Although the city had suffered great destruction in 1734, 1798, 1802 and 1842 (the 1842 earthquake killed half the population and destroyed Sans Souci palace), in Cap-Haitien- view of Cathedral - from Secretary of Tourism brochure some ways it still manages to provide to the visitor the feeling of a french colonial city à-la New Orleans.When Haiti was the French colony of Saint Domingue, as Cap-Parisien the city was the colony's capital. Following independence, it was briefly the capital of the monarchy established in Haiti's North by King Henri Christophe. The country was unified upon Christophe's death in 1820, and the capital moved to Port-au-Prince.

Les familles FORTUNÉ, Jean-Louis et l'Orchestre Tropicana d'Haïti ont la grande douleur et l'immense tristesse de vous annoncer le décès de Joseph Jude James FORTUNÉ dit "Boss Bouboute", survenu au Cap-Haïtien, le 10 décembre dans la soirée, à l'âge de 64 ans.
Nos condoléances s'en vont:
À sa femme, Martine Chérenfant Joseph;
À ses frères et soeurs, notamment, Gérard FORTUNÉ;
Notre camarade et condisciple Heidi FORTUNÉ, ancien juge d'instruction, ancien ministre de la Justice et de la Sécurité Publique;
Fritzner Pierre (Tito), batteur de l'orchestre Septentrional;
À ses enfants Judith, Jameson et Judemar;
Aux musiciens et fans de l'orchestre Tropicana d'Haïti où il a évolué comme pianiste/ keyboardiste pendant 38 ans;
À ses amis de Carénage, de Babiole, de Zo Vincent et à tous ceux que ce deuil afflige.

Les funérailles de Joseph Jude James FORTUNÉ dit "Boss Bouboute" seront chantées le samedi 21 décembre à 1h de l'après-midi à la cathédrale du Cap-Haïtien où un livre de condoléances sera disponible sur place. L'inhumation aura lieu à Parc du Repos à Morne Rouge.
Des bus seront en stationnement aux abords de l'église pour assurer le transport de tous ceux qui souhaitent se rendre au cimetière.

Selon les dernières volontés du défunt, il n'y aura pas de veillée de prière. En revanche, une célébration de la vie se tiendra en son honneur au Tropicana night club à Vertières, le vendredi 20 décembre à partir de 4h pm. Ce sera l'occasion pour la famille, les amis, les musiciens et les fans du doux Tropic de lui rendre hommage et honorer son héritage.

From tierra de nadie to terre brulée–From Borderland to Border in Haiti and the Dominican Republic

From the early 1900s, the Haitian-Dominican border underwent a transformation from borderland to hard border. Permeability vs. non-permeability has been fundamentally a reflection of the presence or the absence of a strong state. As I argue in my book More than a Massacre; Racial Violence and Citizenship in the Haitian-Dominican Borderlands the initial organizational impetus for this process had to do with the fiscal agenda of the American Customs Receivership as well as the explicitly racial state-building agenda of the American military occupiers. But the real origin point of the hard border policy was Trujillo’s genocide of 1937, which eliminated an estimated 20,000 ethnically Haitian civilians living in the Dominican Republic. A wave of summary executions trailed off into irregular vigilante and official violence along the border and years of cat-and-mouse repression at the hands of border patrols that the people on the Haitian side of the border remember as ‘candeliers.’Years later, anyone captured along the border for contraband could also be executed by Trujillo’s government. The emergence of a firm closed border policy was not the end of Haitian presence in the Dominican Republic but it eliminated the possibility of an ethnically Haitian component of the citizenry and it strictly confined ethnic Haitians to the category of migrant sugarcane laborers. Contracts for their extreme exploitation were negotiated directly between Trujillo’s dictatorship and Haitian regimes including that of François Duvalier
