For Mexicans Travelling to Canada:

Starting at 11:30 PM ET on February 29 2024:

You will need to meet new requirements to be eligible for an electronic travel authorization (eTA).

If you already have an eTA, IT WILL AUTOMATICALLY BE CANCELLED, unless you have a valid Work or Study Permit.

If you have an eTA application in progress, you will need to apply for a new eTA or for a Visitor Visa.

Before you travel to Canada, you will need to apply for a new eTA (if eligible).

If you're not eligible for an eTA anymore, you will need to apply for a Visitor Visa to travel to Canada.

These changes apply even if you already booked your travel. Having pre-booked plans or a previously valid eTA does not guarantee you will be approved for a new eTA or Visa.

On British Columbia Provincial Attestation Letters (PAL):

British Columbia Provincial Attestation Letter (PAL) system is effective as of March 2024.

British Columbia has been granted a total allocation of 83,000 undergraduate Study Permit applications from IRCC.

53% of PALs will be for public post-secondary institutions and the remaining 47% will be for private institutions, representing 27% fewer Study Permit applications for private institutions than in 2023.

British Columbia will issue PALs directly to universities and colleges. The institutions will then send PALs to students or their counsellors.

PALs will only be issued for programs with at least 50% of in-person learning.

Once a student has their PAL, they can apply for their Study Permits.

Allocation of Study Permits: Canadian colleges / universities await the allocation of Study Permits. The process and timeline for this decision is yet to be established.

Provincial Attestation Letter Requirement: Effective January 22 2024, all Study Permit applications submitted to the Immigration Refugees and Citizenship Canada (IRCC) will require an Attestation Letter from the respective province.

Application Process for Attestation Letters: The application process for Attestation Letters is unknown at this time. Provinces have until March 31, 2024 to determine the process, although this could happen sooner.

Impact on Student Spouses: Work Permits may only be available to spouses of International Students enrolled in Master's and Doctoral programs. Spouses of students pursuing other types of credentials may not qualify for Work Permits.
