NOTICE TO OCI Consulate

Government of India has a scheme of conversion of PIO cards to OCI Cards for which the deadline has been 31 December 2017. The PIO cards were issued to the persons of Indian origin (PIO). This has been widely circulated earlier as well through the website of the Consulate as well as through press release and through the community associations in Toronto.

The service for conversion of PIO to OCI is gratis as of now till 31 December 2017. The Government of India has decided not to extend this deadline any further. The conversion of PIO to OCI after 31 December 2017 will be done against payment of a fee, as prescribed by GOI.

It is also to inform that as per the International Civil Aviation Organization (ICAO)’s guidelines, handwritten PIO cards will not be valid after November 2018 and the holders will be denied entry at the Indian Immigration and sent back.

All PIO cardholders who have not converted their PIO cards to OCI may kindly do so at the earliest

What UIDAI says on Linking of Aadhaar card with bank account for NRIs/OCIs

Do NRIs or non-resident Indians also need to link their Aadhaar card with bank account?

The UIDAI or Unique Identification Authority of India, the issuer of the biometrics-based Aadhaar number and Aadhaar card, has clarified on this. NRIs and OCIs (Overseas Citizens of India) need not link their Aadhaar card with bank account, SIM or PAN, the UIDAI has said.

"NRI/OCI (Overseas Citizen of India) are not eligible to obtain Aadhaar as per the Aadhaar Act and hence are fully exempted to produce Aadhaar for any verification... NRI/OCI need not verify their bank account or SIM or PAN with Aadhaar. If required, they may inform the service provider(s) that they being NRI/OCI are exempted from Aadhaar verification," the UIDAI said on Twitter. The UIDAI was explaining whether it is mandatory for NRIs or OCIs holding accounts in India to get their Aadhaar card linked by the December 31 deadline

•Parity with Non-resident Indians (NRIs) in respect of economic, financial and educational fields as per the relevant Acts, except in relation to acquisition of agricultural or plantation properties.

•OCI can be used as identity proof for application of PAN Card and driving license as well as for opening a bank account if the OCI card holder is residing in India

Indian -Permanent Account Number (PAN)
The PAN is mandatory for a majority of financial transactions such as opening a bank account, receiving taxable salary or professional fees, sale or purchase of assets above specified limits etc.; especially high-value transactions

It is also issued to foreign nationals (such as investors) subject to a valid visa and hence, it is not acceptable as a proof of Indian citizenship.

Mandatory uses of PAN
•To Remit money out of India
•Pan information is required for transfer of funds from NRE to NRO account
•PAN needs to be quoted while paying direct taxes
•While registering a business, PAN information needs to be mandatorily furnished
•Taxpayers need to input their PAN when paying income tax
•A lot of financial transactions require PAN information. Some of these transactions are:
•Sale or purchase of property (immovable) which is valued at Rs.5 lakh or above
•Sale or purchase of a vehicle except a two-wheeler
•Payments that are made towards hotels and restaurants and which are above Rs.25,000
•Payments made in connection with travel requirements to other countries. The amount in this case if it exceeds Rs.25,000, then an individual needs to quote his/her PAN
•Making payments of more than Rs.50,000 towards bank deposits in a bank
•Acquiring bonds by paying an amount equal to or greater than Rs.50,000
•Payments made for more than Rs.5 lakhs towards purchase of jewellery and bullion also require PAN information of the purchaser to be furnished
•Any purchase of mutual fund schemes
•Any amount greater than Rs,50,000 used towards purchasing shares
•Any payment of more than Rs.50,000 made towards acquiring an insurance policy needs PAN information of the policyholder

Indian passport ranks 78th among world's strongest with low visa-free score; Germany tops

The Indian passport has been ranked a lowly 78 position in a global ranking of the world's most powerful passports with a visa-free score of just 46.

India, however, ranks above its neighbour Pakistan which came in at 94th place.

The latest edition of the world's most popular Arton Capital's global ranking 'Passport Index' is based on cross-border access of national passports and is topped by Germany with a visa-free score of 157.

As per the report, Singapore has overtaken South Korea to become the highest ranked Asian passport with a visa-free score of 156.

China is ranked 58th on the list.

Afghanistan's is the least powerful passport with a visa-free score of just 23.

The world's most popular online interactive tool which collects, displays and ranks the passports globally assigns a "visa-free score" according to the number of countries a passport holder can visit visa-free or with visa on arrival.

"The desire to improve one's opportunity and security for their family transcends borders. As such, having a second citizenship has never been more relevant," said John Hanafin, CEO of Arton Capital.

The newly added 'World Openness Score' (WOS) tracks the progression of freedom of mobility across the globe. The WOS in 2016 was 17,925. In the first month of 2017, the score has already increased to 17,948.

"This trend shows opening of borders but will it continue? With the recent backlash against globalisation and ongoing immigration issues, the World Openness Score may be in danger of decline," the report said.

In recent years, citizenship by investment has become a USD 2 billion industry, with over 20,000 investors seeking a second residency or citizenship around the globe every year.-With PTI Inputs
