What are the stages of language learning?
According to American linguist and educational researcher Stephen Krashen, the process of acquiring a second language can be broken down into five steps:

Stage 1: Silent/receptive

This stage may last from several hours to several months depending on the individual learner. During this time, new language learners typically learn vocabulary and practice pronouncing new words. While they may engage in self-talk, they don’t normally speak the language with any fluency or real understanding.

Stage 2: Early production

This stage may last about six months, during which language learners typically acquire an understanding of up to 1,000 words. They may also learn to speak some words and begin forming short phrases, even though they may not be grammatically correct.

Stage 3: Speech emergence

By this stage, learners typically acquire a vocabulary of up to 3,000 words and learn to communicate by putting the words in short phrases, sentences, and questions. Again, they may not be grammatically correct, but this is an important stage during which learners gain greater comprehension and begin reading and writing in their second language.

Stage 4: Intermediate fluency

At this stage, which may last for a year or more after speech emergence, learners typically have a vocabulary of as many as 6,000 words. They usually acquire the ability to communicate in writing and speech using more complex sentences. This crucial stage is also when learners begin thinking in their second language, which helps them gain more proficiency with speaking it.

Stage 5: Continued language development/advanced fluency

It takes most learners at least two years to reach this stage, and then up to 10 years to achieve full mastery of the second language with all its complexities and nuances. Second language learners need ongoing opportunities to engage in discussions and express themselves in their new language in order to maintain fluency in it.

Note: Many of the timeframes provided here are averages and can vary greatly depending on the individual and their degree of immersion in a given language.

On August 11, Immigration, Refugees and Citizenship Canada (IRCC) published the criteria it uses to determine whether to approve a language testing organization.

IRCC requires language tests for economic class permanent residence applicants as well as Student Direct Stream (SDS) applicants to ensure the candidates meet the required level of English or French language proficiency.

These language standards are in place as a means for IRCC to confirm a candidate is well-placed to integrate in Canada. In addition, when it comes to economic class candidates, a language test score can impact your overall human capital score, which a variety of federal and provincial pathways use to rank candidates. Under the federal Express Entry system, for example, the highest-ranking candidates are invited to apply for permanent residence.

The publication of the criteria language testing organizations must meet to earn IRCC designation is a notable development since IRCC previously acknowledged no such criteria was in place, making it challenging for additional language tests to be offered to economic class and SDS applicants. In order to help address labour shortages, the Canadian government has announced it will launch the Recognized Employer Pilot in September.

The Recognized Employer Pilot will operate under the Temporary Foreign Worker Program (TFWP) and will aim to reduce the administrative burden for repeat employers who have a history of demonstrating compliance with the TFWP’s requirements.

Under the REP, eligible employers will gain access to Labour Market Impact Assessments (LMIAs) that are valid for up to 36 months, while also benefitting from a simplified LMIA application.

An LMIA is a labour market test that Canadian employers need to complete to recruit foreign workers under the TFWP. The purpose of the LMIA is to demonstrate there are no workers in Canada available to do the job for which the employer is recruiting.

The Canadian government has said these steps will help eligible employers better plan for their staffing needs and reduce the number of LMIA applications they need to submit over three years. Recognized employers will also benefit from a Job Bank designation that shows their recognized status to prospective workers.

The measure was announced by Canada’s Immigration Minister, Sean Fraser, on June 27 and aims to improve labour mobility in North America. It may impact thousands of workers in high-tech industries in both Canada and the United States, as well as their immediate family members.

Canada expands work permit agreement with the United Kingdom.

Today, Canada and the United Kingdom announced the signing of a new Canada-United Kingdom (UK) Youth Mobility Arrangement.

Anticipated to take effect in 2024, the new arrangement includes a number of improvements on the existing youth mobility agreement between the two countries:

an expansion of the eligibility age to 18-35
the addition of two new streams for UK nationals moving to Canada
an increase in the visa period to 3 years

The current agreement is available to those between the ages of 18-30 and the visa period is 2 years.

Initially launched in 2008, the youth mobility agreement aims to promote reciprocal work opportunities in each country.

Youth mobility agreements operate under the Canadian government’s International Experience Canada (IEC) program. IEC offers three categories:

Working Holiday participants are able to receive open work permits that allow them to work for any employer in Canada
International Co-op (internship) participants are able to receive an employer-specific work permit that allows students to gain experience relevant to their studies
Young Professional participants are able to receive an employer-specific work permit to gain targeted work experience relevant to their study or career path
Canada has youth mobility agreements with 37 countries.

In 2023, Canada is offering IEC to almost 90,000 youth around the world. The Canadian government is hoping to alleviate the country’s labour shortages via IEC.

In addition, over 240,000 Canadians have participated in IEC since 2008.

UK youth are well-positioned to transition to Canadian permanent residence after moving to Canada.

Canada is currently seeking to welcome 500,000 new permanent residents annually in 2025. Last year, Canada welcomed over 437,000 new immigrants, an all-time high. The rationale for Canada’s high levels of immigration is to support its economic and fiscal health amid its over 9 million baby boomers entering retirement age over the next decade.

The majority of Canada’s immigrants are welcomed under the economic class.

Immigration in Canada falls under shared federal-provincial jurisdiction. Both levels of government incentivize those with Canadian work experience to transition to permanent residence. This is largely due to Canadian government research showing that domestic work experience supports strong labour market outcomes upon transitioning to permanent residence.

Federal and provincial economic class programs assess candidates based on their human capital criteria such as their age, education, language proficiency, work experience, as well as other criteria such as having Canadian work and/or study experience, and having close family in the country.

Hence, youth from the UK who move to Canada through IEC are well-positioned to transition to permanent residence due to factors such as their young age, fluency in English, and Canadian work experience.

Accredited Employer Work Visas Now Valid For Up To 5 Years.

Maximum continuous stay period extended.

From November 2023, migrants seeking an Accredited Employer Work Visa (AEWV) on the basis of a permanent role, may be granted a visa valid for up to 5 years.

After 5 years on an AEWV, they will need to leave New Zealand for at least 12 months, unless they are on a pathway to residence or have a residence application pending.

This decision arises from the release of the new settings under the Skilled Migrant Category Resident visa, which will require many migrants to gain work experience in New Zealand, before they can apply for residence.

In 2021, IRCC created two pathways to permanent residence for Hong Kong residents who have either worked or studied in Canada.

Stream A has been open to former Hong Kong residents who have graduated from a post-secondary learning institution in Canada within the last 3 years.

Stream B has been open to former Hong Kong residents who have graduated from a post-secondary learning institution in Canada or abroad, and have at least one year of work experience in Canada.

As of August 15th, IRCC will be removing the educational requirement from Stream B, meaning as long as a candidate has had at least one year of work experience in Canada, they may apply for permanent residence. Not only will this allow more Hong Kong residents who have worked in Canada to get permanent residency, but it also eases the application process because it no longer requires proof of Canadian or foreign educational credentials.

The cost of buying a home in Canada has gone up slightly according to the most recent data from Statistics Canada.

The recently released New Housing Price index shows that on average, prices increased 0.1% month-over-month in May, the first increase since August 2022. It further showed that prices were up in six of the 27 census metropolitan areas (CMAs) surveyed in May 2023, down in eight and unchanged in the remaining 13 CMAs.

How to request your Canadian immigration GCMS notes ?

The longest part of the Canadian immigration process for many applicants usually comes in the form of application processing time—the period of time after one submits an application, while they await a decision. This stage can extend for a prolonged amount of time, however there is a way that applicants can get an update on the status of their application: by requesting a Global Case Management System (GCMS) note.

Below is a guide on how applicants can request a GCMS note to get more information on their application.

Discover if You Are Eligible for Canadian Immigration

Step 1: Understand What GCMS Notes Are

GCMS notes are a form of Access to Information and Privacy (ATIP) request—the Canadian equivalent of a Freedom of Information Act request in the United States.

GCMS notes official records maintained by Immigration, Refugees and Citizenship Canada (IRCC) and are an essential part of the immigration application process. These notes contain information about you and your application that are stored in IRCC’s Global Case Management System—the program used to collect and process applications within the department. GCMS notes can contain information including (but not limited to): application processing details, details of the officer processing your application, notes from immigration officers, visa officers’ assessments, and all other information that IRCC has on you.

Due to a GCMS notes technical definition as an ATIP request, organizations like IRCC and the Canadian Border Services Agency (CBSA) are legally required to respond within 30 days of receiving the request. However, this period may be extended under specific circumstances.

Step 2: Assess whether you can submit a GCMS Note yourself

Anyone who has an application with IRCC and/or CBSA, and whose application has passed the R-10 completeness stage (more on this later) can potentially apply for a GCMS.

However, to obtain a GCMS note one must first submit an ATIP request, under the Access to Information Act. To submit an ATIP, one must be either be:

A Canadian citizen or permanent resident
An individual residing within Canada.
Applicants outside of Canada can still apply for GCMS notes through the use of a representative who is either a Canadian citizen or permanent resident, or a corporation in Canada. This representative will then apply on the applicant’s behalf for an ATIP and will have to complete the Consent for an Access to Information and Personal Information Request form.

Step 3: Determine When to Request Your GCMS Notes

Individuals applying for a GCMS note are recommended to wait until their application passes what is known as the R-10 completeness check. Here, immigration officers determine whether all necessary documents (outlined in each specific application “document checklist”) are included in the application at the time of applying.

After this stage has been passed, applicants can technically request their GCMS notes at any stage of the waiting process, though it’s generally recommended to wait until enough time has passed for more comprehensive notes to be available, providing a clearer picture of your application’s progress.

Step 4: Gather Required Information

Before submitting your request, gather the necessary information to ensure a smooth process. You will need details such as your full name, date of birth, address, application number, Unique Client Identifier (UCI), application number, and any other relevant identification numbers provided by IRCC during the application process.

Step 5: Complete the Request

To request your GCMS notes, you have two different methods depending on whether you reside in Canada or not:

Submit an Access to Information and Privacy (ATIP) request directly to IRCC; or
(If you are outside of Canada) Use the services of a trusted immigration consultant or lawyer who can handle the request on your behalf.
Requests for a GCMS note can be submitted (either by the principal applicant or an authorized representative) can be made either online or by mail through official IRCC channels.

Step 6: Pay the Processing Fee (if applicable)

The fee for an ATIP request (and by extension a GCMS note) is $5 CAD, whether submitted online or by mail. If the request is submitted by mail a cheque or money order of the fee amount must be mailed with the application.

Step 7: Await the Response

Once your request and payment have been submitted, another waiting period can ensue. If IRCC has not responded to your request within 30 days, IRCC recommends following up with the ATTIP division of the department, which can be contacted online or by mail.

Step 8: Review and Analyse Your GCMS Notes

Once you receive your GCMS notes, review them carefully. Pay attention to any observations, assessments, or decisions made by immigration officers, and any information pertaining to the officers themselves. These notes can provide valuable insights into the progress and status of your application, helping you understand any potential issues or areas that require attention.

Step 9: Seek Professional Advice (if needed)

If you encounter complex information or have concerns about the content of your GCMS notes, it’s advisable to seek professional advice from an immigration consultant or lawyer. They can help interpret the notes accurately and provide guidance on your next steps.
