1. Prior to November 1 2024, most full-time post-secondary programs over 8 months at Designated Learning Institutions (DLIs) qualified for PGWP.
After November 1, 2024:
2. College or university vocational programs must align with Canada’s labor market needs for PGWP eligibility.
3. No restrictions on field of study for university bachelor’s, master’s, and PhD programs regarding PGWP eligibility.

Things international students need to know about Canada’s Immigration Levels :
* On October 24, Canada announced the Immigration Levels Plan for 2025-2027.
* This plan includes targets for temporary residents, including international students.
* Each year, Canada outlines its permanent resident admission targets to support economic growth, family reunification, and humanitarian commitments.
* The plan also includes notional immigration targets for 2026 and 2027.
* Immigration, Refugees, and Citizenship Canada (IRCC) finalizes the targets for the upcoming year by November 1 each year.

Canada plans to welcome more international students than work permit holders in the coming years:

* Target of 305,900 international student arrivals is set for 2025, 2026, and 2027.
* This figure only includes new arrivals; it does not account for study permit renewals.
* Temporary resident worker arrivals are projected to decline: 367,750 in 2025, 210,700 in 2026, and 237,700 in 2027.
* In 2026 and 2027, a larger proportion of temporary resident arrivals will be international students.

In 2025, IRCC expects over 40% of new permanent residents to be current students or workers.

The Federal High Skilled segment now includes:

Four provinces have recently issued invitations to apply under provincial-led programs that can lead to Canadian permanent residence.

British Columbia:
On October 22, the British Columbia Provincial Nominee Program (BCPNP) issued about 125 invitations for category-based draws under the Skilled Worker and International Graduate Streams

Manitoba:
Manitoba conducted its 231st expression of interest draw for its PNP on October 24.

The base PNP accounted for 210 of these invitations, and the enhanced PNP for 43.

Prince Edward Island:
Prince Edward Island (PEI) issued 48 invitations on September 20. In this PEI PNP draw, the minimum points threshold for Business invitations was 97.

Quebec:
Quebec issued 1650 invitations on September 19 to candidates under the Regular Skilled Worker Program.
A minimum score of 573; or
A valid job offer outside the region of Montreal.

Immigration, Refugees, and Citizenship Canada (IRCC) has issued invitations to apply (ITAs) in the most recent Express Entry draw.

The department issued 1,800 ITAs in a category-based selection draw for candidates in trade occupations.

Candidates required a minimum Comprehensive Ranking System (CRS) score of 433 to be considered.

Today’s draw was also the third Express Entry draw of the week. The last one occurred on October 22 and invited 400 candidates from the Canadian Experience Class (CEC) with a minimum CRS score of at least 539. A draw for Express Entry candidates with a Provincincial Nominee Program (PNP) nomination took place on October 21 and invited 648 candidates with a minimum CRS score of 791.

Starts from 1 October 2024, the maximum visa duration for work and visitor visas for partners of New Zealand citizens or residence class visa holders is increasing.

Changes in duration for work permit and visitor visa:

1. The Government has made changes to the maximum duration for work and visitor visas for partners of New Zealand citizens ,now increasing from 2 years to 3 years.

2. It will apply to applications received from 1 October 2024 and applications that have been submitted, but not yet decided, on that date. Current visas will not be automatically extended. A new application will need to be made for the longer duration.

IRCC has issued invitations to apply (ITAs) in the latest Express Entry draw.

The department issued 4,000 ITAs in a draw for candidates in the Canadian Experience Class (CEC)-only.

Candidates required a minimum Comprehensive Ranking System (CRS) score of 509 to be considered.

This was the largest CEC draw since 5,000 candidates were issued ITAs in a draw on July 31.

Starting this fall, international students in Canada will be allowed to work up to 24 hours per week off-campus, an increase from the current limit of 20 hours.

Who is allowed to work as an international student in Canada?

Students are only allowed to work on-campus or off-campus while studying if their study permit states this information. To get an off-campus job without a work permit, international students need to meet the following eligibility requirements.

- Have a valid study permit;
- Study full-time at a designated learning institution (DLI);
- Already have started studying at their DLI and remain in satisfactory academic standing;
- Be studying in an academic, vocational, or professional training program that is at least six months in duration and leads to a degree, diploma, or certificate; and
- Have a valid Social Insurance Number (SIN).

The department invited 1,121 candidates in a Provincial Nominee Program (PNP)- only draw.

To be considered, candidates required a minimum Comprehensive Ranking System (CRS) score of 694.

On August 13, Canada invited 763 candidates in a PNP only draw. Candidate’s needed a minimum score of 690 to be considered. A draw on August 14 was for 3,200 Canadian Experience Class (CEC) candidates with a minimum score of 509.

IRCC is planning to welcome 110,770 newcomers through Express Entry in 2024 and 117,500 in 2025. Candidate’s who recieve ITAs in the later half of the year are more likely to help meet the 2025 target because IRCC has a service standard of six months to process all finalized Express Entry applications.

British Columbia (B.C.), Quebec, and Prince Edward Island (PEI) have issued invitations to apply for provincial immigration programs over the past week.

B.C. and PEI did so through their respective Provincial Nominee Programs (PNPs). Each province and territory in Canada (with the exceptions of Quebec and Nunavut) has a PNP. They can have these programs because immigration is a shared responsibility between Immigration Refugees and Citizenship Canada (IRCC) and the provincial governments.

British Columbia:
B.C. invited 156 candidates to apply for nomination through the British Columbia Provincial Nominee Program (BC PNP) on August 20. B.C. holds draws for candidates almost weekly.

Quebec:
Quebec has retroactively published the results of a draw that occurred on August 8.

The Minister of Immigration, Francization, and Integration (MIFI) invited 1,415 candidates to apply for permanent selection via the Regular Skilled Worker Program.

Prince Edward Island:
PEI invited 57 candidates through the Labour and Express Entry stream of the PEI PNP on August 22. It was the first draw in over a month.

Germany has introduced the Skilled Immigration Act (FEG) in three phases. The third and last phase has been implemented on 01.06.2024. This includes the introduction of the so-called “Chancenkarte” = Opportunity Card.

The previous job seeker visa was issued primarily to skilled workers “Fachkräfte” who have a recognised degree. With the introduction of the Opportunity Card, non-skilled workers are able to apply as well.
They need, however;
- A statement of ZAB
- A recognised language certificate in either German A1 or English B2 (mandatory).

There is furthermore a point-based system which applicants need to fulfil.

The job seeker visa has been replaced by the Opportunity Card. Both regulations aim to enable applicants to stay in Germany to look for employment.
