Canada Ends Visitor To Work Permit Policy Effective August 28, 2024

As of today, August 28, this policy is in force. The policy was scheduled to expire on February 28, 2025.

IRCC has decided, unexpectedly, to terminate it early, effective immediately starting August 28, 2024.

IRCC has stated that applications submitted before August 28, 2024 will still be processed under the policy that is no longer in effect.

Canada has launched new pilot programs to aid caregivers and Canadian families, with the aim of making the caregivers program permanent.

Home care workers will be granted permanent residency (PR) upon arrival in Canada through the new pilot programs. Organizations that offer temporary or part-time care for people who are semi-independent or recovering from an injury or illness will also be able to hire them. This new pathway means that caregivers can more easily find proper work with reliable employers and have clear, straightforward access to permanent resident status as soon as they arrive in Canada.

The following criteria will ensure that candidates interested in working in Canada's home care sector are eligible to apply through these new pilot programs.

-minimum of level 4 based on the Canadian Language Benchmarks (CLB)
-hold the equivalent of a Canadian high school diploma
-have recent and relevant work experience
receive an offer for a full-time home care job

New designated educational credential assessment organization for architects: (ECA)

IRCC is planning to establish a new professional body to administer educational credential assessments (ECAs) for architects who are interested in immigrating to Canada.

To be eligible for economic permanent residence programs, applicants must prove that their foreign degrees, diplomas, or certificates are genuine and equivalent to Canadian credentials. An ECA can be obtained by applicants through an organization or body that has been designated by IRCC for multi-purpose ECA purposes.

As of May 20, 2024, the Canadian Architectural Certification Board (CACB) will be designated by the Minister to issue ECAs for applicants who have identified the National Occupational Classification (NOC) of Architects (code 21200) as their primary occupation. ECAs issued by the CACB will evaluate the comparability of foreign educational credentials to a Canadian credential required for architecture practice. As part of the licensing process for architects, ECAs are recognized as a step.

The purpose of an Educational Credential Assessment (ECA) is to ensure that your foreign degree, diploma, or certificate (or other evidence of your credential) is valid and comparable to one from Canada. There are different types of ECAs. You need to obtain an ECA for immigration purposes. If you have received another type of ECA, you may be able to have it reissued, depending on the type of ECA and/or the issuing organization.

It is important to include your ECA report and reference number in your Express Entry profile.

British Columbia now issuing Provincial Attestation Letters for international students:

British Columbia’s provincial attestation letter (PAL) system is effective as of today, March 4, 2024.

International students must submit a PAL with their study permit application to prove that they have been accepted by a Designated Learning Institution (DLI) within the limits of its allocation. The B.C. government says the provincial government issues PALs to institutions, who then issue the letters to the international applicant.

B.C. says it has been granted a total allocation of 83,000 undergraduate study permit applications from Immigration Refugees and Citizenship Canada (IRCC). Further, the province notes that “based on previous acceptance rates, the federal government expects this to result in approximately 50,000 approved study permit applications for 2024.”

The province says that 53% of PALs will be for public post-secondary institutions and the remaining 47% will be for private institutions, representing 27% fewer study permit applications for private institutions than in 2023. B.C. notes the reduction is meant to counter “unsustainable growth.” from IRCC

Understand Permanent resident status :

If you make a refugee claim in Canada, you don’t become a PR immediately. To become one, the Immigration and Refugee Board must first approve your claim. Then, you must apply for and obtain PR status.

You’re not a PR if you’re only in Canada for a short time (for example, as a student or foreign worker). From IRCC

Applications For Canada’s Caregiver Programs Re-Open On January 1:

The programs currently operating are the Home Child Care Provider and Home Support Worker pilots.

“Caps for the pilots reset on Jan. 1, 2024 at 9 a.m. ET,” notes Immigration, Refugees and Citizenship Canada (IRCC). “We’ll accept new applications until the caps are reached or until the last day of the pilots on June 17, 2024”

Canadian immigration officials are advising foreign nationals to get everything ready ahead of time before attempt to apply through either of these two caregiver pilots.

The immigration minister also hinted the current pilot caregiver programs could become permanent programs starting in June 2024.

Under the HCCP and HSW candidates must meet the following requirements to be eligible to apply for permanent residence:

a job offer;
CLB 5 language level, and;
one year of Canadian post-secondary education or its foreign equivalent.

IRCC to increase cost-of-living requirement for study permit applicants :

Starting on January 1st, the cost-of-living requirement for a single study permit applicant will be $20,635. This is in addition to the first year of tuition and travel costs and will apply to study permit applications received on or after January 1st.

The new cost is more than double the current requirement of $10,000, an amount brought in during the early 2000s that has not been adjusted since.

IRCC says adjusting the cost-of-living requirement will help prevent student vulnerability and exploitation, but it recognises that the impact can vary with each potential applicant. It also says that next year it will implement targeted pilots to help underrepresented cohorts of international students pursue their studies in Canada. From IRCC

North Okanagan Shuswap Rural and Northern Immigration Pilot (RNIP) project. Accepting applications October 1st, 2023

The Rural and Northern Immigration Pilot is a community-driven program. It’s designed to spread the benefits of economic immigration to smaller communities by creating a path to permanent residence for skilled foreign workers who want to work and live in one of the pilot’s participating North Okanagan and Shuswap communities.

This region was recognized as an area that could benefit from this pilot. Community Futures has entered into a partnership with Immigration, Refugees and Citizenship Canada (IRCC) to offer this pilot in the North Okanagan and Shuswap areas.

As of October 1st 2023, the Committee will consider the following NOC codes as priority NOCS:

2024-2026 Immigration Levels Plan:

The Government of Canada is maintaining its target of 485,000 permanent residents for 2024 and completing the final step to reach 500,000 in 2025.

Starting in 2026, the government will stabilize permanent resident levels at 500,000, allowing time for successful integration, while continuing to augment Canada’s labour market. The government also plans to take action over the next year to recalibrate the number of temporary resident admissions to ensure this aspect of our immigration system also remains sustainable. Nova Scotia Launches New PR Pathway For Construction Workers:

To qualify for the Critical Construction Worker Pilot, an applicant needs to meet the below-listed requirements other than the job offer:

-You need to be between the ages of 21 and 55.
-1-year of work experience related to your job offer
having a high school diploma (or equivalent) OR proof of completion of a construction-specific industry training program.
-meeting the financial requirement to settle in Nova Scotia
-Language proficiency (English or French) of:
Canadian Language Benchmark (CLB) Level 5 for TEER 0, 1, 2, 3 occupations

You have 30 days from the date of this letter to present yourself at a VFS biometric collection service point to give your biometrics.

Biometric appointments are free of cost. Beware of anyone who asks for payments for booking an appointment slot.

Please be very careful while uploading your details in the webform. Your appointment;

a) date and time will be allocated on a first come first serve basis
b) is non-transferable and information once updated cannot be changed
c) may not be entertained if the appointment letter details do not match with the Biometric letter issued by IRCC

A biometric letter once used to book an appointment cannot be reused.

Individual appointments should be booked for each family member.

Each applicant who requests for an appointment will get a separate e-mail with appointment details.

Immigration, Refugees and Citizenship Canada accepting up to 15,000 complete applications for sponsorship under the Parents and Grandparents Program this year. On October 10, 2023, IRCC will begin sending invitations to apply to 24,200 interested potential sponsors, aiming to receive up to 15,000 complete applications. Invitations will be sent over the course of 2 weeks.

The pool of submissions from 2020, IRCC will send invitations to apply to randomly selected potential sponsors from that pool instead of opening a new interest to sponsor form. This is the same approach taken for the 2021 and 2022 intakes. Anyone who submitted an interest to sponsor form in 2020, but did not receive an invitation to apply in 2021 or 2022, is encouraged to check the email account they provided in 2020 when they submitted their interest to sponsor form. An International Skilled Worker (ISW) EOI submission to the Saskatchewan Immigrant Nominee Program is a pre-application which allows you to indicate your interest in applying to the SINP and show your qualifications.

In order to qualify for this program, you must have:

-Education Credentials Assessment: Master’s degree or Bachelor’s degree
-IELTS or CELPIP at least 4
-Skilled work experience
-If you have close family members in Saskatchewan- additional points .

The size and frequency of EOI Selections are based on labour market need, provincial priorities and the number of applications processed since the last EOI Selection. Selections will take place every two months, at a minimum.

Recognized Employer Pilot:

The Federal Government Program is launching a Recognized Employer Pilot (REP) program to hire a temporary foreign worker to address labour shortages for employers hiring migrant workers.

The project aim to simplify the hiring process with the temporary foreign worker (TFW) program requirements.

REP will be rolled out in two stages:

-Stage one begins in September 2023, when employers in the Primary Agriculture stream will be able to apply in time for the 2024 season.
-Stage two begins in January 2024 and opens intake to all other industry sectors.

Applications for both streams will be accepted until September 2024.

Eligible employers will have access to simplified LMIAs processes, longer validity (18 months to 3 years) and a designated status on the TFW job portal.
