Passing of Tropical Cyclone MAL

1. All Ship Masters, Ship Owners & Ship Agents for foreign & local ships, Pilots, Port Management Companies/Operators, Marinas, and Yacht Clubs are advised of the passing of TC MAL which is expected to leave the Fiji Group later today.

2. All vessel clearance will resume from 6am on Thursday 16th November 2023.

3. Mariners are to take notice of swell from the passing TC.

PRECAUTINARY MEASURES FOR THE APPROACHING TROPICAL DEPRESSION

1. All Ship Masters, Ship Owners & Ship Agents for foreign & local ships, Pilots, Port Management Companies/Operators, Marinas, and Yacht Clubs are advised of the adverse weather warning in the Fiji Group.

2. Marine Weather Bulletin Issued from the National Weather Forecasting Centre, Nadi at 3:00 pm on Monday the 13th of November 2023:

A Storm Warning is now in force for Yasawa and Mamanuca Groups, Western and Northern Viti Levu, while a Gale Warning is now in force for Rotuma, western Vanua Levu (Dreketi, Bua to Savusavu), eastern Viti Levu and Lomaiviti Group. This means that damaging cyclone related winds are imminent in these locations within the next 24 hours. A Storm Alert is in force for Southern Viti Levu, Vatulele, Kadavu and nearby smaller islands.

Tropical depression, TDO2F, was located approximately 700km West-Northwest of Rotuma or around 1000km Northwest of Yasawa-i-rara at 3pm today. It is expected to strengthen into a tropical cyclone later this evening.

For mariners and seafearers, expect gale force winds with speeds of 35 to 45 knots, gusting
to 55 knots over Vatu-i-Ra Passage, Yasawa, Mamanuca, Kadavu Passage, Koro Seas and
Northern Vanua Levu waters from tomorrow morning, which is likely to further increase to
storm force winds with speeds of 50 knots and gusting to 70 knots from tomorrow afternoon.

For the rest of Fiji waters, expect gale force winds with speeds of 35 to 45 knots, gusting to
55 knots from tomorrow afternoon. Seas are expected to be rough to very rough, becoming
high to very high seas from tomorrow.

3. Vessels of less than 15 meters in length must cease operation with effect from 14th November at 0700 am until further notice. Marine Clearances will not be issued during this period to these vessels.

4. All other stakeholders are required to take necessary precautionary measures to always keep your ships/boats safe.

5. All Masters are advised to implement their HEAVY WEATHER PROCEDURES and take early action and preventative measures to avoid any injuries to personnel and damages to property. Decisions combined with observance of good seamanship must be practiced ensuring the ship under their command is always made safe.

6. Ship owners must provide all necessary support to masters of their ships to ensure the ship is kept safe.

7. Small fishing and local Vessels anchored within the port boundary are to take extra precautions and batten down for heavy seas.

8. Masters decision should not put the crew, vessel, and environment at risk.

This Notice cancels MN 11/2023.

via : Ocean-goers of all skill levels are once again invited to venture out to Kualoa Regional Park to experience the Polynesian voyaging tradition during the 12th Annual Kualoa/Hakipu‘u Canoe Festival!

The Honolulu Department of Parks and Recreation is proud to organize this annual event, which is scheduled for Saturday, March 5, 2022 from 10 a.m. to 3 p.m., rain or shine.

The event is free and open to the public. Everyone is invited to come and enjoy this immersive Hawaiian cultural experience which includes: a variety of paddling & sailing activities, educational booths, navigation lessons, and much more. This year, we are paying special tribute to wahine way finders who are instrumental in the voyaging community, including addresses from Hōkūle‘a crew and Polynesian Voyaging Society members Ka‘iulani Murphy and Bonnie Kahapea-Tanner.

Mahalo to the other participating collaborators, including the: Bobby Puakea Foundation, Hawaiian Ocean Adventure, Kamehameha Schools, Kānehūnāmoku Voyaging Academy, Keahiakahoe Canoe Club, Boy Scouts of America Aloha Council, Windward Community College, Wounded Warrior Project, Navy Outdoor Adventures and Navy Single Sailors.

As a result of the festival, Kualoa Regional Park Campground A will be closed for camping from Friday, March 4 through Monday, March 7. Campground B will remain open, however campers should be aware that there will be a significant increase in pedestrian and vehicle traffic.

This will be the 12th year this cultural voyaging event has been offered to our island community, with the event cancelled due to the emergence of the COVID-19 pandemic in 2020 and the event being offered virtually in 2021. MN 03/2022 EXTENSION OF STCW CERTIFICATION FOR FIJIAN SEAFARERS

1. The COVID-19 pandemic, has severely affected the conduct of trainings, revalidation of certificates, and ship to shore interactions including effecting crew changes.

2. In response thereto, the Maritime Safety Authority of Fiji (MSAF) adopts IMO Circular Letter No.4204/Add.5/Rev.1 dated 02 April 2020 which encourages the issuing Administration and the Port State Control authorities to take a pragmatic and practical approach with regard to the extension of the validity of seafarer’s certificates and endorsements, as strictly necessary, in accordance with the STCW Convention, 1978 as amended.

3. In view thereof, the following guidelines relative to the extension of the validity of the STCW certificates are hereby issued.

(a) All Port States, Ship Owners, Operators, Ship Agents, Pilots, Masters and crews are hereby advised that the Maritime Safety Authority of Fiji (MSAF) is further extending the duration of the following Maritime Documents:
• Standards of Training Certification and Watch-keeping (STCW) certificates;
• STCW Short Courses; and
• Medical Certificates

(b) All Fiji STCW certificates, inclusive of relevant endorsements expired within the period stated on Marine Notice 14/2021, Marine Notice 26/2021 and Marine Notice 34/2021 will be further extended to 10 August, 2022.

(c) The concerned licensed manning agencies and shipping companies are required to ensure that the crew are compliant with the above-mentioned STCW requirements, and are hereby directed to submit to MSAF the list of their crew members whose validity of STCW certificates have been extended pursuant to this Marine Notice (refer Attachment - template).

4. All seafarers are hereby encouraged to revalidate their Certificates of Competency (COC) and Certificates of Proficiencies (COP) after completing their online/face to face courses, as applicable to their certificate at the earliest opportunity in accordance with the standard requirements for revalidation. In which case, the 5 year validity date shall be taken from the original expiration date of the previous certificate.

5. This Notice supersedes and revokes Marine Notice 34/2021.

UNESCO will celebrate the start of the UN Decade of Ocean Science for Sustainable Development (“Ocean Decade”) on February 3 (4.15 to 5.45pm, Central European Time; 5:15am Hawaii Standard Time), with the broadcast of ‘A Brave New Ocean’, a global online event to raise awareness of the immense challenges and opportunities the ocean provides to achieve the global sustainable development goals.

PVS Voyaging Director and Navigator Lehua Kamalu will be a featured speaker on the first roundtable discussion, "Ocean Knowledge For A Sustainable Future." The event will be opened by UN Secretary-General António Guterres, UNESCO Director-General Audrey Azoulay, Prince Albert II of Monaco, President of Kenya Uhuru Kenyatta, and Prime Minister of Norway Erna Solberg, all of whom will emphasize the ocean’s potential as a wellspring of solutions to build back better in a post-COVID-19 world. President of Portugal Marcelo Rebelo de Sousa will cap the event with closing remarks.

‘A Brave New ’ is a high-level virtual event organized by the Unesco - Intergovernmental Oceanographic Commission.
