Photography, art and gaming use the phrase “field of view” to describe the world that is visible to the observer. We believe a person’s field of view is influenced by their perspectives, biases, opinions and knowledge based on their past experiences and learnings. Often, framing the problem in consideration is the biggest hurdle when it involves a large number of people and/or institutions. To und

erstand the problem better, all their perspectives, and the relationships between those involved, need to be considered. To do this, it becomes imperative that different methods, tools and aids are used to make sure that all types of views can be part of the process. By extension, this would mean that the space for dialogue is open to allow for expression, dissent and debate. We seek partners from the government, academia, civil society and industry as our goal is to create spaces for collective reflection and collaboration using games, visualisations and simulations. Our work is geared toward strengthening decision making capabilities; learning and education; and participatory processes in the areas of urban systems and public safety and security.

This week we bring back our recurring weekly series, . Where we introduce you to the tools from our 10-year archive.
We bring into focus our newest release - a digital facilitated multiplayer game - “Solemnly Resolve”, which for the past few weeks has been making the rounds in our virtual game sessions and public events like at the Bangalore International Centre’s Hub’ba last month.
The game unpacks the complexities behind the principles that feature in the of . The Tool initiates an open discourse around how we comprehend the different principles and rights that embody the abstract idea that is freedom. Bringing to life and how difficult it can be to actualised this idea of freedom that we envision for our future through actions in daily situations of conflict.
The players are divided into four teams, each playing as characters from different backgrounds, with their own social positions and motivations. These characters take on society as handed as fate intended, and actively navigate, rethink and collaborate to shape its future.
Throughout the game, the state of the society is represented using four governing pillars of Government Stability, Transparency & Accountability, Economic Growth, and Public Support.
At the very end, the players are handed the prestigious document of the Preamble that is representative of the outcome of the actions taken throughout the game.

Over the two previous weekends, we played many online game sessions, including that of our newest addition to Fields of View's archive, Solemnly Resolve.

The game elicited discussion on many such questions, and the conversation soon panned out to a broader debate on the values that guide us, particularly the to the and its relevance.
People expressed opinions around how one should perceive and adopt the principles and values laid down in the , keeping in mind its qualitative, contextual and malleable nature.
We look forward to hosting more such sessions both physically and virtually, to have the opportunity to share our work and house more such open conversations.
We want to thank platform for making facilitation more versatile and allowing us to hold parallel conversations in the same digital space.

Ten years ago, Fields of View started with a passion for what was possible and a bagful of questions.

We held those questions with a tentative grasp. What if people’s stories were also seen as data for public policy? How would our cities look if shaped by the needs of the most vulnerable and marginalised? What if we lived in a country that is envisioned in our Constitution?
Today, those what-if questions are resolving into concrete possibilities. We look ahead to the coming decades with the same passion for what is possible, and start again, with another bagful of what-ifs.
Of course, all these dreams would not be possible without the support of each and every one of you. Every milestone we achieve is thanks to you, our constellation of care. And even if we cannot meet to share a hug and chai given the pandemic’s reign on our lives, do join us and celebrate – Stay tuned we have planned events virtually, all year long.

We feature our tool “E-QLT” that addresses the core theme of “Equitable Society” in conclusion to our week’s highlight towards .
Time and again, because of inequity in different spheres of life, lower income groups, non-forward castes, urban slum dwellers, migrant workers, women, transgender groups; marginalised sections of society are disproportionally more vulnerable than the rest of the population to disasters and shocks. The COVID_19 Pandemic is yet another example of the same, that left deeper gashes of additional vulnerability amongst these groups.
E_QLT is a data driven tool that works on understanding this vulnerability and captures its dynamic and elusive complexity using a measure/score. This measure ie. “Social Protection Score” will help make better sense of the concept and build more resilient and responsive social protection interventions to combat the same vulnerability.

Continuing with our week’s highlight- we question what would a truly equitable society look like? Is everyone’s vision different? Could either of us come to single conclusion?
A world where everyone has the same opportunity to grow and thrive and have equal access to choosing their desired routes, in life without having to compromise or struggle for sustenance.
A world that doesn’t discrimination based on gender, caste, class, ethnicity, disabilities or political affliction. Everyone would be guaranteed access to safe water, food security, hygienic sanitation, living quarters or housing that is adequate, safe, structurally sound and accessible from their necessary services. There would be equality across spheres of Social Security, Education, Employment, Health and Governance.
Now that we have some what of an idea, we question how far we have come as a country to attaining this picture of an equitable society. We establish the disparities through the lens of Gender, Caste & Class, using only a few indicators.

We highlight “Equitable Society” as we step into our last week as we keep .
The Constitution of India dreams of creating an equitable society, a challenging goal to say the least.
As we are exploring in our “A cubed” series on Adequacy, public Infrastructure has time and time again failed to deliver accessibility, affordability and availability to people in this country. Without these critical features, ‘development’ will only lead to rising income and social inequalities.
To grapple with and build for the sheer diversity of our society, the only feasible methodology is to include and empower as many perspectives in the process of policymaking. This is where the ability to conduct fruitful participatory processes becomes key - key to an equitable society.
We look at what social equity stands for and how it differs from the idea of equality. Essentially, Equity is the process to establish a future that strives to be equal. Equity is designed to be accommodative, relative so as to recognise the existing differences and bring everyone to a uniform level playing field.

Today we look at yet another resource and system that features under that should be guaranteed to everyone, ie. supply to safe and affordable water.
We address the the availability of safe drinking water, and factors that add more stress to an already dwindling resource.
We question whether everybody has equal access to affordable, safe and consistent supply of water, or do some sections of the community have to bare an excessive price for getting access to a basic everyday need.
In our series “A Cubed” where we try to understand the true nature of adequacy of Public Infrastructure. In today’s edition we, take a closer look at housing, and evaluate, its adequacy through the three A(s) ie. the three dimensions of Accessibility, Affordability, and Availability.

Today we look at case of Transport in India. We explore what Affordability, Accessibility and Availability really means in this context. How lack of access to affordable and efficient transport systems can not only create a physical obstacle to access education and work, also creates a serious dent in their chances at social mobility for a large section of society.
We also address the possible gaps and continuous vicious loops that become difficult too tackle in the sector of Public Transport.

We introduce to you our new series “A Cubed” where we try to understand the true nature of adequacy of Public Infrastructure. In today’s edition we, take a closer look at housing, and evaluate, its adequacy through the three A(s) ie. the three dimensions of Accessibility, Affordability, and Availability.
Testing the notion of were the existing network of stakeholders and responsible authorities are being able to do the needful ie. Plan, Generate, Build, Implement and Maintain Public Infrastructure to the quality, quantity that allows equitable access to all citizens or community members irrespective of their social, economic or political affiliations and identity.
We address the very apparent gap in affordability of housing. As per the guidelines drafted by the MHUPA around affordable housing unit for economically weaker sections and lower-income groups, the monthly expenditure on housing should not exceed 30% of the household gross monthly income. While in reality the expenditure needed is more than double their monthly income. Since LIG and EWS constitute a major portion of urban population, this leaves only a small percentage of people capable of affording housing.

To celebrate , we continue , with our new highlight this week on "Public Infrastructure".

So the last time you moved to a new city, what were your expectations?
What are the different infrastructure and services that come to your mind?
Housing preferably close to your workplace, with easy access to basic services like hospitals, clinics, food markets etc. Additionally have good network connectivity.
Most of these aspects, that seem almost crucial to maintaining an easy living fall under the larger category of Public Infrastructure.
Physical or organisational structures that support a community and facilitate it’s people to sustain themselves and maintain a livelihood. In a macro-scale public infrastructure is required for operating the community's economy.
If Public Infrastructure is for everybody, who plans them to accommodate everybody's needs? Who is in charge of these services? Who is responsible for fall outs in these systems?

In continuation of our conversation around the outlines of participatory planning, we look at the questions that must be answered to create an active participatory process.
Moving onto the gaps that we notice in the theoretical and practical application of Participatory Planning.
Fields of View has been focusing to work it’s influence in building on the same gaps: the “HOW” in conducting effective participatory processes. Through structuring appropriate approaches, tools, and methodologies.

Our Story

It was 2010. While working on infrastructure policy, we encountered multiple issues in traditional approaches to policy design.

Can people get involved in planning their city — how can we deepen their participation? How can policymakers explore implications of their decisions without implementing them, thereby save time, cost, and effort? How can different agencies examine if we are adequately prepared for emergencies?

The answers to these questions is yes. But there was a gap.

People can get involved in planning their city if there is a tool that facilitates their participation. Policymakers can explore implications of their decisions, if there is a tool that lets them explore alternatives and debate options. We can examine whether we are prepared for emergencies if we have a tool that can test existing protocols and measures, and understand where they need strengthening.
