mean the spouse and the children of the Balikbayan (who are not Balikbayan in their own right) who are travelling to the Philippines with the Balikbayan.

What are the documents to be presented to show proof of BALIKBAYAN status?

Former Filipino nationals who wish to avail of the program must present proof of former Philippine citizenship such as

1) old Philippine passport or
2 ) Philippine birth certificate upon arrival at any Philippine Port of Entry.
In cases that their spouses and minor children travel together with them, they must present the following:

1. Old Philippine passport or Philippine birth certificate for the key claimant;
2. Marriage certificate for the spouse;
3. Birth certificate for the child; and,
4. Australian passport with a validity of at least six (6) months beyond the intended stay in the Philippines.

Please ensure you carry the required documents and are prepared before your date of departure to the Philippines or may risk being denied boarding or entry into the Philippines.

REMINDER: The new eARRIVAL CARD -- MANDATORY REQUIREMENT of the PH Bureau of Quarantine (BOQ) for entry into the Philippines.

Attention: Passengers traveling to PH:

Please ensure you fill out a new electronic ARRIVAL CARD (“eARRIVAL CARD”) that has officially replaced the One Health Pass (OHP) as the MANDATORY entry requirement for arrival in the Philippines.

Here’s the link which leads to the E-ARRIVAL CARD: https://www.onehealthpass.com.ph/.

This new eARRIVAL CARD is easier to fill out and requires less information, in line with a decision by Philippine health authorities to simplify the arrival process.

To avoid long lines at the airport, we highly encourage you to fill out the eARRIVAL CARD within 72 hours prior to departure from your country of origin.

If you are unable to do so before departure, personnel from the Philippine Bureau of Quarantine (BOQ) and airport staff will assist you in completing and uploading the eARRIVAL CARD upon your arrival in the Philippines. However, this may cause delays or extra queuing when you arrive, as you will not be allowed to exit the airport immigrations area until this process is completed.

The requirement for eARRIVAL CARD is a regulation set by the Bureau of Quarantine. Other arrival protocols remain the same and follow Resolution 168 of the Philippine Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).
