The creation of a park in the center of Tilarán was a dream of its youth since before 1950. However, a group of opponents, including a influential local soccer team, prevented the realization of the project. In 1966, a new council president, José Herrera Salas, became a fervent defender of the park's creation and with the help of the vice president and a letter from the Bishop, he was able to get the necessary approval. The park's construction began in January 1966 and was led by Eduardo Barrientos Herrera, with the electrical installation supervised by José Herrera Salas. Today, the park is named after Domingo Flaqué Montull, a Spanish man who made significant contributions to Tilarán's development.
