Travelers from 7 countries banned from entering PH –BI

PASAY, Philippines—the Bureau of Immigration (BI) announced the implementation of the extended travel ban, to include Oman and the United Arab Emirates (UAE) starting May 15.

BI Commissioner Jaime Morente shared that they received an order from Malacanang extending the ongoing temporary travel ban for travelers coming from India, Pakistan, Nepal, Bangladesh, and Sri Lanka until May 31, 2021.

“Following said order, those coming from Oman and UAE will temporarily be barred as well, until the end of the month,” said Morente. “Those who will be coming from, or have a travel history within the last 14 days from the 7 countries will excluded and sent back to their port of origin,” he added.

BI Port Operations Division Chief Atty. Carlos Capulong stated that they are not expecting anyone coming from said countries, as airlines were instructed not to allow the boarding of passengers prohibited from entering, unless they are part of repatriation efforts of the national government.

Meanwhile, Capulong clarified that those who will be merely transiting through said region will be allowed to enter. “Transiting would mean that they did not leave the airport terminal, were not cleared by immigration authorities, and are just there for a layover,” he stated.

The flight ban was implemented to stop the entry of the new Covid-19 variant from India.

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in testing from 8AM to 8PM daily at PAL Learning Center and 12NN to 8AM the next day for PAL Gate 3 (except for Mondays, operations start at 8PM). The tests cost 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. CEB Advisory: PH Government sets 1,500 cap for international arrivals from March 18 to April 18, 2021

In order to prevent the spread of new COVID-19 variants in the Philippines, the government has limited ALL international arrivals to 1,500 passengers per day, from March 18 to April 18, 2021.

In compliance with this latest resolution, CEB will be cancelling the following flights from March 18 to April 18, 2021:

• Manila – Narita (Tokyo) – Manila
• Manila – Nagoya – Manila

Affected passengers will be informed via contact details provided in the booking.

Guests may select their preferred option (rebook for travel within 90 days with fare difference waived, 2-year travel fund or refund) through the Manage Booking portal on the Cebu Pacific website (http://bit.ly/CEBmanageflight) within 30 days from date of departure.

Guests who wish to voluntarily postpone their trips may also conveniently opt for Unlimited rebooking or 2-year Travel Fund, up to two hours before their flights. CEB permanently removed Change Fees last March 2, 2021.

PHILIPPINE GOVERNMENT ISSUES RESTRICTIONS ON INBOUND TRAVEL

The Philippine government has limited the maximum number of passenger arrivals from international flights to 1,500 a day for all airlines combined into Manila, and has temporarily suspended the entry of Foreign Nationals and Returning Overseas Filipinos who are non-OFWs beginning 12:01AM of March 20 up to April 19, 2021. The restrictions are part of a series of pandemic control measures announced by the authorities.

Allowed to travel to the Philippines within the said period are:
- Overseas Filipino Workers (OFWs)
- Holders of 9(e) visas
- Passengers on medical repatriation and their escort/s duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs or the Overseas Workers Welfare Administration
- Distressed Returning Overseas Filipinos (ROFs) duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs
- Emergency, humanitarian and other cases approved by the National Task Force on Covid19

If you belong to the profile of passengers prohibited to arrive in the Philippines within the said period, you will have to avail of any of the following options:

1) Rebook on the flight of your choice (on the same cabin class) with rebooking service fees waived; or
2) Refund your ticket cost; or
3) Convert your ticket into a travel voucher for future use.

To comply with the new restrictions, airlines will need to cancel a number of international flights to and from Manila during the stated period. Philippine Airlines will be announcing any flight cancellations during the period once the details are confirmed.
