Lost Canadians bill could create 115,000 more citizens, says parliamentary budget officer.

A bill to reinstate rights for what are known as lost Canadians could create around 115,000 new citizens in the next five years, according to a report by the Parliamentary Budget Officer.

The report, published on Thursday, also estimates that it will cost the government $20.8-million over five years to implement the change, with $16.8-million coming in 2025-2026. The PBO presumes the law will come into force in April.

Canada's move to suspend most private refugee sponsorships has surprised community groups and individuals who have long supported thousands of refugees.

The program gained significant attention in 2015 when the government urged the country to welcome thousands of refugees.

On November 29, private sponsorships were paused, except for select organizations with agreements, to tackle growing application backlogs.

Critics, however, believe the suspension sends a discouraging signal amidst a global refugee crisis.

Canada takes action to reduce fraud in Express Entry system

As part of ongoing efforts to prevent and reduce fraud, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that Express Entry candidates will no longer receive additional points for having a job offer.

This temporary measure will reduce fraud by removing the incentive to illegally buy or sell labour market impact assessments to improve a candidate’s chances of being selected to come to Canada as a permanent resident. This change will come into effect in spring 2025.

As announced by the Government of Canada as part of Canada’s Border Plan, work and study permits will no longer be provided to flagpolers at a port of entry, effective December 23 at 11:59 pm ET.

Flagpoling occurs when foreign nationals who hold temporary resident status in Canada, leave Canada and, after a visit to the United States or St. Pierre and Miquelon, re-enter to access immigration services at a port of entry.

Eligibility Highlights for Canada's New Immigration Pathways:

Work: 1 year in a relevant NOC job (last 3 years).

Job Offer: Full-time, permanent from a designated employer.

Education: High school diploma (ECA required).

Funds: Proof of settlement funds (if not already working in Canada).

Recommendation: From a designated community.

RCIC: CLB 4-6 (English/French), rural focus.

Canadian Immigration Minister Marc Miller has introduced measures aimed at reinforcing the integrity of the immigration system. The practice of flagpoling—where temporary residents exit Canada and immediately re-enter at the border for quicker processing—will be discontinued.

Why the change?

• Flagpoling consumes valuable resources.

• It causes delays in border traffic.

• It diverts officers from critical responsibilities.

What’s next?

Temporary residents will now be required to apply online to extend their stay, with no further flagpoling allowed at the border!
