Carnaval 2022: Rio's scientific committee says there is no restriction for the party in the current Covid-19 scenario
The decision will not release compliance with health standards; Liesa will require a vaccine passport for components to pick up costumes in schools
RIO — In less than a week after the mayor of Rio, Eduardo Paes, announced on his social network that there is no guarantee that street blocks will be able to parade in the 2022 carnival, the Scientific Committee to Combat Covid-19 (CEEC) recommended that, at this time, the city of Rio should not impose any restrictions on next year's revelry. Previously, the mayor only guaranteed the Marquês de Sapucaí parades, in the Center. The recommendation was announced during an ordinary meeting of the committee, this Monday (20). On the 27th, Riotur will announce the blocks approved for next year's parade.
"The CEEC based on the favorable epidemiological scenario (number of cases, number of hospitalized cases, % test positivity) with 80% current vaccination coverage, in the analysis of data from all events with agglomeration in the country and in Rio de Janeiro , and supported by the available scientific evidence, recommends the SMS not to establish, at this time, any restrictions on the Carioca Carnival. It also recommends that the entire monitoring process of the epidemiological scenario be kept under surveillance", says the meeting document.
The CEEC was created in the pandemic so that members of the scientific community can make decisions regarding the coronavirus in the city. The committee also recommended that "the process of monitoring the epidemiological scenario" be maintained in order to advance the discussion about the party. The group of experts also "strongly" recommended that the city consider the possibility of directly ordering vaccines against Covid-19 for children aged 5 to 11 years from the supplier.
The decision, however, will not release compliance with health standards. If Carnival were today, the presentation of the vaccination passport would be mandatory for parades and the public to enter the Marquês de Sapucaí. The municipal secretary of Health, Daniel Soranz, says that the scientific committee's decision indicates that the street blocks may leave without any additional sanitary measure, in accordance with current rules, which do not require masks in public areas:
— Today, masks are not required outdoors. And blocks parade in the street - argued the secretary.
Soranz argues that for 17 weeks Covid-19 rates have been declining, with only 19 people being hospitalized in the city for complications from the disease. Furthermore, he argues, there is no evidence that the Ômicron variant most effectively targets those who were immunized less than six months ago. Most of the population, says Soranz, completed the cycle before this deadline.
— We have 99.9% of the city's population protected with the first dose and 80% of the total population with the second dose. In addition, 25% have already taken the booster dose, extending this protection - argued the secretary.
Liesa and Sebastiana speak
Optimistic, the president of the Independent League of Samba Schools (Liesa), Jorge Perlingeiro, says he hopes that with the vaccination there is no need for more restrictive requirements at Carnival. However, he anticipates measures he intends to put into practice to try to prevent school components from entering Sapucaí without protection:
— We are going to guide schools so that they only deliver the costumes upon presentation by the component of the proof of the vaccine. This guidance will also apply to commercial wings (which sell costumes to the general public) - said the president of Liesa.
Head of the Independent Association of Street Carnival Blocks in Zona Sul, Santa Teresa and Downtown (Sebastiana), Rita Fernandes says that, if Carnival were today and the committee approved the parade in the streets, Sebastiana's blocks would parade:
“We absolutely trust the committee. They are the ones who define the rules that we are going to follow. If the committee said today that it was possible to parade, we would. We have to celebrate this positive progress that the country is having before Covid-19. It's great news. We were super happy.
According to Rita, until January 20, it is possible to wait for a concrete position from the state government and the city hall for the parade, but part of the contracts are already underway:
— We have already streamlined the documentation of the blocks and are hiring teams of drummers and sound car. If there are any changes, we will cancel. And I'll come back: let's think about plan B, with closed parties or presentations, but it will never be street carnival.
President of Bola Preta, the most traditional street carnival association in Rio, Pedro Ernesto Marinho, says he has the same position as the carnival leagues: follow the guidelines of the scientific community.
— With the decision of the Scientific Committee, we will leave. The problem now is to look for sponsors, because everyone was waiting for an official position. We have had our headquarters closed (in Rua da Relação, in the Center) since February 26, 2020, without generating revenue. As a result, we do not have the resources, at the moment, to promote the parade (on Carnival Saturday, along Avenida Presidente Antônio Carlos) — said Pedro Ernesto.
He reckons he needs R$300,000 to put Bola Preta on the street. These resources will pay structures such as five electric trios, 200 security guards, among other items.

On the 15th of this month, the mayor used Twitter to talk about Carnival. In a publication, he mentioned that "the Carnival of Sapucaí is something guaranteed", as long as there is not "a complete change in all the rules that exist today and in the context of the epidemic". Paes has written a series of posts, in which he begins by saying that it is "too early" for a "definitive decision" about Carnaval 2022.
Also according to the mayor, authorizations for next year's revelry must take into account the possibility of sanitary rules against Covid-19 being maintained. As a result, he says, the decision on the street blocks needs to undergo a more detailed analysis.
Paes lists three types of events. The first is the dances in closed environments, where he says it is possible to have a vaccination passport and/or tests for the public, common requirements in other moments of the coronavirus pandemic that showed results, but accompanied by a portion of non-compliance.
As for the street carnival, with blocks that draw crowds, the mayor said that it is an environment where it is not possible to enforce demands, such as the vaccine passport. The popular revelry then "requires an even more detailed analysis," he said in the publication.
Hammer will be hit on the 15th
On the same day that Paes posted about the carnival on his Twitter, the governor of Rio, Claudio Castro, said that the final decision on the realization of the 2022 Carnival will be taken by January 15 of next year — for that date , the start of the technical rehearsals schedule for the samba schools in Marquês de Sapucaí is scheduled. Until then, according to Castro, the government will monitor the contamination rates of the Ômicron variant of Covid-19 and influenza.
