በወቅታዊ ጉዳይ ላይ ከኢትዮጵያ ጤና አጠባበቅ ማኅበር /ኢጤአማ/ የተሰጠ መግለጫ

የኢትዮጵያ ጤና አጠባበቅ ማህበር ከተመሰረተበት ከ1981 ዓ.ም ጀምሮ በሀገራችን የጤና ልማትና ሥርዓት መሻሻል ላይ ጉልህ አስተዋፅኦ እያደረገ የሚገኝ ከሃገርም አልፎ በአህጉራችን አፍሪካና በዓለም አቀፍ ደረጃ ተቀባይነትና መልካም ገፅታ ያለው ስመጥር የሙያ ማህበር ነው። ማህበራችን የተቋቋመባቸዉ በርካታ አላማዎች ዉስጥ አንዱ የአባላቱን መብትና ጥቅም ማስከበር ሲሆን ይህንንም ለማሳካት ከሚመለከታቸዉ አካላት ጋር ዉይይት ሲያደርግና በጤናዉ ስርዓት ማሻሻያ ተግባራት ላይ ተሳትፎ ሲያደርግ ቆይቷል፤ እያደረገም ይገኛል፡፡
የጤና ሥርዓት ዋነኛ ግብዓት የሆነውን የጤና የሰው ኃብት ልማት እና ዘርፉን እያጋጠሙት ያሉት ተግዳሮቶችን ለመፍታት ካለፉት በርካታ ዓመታት ወዲህ እየተደረጉ ያሉ ጥረቶች እንዳሉ የኢትዮጵያ ጤና አጠባበቅ ማኅበር ይገነዘባል።
በጤና ባለሙያዎች ከሚቀርቡት ጥያቄዎች ባሻገር ሴክተሩ ያሉበት የሥርዐት፣ የአመራር እና የአቅርቦት የመሳሰሉት ችግሮች በርካታ ቢሆኑም እንደ ችግሮቹ ስፋት፣ ጥልቀት እና ውስብስብነት በአጭር፣ በመካከለኛ እና በረጅም ጊዜ ከፍሎ ለማየት ማኅበራችን ከጤና ሚኒስቴር እና እህት ማህበራት ጋር ውይይቶች በማድረግ የመፍትሄ አቅጣጫዎችን እየጠቆመ ይገኛል። የሙያ ማህበራት ተወካዮች የሚሳተፉበት ቀጣይ የውይይት መድረኮችም እንደሚኖሩ የጋራ መግባባት ላይ ተደርሷል።
በዚሁ መሰረት
1. በጤና ባለሙያዎች በአሁኑ ወቅት እየተነሱ ያሉ የጥቅማ ጥቅም፣ደመወዝ፣የሙያ እድገት፣ የመኖሪያ ቤት ችግር፣ የትራንስፖርት ችግር፣ የሕክምና ወጭ ሽፋን፣ የተጋላጭነትና የትርፍ ሰዓት ክፍያ፣ የትምህርት እድል፣ ሥልጠናና አቅም ግንባታ፣ ምቹ የሥራ አካባቢ (conducive working environment) እንዲሁም የሥራ ላይ ደህንነት መጠበቅ እና ተያያዥ ጥያቄዎች እንዳሉ የኢትዮጵያ ጤና አጠባበቅ ማህበር ይገነዘባል።

2. እነዚህ ከላይ የተዘረዘሩ ጥያቄዎች በየጊዜው እየተነሱ ያሉ እና በየደረጃው እና ሥርዐት ባለው መልክ ሳይመለሱ የቆዩና እየተጠራቀሙ ያሉ ጥያቄዎች በመሆናቸው ምላሽ ማግኘት እንደሚገባቸው ማህበራችን በፅኑ ያምናል።

3. በአሁኑ ወቅት በሃገራችን በጤና የሰው ሀብት ልማት ዙሪያ በተለይ በጤና ሙያተኞች ለሚነሱ ጥያቄዎች ወቅታዊ፣ አወንታዊ እና ዘለቄታዊ መፍትሄዎችን መስጠት አስፈላጊ ነው። እየተነሱ ያሉት ጥያቄዎች በርካታ በመሆናቸው በአጭር፣ በመካከለኛና በረጅም ጊዜ ከፋፍሎ ማየት አስፈላጊ ነው ብለን እናምናለን።

4. መሰል ጥያቄዎች በሚነሱበት ወቅት ተገቢውን መፍትሄ ለመስጠት ያመች ዘንድ ሁሉም ባለድርሻ አካላት የሚሳተፉበት የጠረጴዛ ዙሪያ ውይይት በማድረግ የጋራ መፍትሄዎችን ለማምጣት ጥረት እንዲደረግ እንመክራለን።

5. በጤና ባለሙያዎች የሚነሱ ጥያቄዎች በሚቀርቡበት ጊዜ ሙያው የሚጠይቀውን ሥነ ምግባር ቀዳሚ በማድረግ እና የጤና አገልግሎት ተጠቃሚዎችን ደህንነት እና መብት ባረጋገጠ መልኩ መሆን እንዳለበት እንመክራለን።

የኢትዮጵያ ጤና አጠባበቅ ማኅበር በጤና ሙያተኞች የተነሱ ጥያቄዎችን ለመመለስ በሚደረግ ጥረት ሁሉ የማኅበራችን ሥራ አስፈፃሚ ኮሚቴ እና አማካሪ ምክር ቤት በኩል ጉዳዩ አፅንኦት ተሰጥቶት አስቸኳይ ምክረ ሃሳብ እንዲቀርብበት ማድረግን ጨምሮ ያላሰለሰ ሙያዊ ድጋፍ የምናደርግ መሆኑን ከወዲሁ እንገልፃለን።

GACOPA East Africa 2025 Conference, 27-29 April 2025

Under the theme "Advancing Universal Health Coverage in East Africa," this conference will bring together public health professionals, policymakers, and stakeholders to discuss strategies for strengthening healthcare systems and achieving equitable health coverage across the region.

Amref sub-grant, Integrated Health Service Strengthening (IHSS) project performance evaluation and review meeting held on 4 and 5 April 2025 at EPHA House, Addis Ababa.

The primary objective of the two day’s meeting is to assess the performance of all the regional offices progress and identify any areas for improvement.

Dr. Alemayehu Mekonnen Executive Director of EPHA, welcomed the participants and underlined the significance of Integrated Human Resource Information System review meeting. He said it allows EPHA to critically analyze strategies and learn from our experiences.

Mr. Abebayehu Belay Finance and Admin Director of EPHA, on his part said, the meeting is a vital part of the project finance management process.

Overview of IHSS project and national report was presented and discussed. All regional officers from Somali, Sidama, Afar, Oromia and Amhara also presented detailed activities and key achievements accomplished over the last five months.

Following presentations of all IHSS regional officers performance, there was an open discussions on each key project activities.

EPHA secretariats convene a meeting to discuss on the revision of the Strategic Plan on 25 and 26 March 2025, at Ras Amba Hotel, Addis Ababa.

The aim of this meeting was to gather vital inputs from all directorates and technical staffs to enrich the document and plan the annual activities in accordance with the current strategic plan.

Dr. Alemayehu Mekonnen, Executive Director of EPHA, on his welcoming speech said; the revision of EPHA's IV strategic plan is an essential milestone to align its goals and objectives with the evolving needs of the Association.

During the two-day meeting a thorough discussion was held and potential changes were made based on feedbacks from the participants.

The current strategic plan set 8 major goals along with objectives and activities that helps to establishing priorities for the upcoming two years project and program implementations.

The Executive Director concluded by acknowledging the team who participated in revising the two-year strategic plan document to better represents EPHA's mission and vision.

Conference Closing:
At the 36th EPHA annual conference closing, participants shared valuable feedback and the scientific committee set resolutions.

Many participants appreciated the effort that EPHA exhort in building its house.

The closing session featured a remark from Dr. Agonafer Tekaligne, EPHA president, who emphasized the importance of members, partners and stakeholders engagement in all aspects of public health. He said a collaborative effort required to advance the discussion initiated during the 3 days conference.

The president expressed his special gratitude to the secretariat, all participants, sponsors, and speakers who contributed to the success of the conference.

Over 600 participants including health professionals, researchers, and policymakers attended the conference.

Resolution of the 36th Ethiopian Public Health Association conference

The 36th Annual conference and General Assembly meeting of EPHA was held from March 16-18/ 2025 at EPHA house conference hall in Kebena, Addis Ababa. The conference theme was “Global Public Health Threats and Their Response with three sub themes focusing on Global Health Security Agendas, Resilient Health System and RMNCAH-N. A total of high quality 40 oral and 48 poster presentations were selected and presented at this conference.

After deliberation of concurrent sessions, panel sessions and GA meeting, for the last 3 days, We, members, associate members, executives and advisory council members of the Ethiopian public health association came up with the following resolution out of which the call for action will be developed for consideration by different sector ministries, EPHA and its partners and the government of Ethiopia. Major areas of concern that were raised and discussed with possible solutions include:
1. Take an urgent and practical actions to curb the impact of the current global financial aid crisis.
2. Establish an Emergency fund for public health financing. Ethiopia should take this problem as an opportunity to learn and shift to domestic sustainable health financing.
3. We call upon the government of Ethiopia to at least cover 1/3rd of the financial deficit to the health sector as a starting point and continue to mobilize local resources
4. Public health data confusion and or misinformation should be considered as one of the pandemics as a public health threat and EPHA should be strengthened its capacity to generate credible data to inform policy
5. EPHA should also take the initiative to strengthen the public health data observatory as a means to have an interactive data for Ethiopia and Beyond

6. EPHA as a pioneer professional association of public health and, with its own building and capacity should re-visit and broaden its programs and its advisory and or advocacy role at national and regional level. To this end, the association should work hard to meet expectations from ministry of health, African CDC and other partners.
7. Health care financing should follow new and innovative approaches in the areas of health insurance, domestic finance mobilization and SIN taxes.
8. Funding and capacity building of the woreda health is critical to build a resilient health system.
9. The strategy to upgrade the current primary health system should focus on local capacity and resources.
10. It is traditionally observed that, at times of emergency, development projects are converted to emergency response projects. This should be avoided by early preparedness to minimize the impact on development projects including the allocation of contingency funding.
11. The annual conference of EPHA is an opportunity for the MoH to disseminate its programs in the selected thematic areas and to take lessons from the scientific papers and panel discussion. We believe and strongly recommend that MoH should be represented by at least one high level delegate or even a team of delegates to attend the whole conference dates.
12. This 11 point resolution should be developed into call for action and advocacy documents after being synthesized by the scientific committee and the advisory council respectively. This should be completed and disseminated within 1 month of the conference.
