Important Notice to Childcare Providers from
DCEDIY 23.1.2025

Dear Provider,
Following yesterdayโ€™s communication on Storm ร‰owyn, please be advised that a Red warning is now in place for every county tomorrow Friday, 24 January.
As advised, the National Directorate for Fire and Emergency Management has requested all schools, Early Learning and Care (ELC), School-Age Childcare (SAC) and further and higher education institutions services in Red counties to close for the duration of the warning.
Furthermore, the Department anticipates the following message will issue from the National Directorate for Fire and Emergency Management following the meeting of the National Emergency Planning Group this morning.
The Red weather warnings are expected to end between 10am and 3pm on Friday.

๐Ÿšจ๐ŸšจTravel is not possible during the Red warning period.

๐Ÿšจ๐ŸšจAfter the Red warning expires, safety checks may be needed to assess whether any damage has occurred to ensure the safety of children, staff and parents.

๐Ÿšจ๐ŸšจProviders may need time to prepare to reopen. Because of these factors, concerns about safe transport and the unpredictable nature of the Red warnings,

**the Department recognises that it is not possible or practical for ELCs and SACs to open on Friday.***
All providers should stay updated on the latest weather warnings, which are available on national and local news bulletins. Itโ€™s especially important to watch for any changes to the warning status in your area. Providers should remain vigilant and regularly check for hourly and other updates from Met ร‰ireann, local authorities, local radio, and the principal response agencies.

๐Ÿšจ๐ŸšจIn carrying out any safety checks of buildings and facilities, providers should take into account the current and expected weather conditions, any damage that might have been caused to buildings overnight or at any time during the storm to ensure their safety and that of children, staff and parents.
๐Ÿšจ๐ŸšจDCEDIY confirms that funding for ELC and SAC schemes will be maintained nationally on Friday. Services will not be required to apply for force majeure for tomorrowโ€™s closure.

๐Ÿšจ๐ŸšจThe Department would encourage services providing ECCE to offer an alternative day if possible.

We contacted Pobal this morning to follow up on some of your queries regarding applying for force majeure once the warning status changes from red to orange.

Pobal said that EY and SAC do not need to apply for force majeure tomorrow, Friday, even if the warning status changes in the afternoon.

If you are a Registered Provider, Chairperson (AND registered provider of a service) or childminder, your role will be vetted solely through Tusla.

All other employees will be vetted through Early Childhood Ireland.

๐Ÿ“ข Statutory Sick Pay Update for Employees & Employers in Ireland๐Ÿ“ข

Under the Sick Leave Act 2022, employees are entitled to 5 paid sick days annually, paid at 70% of gross salary, capped at โ‚ฌ110/day. While the scheme was expected to increase to 7 days in 2025 and 10 days in 2026, this change is now under review.

Fine Gaelโ€™s manifesto, Securing Your Future, supports maintaining the current five days, citing the need for further research on affordability for businesses.

The schemeโ€™s further expansion will depend on the political priorities of the incoming government, following the 2024 general election.
