Name of the Organizatio

The name of this organization shall be “Bangladesh Awami Parjatan League – APL”. And tourism related wings of Bangladesh Awami League. Preamble
To consolidate the independence of the People’s Republic of Bangladesh and to uphold its sovereignty as well as territorial integrity
To establish and protect the people’s constitutional rights since all powers in the Republic belong to the people;
To ensure political, economic, social and cultural freedom and welfare of all citizens;
To build a Secular, democratic society and state-system imbued with the spirit of Liberation War.
2.1 Fundamental Principles
The fundamental principles of the Bangladesh Awami Parjatan Leagues shall be Bengali Nationalism, Democracy, Secularism or in other words ensuring freedom of all religions as well as non-communal politics and Socialism, that is to say-the establishment of an exploitation-free society and social Justice.
2.2 Commitment
The Bangladesh Awami Parjatan League shall adopt appropriate measures to implement its Declaration and Program. The fundamental goals and commitments will be:
To uphold the ideal of independence and the spirit as well as values of Liberation War;
To recognize human dignity and humanistic values;
To secure the unity and solidarity of the people of Bangladesh;
To boost up the smooth growth and institutionalization of parliamentary democracy in the right manner and to ensure people’s freedom and security in the exercise of suffrage according to their choice;
To ensure fundamental human rights irrespective of religion, caste, s*x, community, ethnic identity and so on and to provide ample scope for higher standards of living;
To ensure religious freedom and to eradicate all shades of communalism;
To stop oppression against women; to protect women’s rights as well as dignity and to empower them by ensuring female participation in all spheres of the state and social life;
To protect children’s rights; to ensure opportunity for hastening their physical and mental development and to assure development of the young generation;
To solve problems of all the basic necessities of life including food, clothing, shelter, education and medical care for all people, and to ensure their right to work and to improve the standards of living;
To make an end to economic backwardness; to eradicate poverty; to provide more employment; to meet the challenge of globalization; to overcome one-sided foreign dependency and to encourage productive investment in the private sector, thereby building the foundation of a strong tourism developed national economy;
To prioritize human resource development, expansion as well as standardization of education; to implement an education policy consistent with the society’s requirements and to introduce and implement a cheap and progressive education policy and to encourage expansion of science and technology;
To ensure the expansion of Bengali heritage, civilization, language, arts, literature and culture; to prevent averse-to-life, vulgar, obscene entertainment and distorted culture and to preserve and promote the life style, language and culture of the aborigines, tribes and ethnic groups of the country;
The Bangladesh Awami Parjatan League shall constantly remain vigilant to follow and implement the aforesaid basic principles, goals and commitments and to create national unity, enthusiasm and new spirit. With unflinching devotion, honesty, discipline and firmness the party, shall commit itself to the establishment of a developed and prosperous ‘Sonar Bangla’ envisaged by the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman. Aims and Objectives
Establish Bangladesh as a Tourist Destination of the World
To create interest in tourism among the people
To preserve, protect, develop and maintain tourism resources
To take steps for poverty-alleviation through creating employment
To build a positive image of the country abroad
To open up a recognized sector for private capital investment
To arrange entertainment and recreation
To strengthen national solidarity and integrity
Approximately 1.30 million tourists will visit Bangladesh each year following the year 2020 and the growth rate will continue to rise. Target to contribute to the GDP of Bangladesh, at least 4-5 percent from the tourism industry. The communication network will be well established both internally and externally. Liberate and easy travel system will be introduced by Bangladesh and other countries. Flag
The flag of the Bangladesh Awami Parjatan League shall be green in color in one-thirds on the right and one-thirds on left and red in one-third on the middle. The ratio of its size -when measured in terms of green and red-shall be 1:1:1. Language
The activities of Bangladesh Awami Parjatan League shall be conducted in Bengali. If necessary, other languages including English may be used. The Procedure of Formation
The organizational stratum of the Bangladesh Awami Parjatan League shall be of the categories hereinafter following, namely:

Bangladesh Awami Parjatan League, Triennial National Congress. Membership
With absolute faith in the aims and objectives of the Bangladesh Awami Parjatan League, as laid down in section 2 of this Constitution, every citizen, aged 18 or above the age limit, male or female putting his/her signature to the given declaration in the specified form and paying the triennial subscription amounting to Tk. 10.00 (Taka Ten Only) shall be entitled to become members of the Bangladesh Awami Parjatan League; if
He/she does not appear to be involved in any activities against the independence, sovereignty, state security, territorial integrity, national solidarity as well as state ideals, violent activities and public security of Bangladesh;
He/she is not a person who has surrendered his citizenship or whose citizenship has been nullified;
He/she is not a member of any other political party;
He/she does not believe in any discriminatory practice of religion, profession, caste and color;
He/she is not a member of any organization, acting against the policies and principles of the Bangladesh Awami League;
He/she shall be obliged to take part in minimum training course of any type, and to carry out any order directed by the Bangladesh Awami League Executive Committee; and
Shall pay the triennial subscription on a regular basis;
Ward Committee
The branch organizations of Bangladesh Awami Parjatan League formed in all the administrative Unions and the wards of ‘Kha’ and ‘Ga’ category municipalities are included in the primary level. A ward committee can be formed if at least 31 (Thirty One) male and female person of a ward obtain membership of Bangladesh Awami Parjatan League. Ward unit will function under direct supervision of Union Committee and will disseminate the principles, ideology and programs of Bangladesh Awami Parjatan League to the people of the remotest area of the country. They will inspire the people of their own locality with the ideals of Bangabandhu and unite them under the banner of Bangladesh Awami Parjatan League. (Ka) Procedure for forming ward committee
The Union Committee will collect a list of minimum 31 (Thirty One) regular members and send it to the Thana (Police Station) Committee at least 15 (fifteen) days ahead of holding ward committee conference. On the date fixed 15 (fifteen) days earlier and on the date widely publicized by poster, leaflets and other means under the guidance of the representative of Thana (Police Station) unit and in presence of listed members including the leaders and workers of the concerned unit, the President and General Secretary of the Union Committee, through discussion and consensus, will form the Ward committee. At the same time they will elect 10 (ten) councilors. If not possible on consensus basis, the listed members will elect President and General Secretary of the Ward committee through secret ballot. The newly elected President and General Secretary will submit a draft of full committee to the higher committee for approval. The higher committee will approve the proposed committee as per procedure laid down in section 22 of the constitution. Union Committee
The Union Committee of Bangladesh Awami Parjatan League will be formed in every Union of Bangladesh. Municipal Committees under category “Kha” and “Ga”, Municipality under category “Ka” and ward committees of City Corporation at Divisional level will enjoy the status of Union Committee. Union Committee will act under the supervision of Thana (Police Station) Committee, will maintain co-ordination among the Ward Committee and supervise their activities. Thana Committee
All the administrative Police Stations (Thana) of Bangladesh and the Municipal Committees included in “Ka” grade and the administrative Thana (Police Station) Committees under Dhaka, Chittagong, Khulna, Rajhahi, Barisal, Sylhet and Rangpur will enjoy the status of Thana (Police Station) Committee. The Thana (Police Station) Committee will act under the supervision of District Committee and will Co-ordinate among the Union Committees and supervise their activities. District Committee
All the administrative districts of Bangladesh, the Dhaka Metropolitan City North and South that acquired status of district, Chittagong North and South district, Comilla North and South district, metropolitan branches of divisional cities and Syedpur administrative Thana (Police Station) committee will enjoy the status of a District Committee. The District Committee will work under the direct supervision of the Central Executive committee will implement the directives and programs of centre through its own unit and the subordinate units. Members – 30. Total: 71 (Seventy One) Members. (A) Dhaka and Chittagong Metropolitan Committee
Dhaka Metropolitan South Committee will consist of Kotwali, Sutrapur, Lalbagh, Demra, Ramna, Motijheel, Sobujbagh, Khilgaon, Shyampur, Kamrangir Chor and Hazaribagh Police stations of Dhaka Metropolitan City and Dhaka Metropolitan North unit will consist of Dhanmondi, Tejgaon, Mohammadpur, Mirpur Cantonment,Pallabi, Uttara, Kafrul, Airport, Badda and Gulshan Police stations of Dhaka Metropolitan city. Both the Committees will enjoy the status of a District Committee. As Dhaka is the Capital City of the Country, the Dhaka Metropolitan Committee will have 30 (thirty) more members than the District Committee and thus Dhaka Metropolitan North and South Executive Committee will consist of 101 Members and being the Commercial Capital of the Country,
Chittagong Metropolitan Committee will also have 30 (thirty) more members than the District Committee and will thus consist of 101 members. The Ward Committees of Dhaka and Chittagong Metropolitan city will enjoy the status of Union Committee. In every Ward minimum 5 (five) and maximum 9 (nine) Unit Committee can be formed as per procedure mentioned in Section 9 (Ka) subject to the proposal of the Metropolitan Executive Committee and approval by central Executive Committee. The Unit Committee will enjoy the status of Ward Committee. The Unit Committee will have 16 (sixteen) Officers like the Ward Unit and number of members will be 9 (nine) instead of 15 (Fifteen) thus totaling 25 (twenty five).
13. (B) President of the branch organizations
The president will be regarded as chief of his branch. He will preside over all the meetings of the branch and if there is any difference of opinion on any decision in a meeting, his decision will be considered as final. In this case he may, if necessity arises, discuss the issue with the General Secretary. If the General Secretary defies two times the advice of President to call any meeting, in that case the President himself can convene the meeting. The President, in consultation with the General Secretary, can entrust any officer or member with any responsibility at the interest of the organization. He can call for explanation from any officer or member of the Unit including his own. He will be answerable to the Executive Committee and in all upper levels for discharging his responsibilities.
13. (C) General Secretary of branch organizations
A General Secretary will be treated as Chief Executive of his own unit. He will convene all the meetings as per advice of the President. He will implement all the decisions of the Executive Committee through the Secretaries. He will preside over the meetings of the Secretaries relating to business of the branches. He may give directives and advices to the Divisional Secretaries and Executive Committee members for performing their assignments and may seek explanation. He will seek the advice of the president while performing his own duty and he will be liable to the President, Executive Committee and to his senior levels for his responsibilities.
13. (D) Other officials of branch organizations
The officials of the branch organizations except the President and General Secretary will carry on the same kind of responsibilities and enjoy authority like the Officers except the presidium of the central executive committee as mentioned in paragraph 12 of the constitution. Overseas Committee
If 151 (One hundred and fifty one) Bangladeshi youth citizen living in any country outside Bangladesh obtain membership of Bangladesh Awami Parjatan League, then like the district committee , a branch committee consisting of 71 (seventy one) members can be formed in that country. This committee will enjoy the status of District Committee. The President and General Secretary can increase and decrease the number of members of this committee subject to the approval in the next Executive Committee meeting on special consideration considering the number of Awami Parjatan League members living in the concerned country, environment and keeping an eye to the necessity of the expatriates. Advisory Council
There shall be Central Advisory Council of the Bangladesh Awami Parjatan. The number of members of the Central Advisory Council shall be 21. The President shall have the right to increase the number of members, if necessary. The President shall nominate members of the Advisory Council. The Advisory Council shall have three cells. These cells shall primarily work in the following areas:
I) Political II) Economic and III) Social
The Advisory Council shall work as the think-tank of the party. Taking the national and international issues into consideration, the Advisory Council shall give the party advice and directions on various issues. It shall conduct research, evaluation and observational works on the political, economic or social issues and, from time to time, provide information, data and statistics to help issuing of party speech, statements, comments and publications. Similar Advisory Council shall be formed at the District, Metropolitan City, Upazilla /Thana and Union level. The Advisory Council shall comprise of 21 members in metropolitan city, 21 in district, 15 in Upazilla /Thana and 11 in union. The District, Metropolitan City, Upazilla /Thana and Union Advisory Council shall be declared in the respective triennial meetings. At the suggestion of the President, any member of the Advisory Council shall summon its meeting. The President of the organization shall preside over the meeting of Advisory council at all organizational levels. But if he is absent, any of the members present, upon the motion being made by a member and supported by another, shall preside at the meeting of the Advisory Council. Central Executive Committee
The triennial National Congress of Bangladesh Awami Parjatan League, will elect 1 (One) President, 13 (Thirteen) Presidium Member, 1 (One) General Secretary, 3 (Three) Joint Secretaries, 7 (Seven) Organizational Secretaries, 15 (fifteen) Divisional Secretaries,
15 (Fifteen) Assistant Secretaries and 36 (Thirty-six) members to execute the central activities of Awami Parjatan League. These executives will act as Central Executive Committee unitedly/collectively. The structure of Central Executive Committee will be as under:

Central Executive Committee
Bangladesh Awami Parjatan League Central Executive Committee is the highest working council of the organization. It will conduct all the central activities of Bangladesh Awami Parjatan League. This working council will implement all the decisions taken in council meeting and the objectives stipulated in section-2 of the constitution. It will accord final approval to the branch committees, to form convening Committee after Canceling the same and to hold the council meeting of the branch within 90 days and to cancel the convening Committee if it does not work perfectly. It will supervise the income and expenditure account, accord approval of the same and compile budget of the organization. This committee will fix up the date and chalk out the program of Bangladesh Awami Parjatan League central council meeting and triennial national congress. It will fix up the responsibilities of the executives of the Executive Committee. It will take up any program to implement the objectives and purposes of the organization and take necessary steps for implementation of the same. The Executive Committee will sit at least once in every 2 (two) months to review the organizational and political activities, evaluate and take decision for future programs. It will have authority to take disciplinary actions against any sub-ordinate branch if there is any confirmed complain of breach of rules in the formation or activities of that branch. It can award any locality the status of Thana (Police station) or District subject to the approval in the central committee meeting. If any post of executive committee fall vacant, the President and General Secretary will arrange to fill up the same with the approval of the executive Committee. The members of the executive committee will obviously deposit the monthly subscription @ TK. 200/- (Taka Two Hundred) in the account of the organization.
16. (A) President
The President of Bangladesh Awami Parjatan League will be regarded as head of the organization. He will give interpretation of the constitution; will preside over the meeting of national congress, national central committee, central executive committee and presidium. Subject to his approval, the presidium and the secretaries and the executive members, will discharge their responsibilities unitedly and individually. The President can seek explanation from any executive or member of any level for his negligence and indifference to his responsibilities. The President will give ruling, interpretation of the constitution if there is any difference of opinion on taking any decision in the executive committee meeting. In this situation, his decision will be final and conclusive. But if he desires, he may seek opinion from the General Secretary or the majority members.
16. (B) Presidium
The 15 (fifteen) member presidium consisting of the President, 13 (thirteen) members and the General Secretary will all along assist the President in discharging his responsibilities. The presidium will meet at least once in every two months. The General Secretary of the organization in consultation with the President will convene the presidium meeting. The presidium will act as tribunal to settle any internal disputes including the election of the lower committees of the organization. In temporary absence of the President, his nominated member and if nomination be not possible by him then the first one of the serial of members will act as President (in-charge) of the presidium. If the post of President be vacant permanently, the Executive committee will elect one of the presidium members as “Acting President” of the organization for the rest period of the tenure. If any member of the organization is charged for anti-discipline activities or of adverse morality, punitive measures may be taken against him or re-instate him in his position by withdrawing the punitive measures.
16. (C) General Secretary
The General Secretary is the Chief Executive of the organization. He will implement all the decisions of the central council, central committee and executive committee through the secretaries. The secretaries and all the executive members will take over their assignments from him and will be accountable to him. As per advice of the President, he will convene the meeting of executive committee, central committee and of presidium and will solicit advice from the President for discharging his own responsibilities. The General Secretary will be accountable to the executive committee for his activities. In his temporary absence, the Joint Secretary in order of serial will act as. General Secretary (in-charge). If the post of General Secretary be vacant permanently, the Executive Committee will appoint some one from the joint secretaries as General Secretary (Acting) for the rest period of the term. He will preside over the meeting of the secretaries.
16. (D) Joint Secretary
The Joint Secretary will extend all out co-operation to the General Secretary in discharging his responsibilities. He/she will carry out the responsibilities given to him by the executive committee, President and General Secretary and will discuss and seek directives from them. He will be accountable to the executive committee, President and General Secretary for his responsibilities. In absence of the General Secretary, will act as General Secretary (in-charge) according to sequence and if the post of General Secretary be vacant permanently, any one of the Joint Secretaries will act as General Secretary (Acting) as per decision of the executive committee.
16. (E) Organizational Secretaries
The Organizational Secretary will discharge the responsibility of building Organization in all areas of the Country, nurture those and make these organizations dynamic. He will discharge the responsibilities entrusted to him by the executive committee, President and General Secretary including other responsibilities. He will regularly apprise the President and the General Secretary about his own areas solicit their advice and will give explanation to them.
16. (F) Publicity and Publications Secretary:
The Publicity and Publications Secretary will arrange to distribute all types of publications including poster, leaflets booklets, etc depicting the objectives, ideology and purpose in every layer of the organization and if necessary in every stratum of public and will discharge other responsibilities he is being entrusted with
16. (G) Office Secretary
The office Secretary will preserve and maintain all the resources, office documents containing information about branch offices and head office, organizations documents etc. He will prepare, dispatch and record all the circulars, notifications, correspondences. He will draft the press release of the organization and arrange to publish the same and will record and maintain the minutes of all the meetings along with other responsibilities entrusted with.
16. (H) Finance Secretary
Finance Secretary will handle the funds of the organization and will maintain the accounts of the organization. Subject to the approval of the President and General Secretary of the organization, he will submit this accounts and budget in the executive committee, central committee and national council and will perform other duties entrusted with.
16. (I) Education, Training and Library Affairs Secretary
I. He will implement the principles and programs of Bangladesh Awami Parjatan League relating to the education policy and system of the country. He/she will appraise the organization about any defects in the education system of the country and will implement the programs taken by the organization for removing these defects. He will arrange for political, organizational and other necessary training for all category of leaders and activists of the organization. At the same time he will establish and operate library comprising books related with the ideals of Bangabandhu, father of the nation and Bangladesh Awami Parjatan League which are to be learnt by the leaders and activists of the organization. If possible he will
make efforts to establish such libraries in the lower branches and do perform the duties entrusted with.
16. (J) Legal Affairs Secretary
The main duty of the Legal Affairs Secretary is to extend legal supports to the people deprived of their rights as well as to the leaders and activists of Bangladesh Awami Parjatan League. Apart from this, he will try to organize movement by creating public opinion against any black law which is anti-people, anti-human rights and to repeal the same.
16. (K) International Relations Secretary
He will project and publish the ideal of Bangabandhu, Father of the Nation, the objects, aims, activities and statement in the outer would. He will build up good relations with various international youth organizations and will maintain contact with branches of the organizations situated in the outer world and apprise the executive committee about those branches. Apart from this, he will perform all the duties entrusted with.
16. (L) Relief and Social welfare Secretary
He will take up social welfare programs on behalf of the organization and implement the same. He will perform other duties entrusted including extending relief and co-operation to the helpless and distressed people in time of national disaster and other reasons.
16. (M) Science and Technology Affairs Secretary
He will connect Bangladesh Awami Parjatan League with the development and advancement of Science and Technology worldwide. He will perform the responsibilities entrusted with him including implementation of programs taken by the organization for development in the filed of science and technology and to create interest among the youths about science and technology matters.
16. (N) Cultural Secretary
He will perform his responsibilities on behalf of the organization to build up healthy and progressive culture by resisting the extra-cultural activities in all spheres of the society. He will implement all cultural programs taken up by the organization including National day and other special occasions. He will build up good relations with cultural activists and if possible will establish cultural branches of the organization and nurture it. In addition to this, he/she will perform other duties entrusted with him.
16. (O) Health and Population Affairs Secretary
He will implement the programs taken up by the organization for making the youth of the country health conscious and prevention of population expansion. He will review a health policy with an aim to create a pro-health environment and will also adopt programs to evade its bad effects. Besides this, he will also discharge the responsibilities entrusted upon him
16. (P) Information and Research Secretary:
He is entrusted with the responsibilities to collect information about the organizations of Bangladesh Awami Parjatan League, deliver it to the central office and maintain records. Besides this, he will collect information about the problems of the youth population of the country and will conduct research what steps/ programs may be taken by the organization to solve these problems and what steps may be taken to solve the unemployment problem and will deliver the collected and devised information to the executive committee. At the same time he will discharge all the responsibilities entrusted upon him.
16. (Q) Manpower and Employment Affairs Secretary
Bangladesh is a densely populated country. He will discharge responsibilities to convert this manpower into resource. Besides this, he will inspire the educated, half-educated and uneducated unemployed youths for self-employment and self-dependency through co-operatives and will take necessary programs on behalf of the organization to create new employments and implement the same. At the same time, he will discharge all other responsibilities entrusted upon him.
16. (R) Sports Secretary
He will discharge responsibilities on behalf of the organization to build up disciplined environment in the sports arena to create interest to sports among the young population and to develop the standard of sports. Besides this he will organize tournament and sports competition on behalf of the organization and will discharge all the responsibilities entrusted on him.
16. (S) Environmental Affairs Secretary
He will discharge responsibilities on behalf of the organization to build up environment conducive to human habitation by preventing environmental pollution. With this object, he will develop good relationship with the environmentalist organizations as well as also perform all other responsibilities entrusted to him.
16. (T) Woman Secretaries
She will, alongside discharging other responsibilities, implement the schemes to realize the rights of the women, to make then self-dependant and pro-active, to pin point the real problems faced by the women in the society and to solve the same and also to generate employment for the women.
16. (U) The Secretaries
The central secretaries will implement all the decisions and programs taken by the Central Executive Committee and Central Committee. The members of the Board of the secretaries will be accountable to the President, General Secretary and Executive Committee for their own departmental responsibilities. They will take suggestions from the President and The General Secretary to discharge their own departmental responsibilities and will manage the Central Secretariat. Apart from the duties and responsibilities as mentioned in the constitution, the secretaries will, subject to the counsel and approval of the executive committee, President and the General Secretary, will take up .time befitting and necessary schemes for their own departments and implement the same.
16. (V) The Assistant Secretaries
They will co-operate their own departmental secretaries all the time and will act as departmental secretary (in charge) in the absence of the departmental secretary. Besides this, they will discharge other responsibilities entrusted with.
17. Central Committee
The Bangladesh Awami Parjatan League central committee will consist of 351 (three hundred fifty one) members comprising 91 (Ninety one) members from Bangladesh Awami Parjatan League central executive committee and 260 (Two hundred sixty) members selected by the President and General Secretary subject to the approval of central executive committee. This committee will be considered as policy fixation committee. This Committee will meet at least in 2 (two) meetings in a year and will give directive for implementation of decisions taken in the central council, will be in a position to take any steps subject to the approval in the next council meet for the welfare of the young generation and thereby the people of the Country and for the benefit of the organization by thoroughly reviewing the activities of the executive committee. The meeting called by the body comprising central committee, President, General Secretary of District Unit, Conveners, Joint Conveners will be treated as an extended meeting of the central committee. This meeting can be called at any time for the interest of the organization. The President of the organization will preside over the meeting of the central committee. The central executive committee will be accountable to the central committee for its over all activities. The central committee will approve the budget proposed by the central executive committee. If any post in the Central Committee be vacant, the President and General Secretary of the organization will arrange to fill up the same. The President and General Secretary of the organization will distribute responsibilities to the members of Central Committee. The members of the Central Committee will pay monthly subscription of Tk.100/- (Taka one hundred) each regularly on compulsory basis.
18. Sub-Committee:
In every level of Bangladesh Awami Parjatan League, for organizational purpose or for smoothly performing any program or activities, the President and General Secretary at the central and President and General Secretary at other levels will be able to constitute required numbers of permanent/temporary sub-Committee. They can abolish or re-organize these Committees after the purpose is over or for failure to discharge the responsibilities. A presidium member or a Joint Secretary at the Centre and in other levels a Vice-president or a Joint Secretary will act as convener of this committee. Considering the importance and range of activities of the committee, a Joint Secretary may be appointed as Joint Convener of this committee. The Divisional Secretary will act as Member Secretary of the committee. This committee will be consisting of 5 (five), 7 (seven) and highest 9 (nine) members. If any difference of opinion arises between this committee and the executive committee on as any issue, the decision of the executive committee will be treated as final.
19. Central Council and Triennial National Congress
The Central Council of Bangladesh Awami Parjatan League will be treated as the highest national council of the organization. This council will meet once in every year between 1st day of January to 31st day of March. Decisions on political and organizational affairs including approval of the activities of executive committee in the national council and triennial national congress, amendment of constitution, drawing up new programs, and approval of declarations can be taken in this meeting. But election of executives of the organization at all levels will be held in triennial meeting. Central triennial meeting will be treated as National Congress and meeting in other levels as triennial conference. The political decisions taken by the central executive committee and central committee will have to be approved in the next council.
20. Councilor
The branches of Bangladesh Awami Parjatan League will elect councilors of following numbers and in the following procedures The branches of Awami Parjatan League after getting final approval, will send the list of councilors elected by the executive Committee and signed by the President and General Secretary within 15 (fifteen) days at the highest to the upper branch. But if the date for holding conference of the upper branch is fixed much earlier then the election of Councilors must be held and the list of elected councilors be dispatched to the upper branches well before the conference Each ward committee will elect 10 (ten) councilors from its own executive committee members including its President and General Secretary. In this way, the Union unit council will be formed of 131 (one hundred thirty one) members taking 90 (ninety) members elected from 9 wards plus 41 (forty one) members of Union unit executive committee. Similarly each Thana (Police station) Committee council will be formed taking 15 (fifteen) elected councilors including the President and General Secretary of the each Union unit and 51 (fifty one) members of the Thana (Police station) Committee executive committee. The District council will be formed taking 25 (twenty five) councilors including the President and General Secretary from the Thana (Police station) unit and 71 (Seventy one) members from the District Committee executive committee. The central committee will consist of 2345 (Two thousand three hundred forty five) councilors comprising 1850 councilors from the District committees (74 districts X 25 = 1850) plus 351 (Three hundred fifty one) central committee member and 144 (one hundred forty four) members including overseas representatives selected by President and General Secretary. Presence of one third councilor in a meeting will form a quorum. If the post of councilor be vacant on account of death, expulsion or resignation, the lower branch will inform the upper branch within 30 (thirty) days and arrange to elect a new councilor in place and inform the upper branch.
21. Notice of Meeting and Quorum
The general meeting of Bangladesh Awami Parjatan League central executive committee can be called by 5 (five) days’ notice and the presence of 31 (thirty one) members in the meeting will fill the quorum. Notice of general meeting can be sent to the members by post. Emergency meeting can be called by press release or by direct communication. Meeting of Presidents and Secretaries can be called within notice of 12 (twelve) hours. In other levels of the organization, the meeting can be called on 3 (three) days notice and presence of ⅓ members in the meeting will form a quorum. The extended meeting comprising the executive committee of the branch organizations, and President, General Secretary, Convener, Joint Convener of lower branches may be called on 5 (five) days’ notice. The Central Council and National Congress can be called on 15 (fifteen) days notice. Similarly, minimum 15 (fifteen) days notice will be required to convene meeting of Councils of other levels. Meeting of Central Committee and extended meeting of Central Committee can be convened on 7 (seven) days notice. Presence of 121 (one hundred twenty one) members will form the quorum.
22. Exemption or Resignation
Any member of Bangladesh Awami Parjatan League may willfully resign from the primary membership or seek relief from the responsibility by submitting application to the President of the organization or to the President of the branch concerned showing specific reasons. The Central Presidium may accept or refuse any application relating to exemption of membership. The concerned branch committee will initially consider the resignation letter and submit to the upper branches with its opinion for decision making.
23. Presence in the meeting
If any member of any committee of Bangladesh Awami Parjatan League remains absent in three successive meetings under normal situation without showing any reason beforehand, his/her membership will be treated as cancelled. If any such event takes place in lower branches, the same must be informed to the upper branch.
24. Fund
The fund of Bangladesh Awami Parjatan League will be created from the subscription received from the members, money received from the sales proceed of publication and donations received. All the funds collected will be received through specified money receipts. If necessary, the collected funds may be deposited in the bank. The finance secretaries at all levels of the organization will maintain the accounts of the fund. The President and Genera l Secretary of the organization and in other levels the President and General Secretary or any senior officer of the executive committee selected by them and the finance Secretary will jointly approve the Income- expenditure accounts. Among President, General Secretary and Finance Secretary out of these three persons, the Finance Secretary and anyone from President and General Secretary will jointly operate the bank accounts. In other levels, the President will replace the President and all other formalities will remain unchanged for operating the bank account.
25. Election of Executive Committee and approval
In every level of Bangladesh Awami Parjatan League from ward unit to District unit, the councilors of the concerned branches will elect President and General Secretary by secret ballot under the supervision of representatives of upper branches. Thereafter, these two elected executives will consensually constitute a draft committee and send the same to the upper branch within 15 (Fifteen) days. If the upper branch for the greater interest of the lower branch feels it necessary to make any change in any Post, may advise the elected President and General Secretary accordingly and accord final approval along with the amendment. The President and General Secretary for the greater interest of any branch or for organizational requirement may interfere in forming the full fledged Committee. The central council will elect the President and General Secretary of the organization. Thereafter the newly elected President and General Secretary will constitute a full fledged draft committee and submit to the central council for approval .If necessary, they may seek advice from the outgoing President and General Secretary. The President and General Secretary at the Centre and the President and General Secretary at all other levels will approve under joint signature the executive committee of lower branches subject to being approved by the next executive committee meeting.
26. Party Discipline
26. (A) If any member or executive of Bangladesh Awami Parjatan League be involved in any activities subversive to the organizational discipline , anti-morality , anti-social, in financial irregularity or any other criminal offences, or behaves or displays indiscipline, non-political and incivility in the political and organizational sphere , disciplinary action may be taken against him depending on the merit of the offence. If occurrence of crime is confirmed, in branch organizations, all other executive and general members excluding the President and General Secretary, the President and General Secretary in the centre, the President and General Secretary of the upper branches in respect of president and General Secretary of branch organizations may issue show cause notice, or relieve from the post provisionally or held up the membership provisionally and send the details of the offence to the Central Presidium with recommendations for taking action against the offender for final punishment. If the Presidium, by investigation or personal hearing, is confirmed about the offence, then it will, according to the merit of the offence, issue warning/caution notice, or relieve him from the post for a certain period or finally relieve or cancel the membership for a certain period or permanently .The President reserves the right to expel according to the recommendations of the presidium. For other charges, except the charges for financial irregularities, the accused of Ward and Union unit through President and General Secretary of the District Unit and the accused of Thana (Police Station) and District Unit, will directly apply to the President in writing for withdrawal of discipline action taken against him, or for reducing or submit prayer or appeal by giving undertaking not to be involved in criminal activities again. The highest time limit for appeal or seeking forgiveness will be 30 (Thirty) days from the date of declaration of disciplinary actions.
26. (B) If complain of financial irregularities is confirmed against any member of the organization, his initial punishment will be relief from his position or withheld of membership, in some cases legal actions may be taken or in case of final punishment by expulsion, rules and procedures mentioned in paragraph ‘A’ to be followed.
26. (C) If any negligence or carelessness is observed on the part of a member or executive to observe the responsibility entrusted on him in the constitution and entrusted by the President and General Secretary of
