Can foreigners use VOA to rent properties long term ?

This was the answer.
Based on applicable regulations, foreigners using a Visa on Arrival (VoA) are generally not allowed to buy or rent property in Indonesia. The following is a brief explanation:
Property Purchase: According to Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 18 of 2021, foreigners who want to own property in Indonesia must have more permanent immigration documents, such as a residence permit (ITAS or ITAP).

VoA does not fall into this category.
Property Rental: While there is no explicit prohibition on renting property with a VoA, in practice, property owners and real estate agents usually require more permanent immigration documents for long-term rentals.

Document Requirements: Based on Article 69 of Government Regulation no. 18 of 2021, foreigners who wish to own a house or residence in Indonesia must have an appropriate visa, passport or residence permit.
Ownership Restrictions: If foreigners meet the requirements to own property, there are still restrictions such as only being able to own one landed house with a maximum area of ​​2,000 m2, or a unit of flats built on certain land rights.

In conclusion, VoA holders do not meet the legal requirements to purchase property in Indonesia. For rentals, although technically possible, in practice they can face difficulties due to the limited residence time provided by VoA.
